for Proposals for: The National Land Commission
Terms
of Reference (ToR) for a Communication Consultant
1.
Introduction
NLC is mandated to
manage public land on behalf of the National and County governments; recommend
a National land policy to the national government; advice the National
government on a comprehensive programme for the registration of title in land
throughout Kenya; and to conduct research related to land and the use of
natural resources, and make recommendations to appropriate authorities.
Other functions of
the Commission include initiating investigations, on its own initiative or on a
complaint, into present or historical land injustices, and recommend
appropriate redress and to encourage the application of traditional dispute
resolution mechanisms in land conflicts.
Additionally, NLC is
mandated to assess tax on land and premiums on immovable property in any area
designated by law; and monitor and have oversight responsibilities over land
use planning throughout the country.
NLC has prioritized communications a key strategy and seeks to contribute to effective and responsive communication to enable the Commission to realize its objectives.
2.0 Scope of Work
The Communication
Consultant will work closely with the NLC to develop a communication Strategy
for the Commission and oversee its implementation for a duration not exceeding
3 months.
The Consultant will
undertake the following:
2.1.1 Design, coordinate, implement and monitor the communication strategy including a concept and an action plan and visibility plan
a) The Consultant
will develop a Communication Strategy which should include and implementation
plan, for the NLC
b) Train members of
the IPOA Board and relevant staff on the Communications Strategy, including on
how to prepare/draft a wide range of materials, talking points, press releases
and advisories, news briefs, fact sheets for inclusion in media kits and
further public outreach;

a) Develop a media
contact list for the Commission
b) Undertake mapping
of both TV and radio stations to enable the Commission understand which
stations to engage when targeting specific audiences
c) Ensure the
promotion and increased understanding of NLC’s mandate in the country through
the use of diverse types of media and communication tools as appropriate,
including utilizing innovative and emerging communication tools and new media
in support of the Communications Strategy;
d) Enhance the understanding of journalists and key interlocutors on NLC’s mandate;

- A Communication
Strategic Plan for NLC with its implementation Plan;
- All NLC Members
trained on the Communication Strategy and on how to prepare media
documents;
- Mapping report
on media to include Media Contact list
- Provide a report
on the implementation of the Communication Action Plan after the 3-month
period.
3.0
Requirements
- Advanced
University degree in Journalism or Communications from a recognized
University;
- At least seven
(7) years of experience in Kenya in conceiving and implementing
Communication Strategies;
- Excellent verbal
and written skills in both English and Kiswahili;
- Strong
understanding of outreach and advocacy.
- Demonstrated
written and oral communication skills
- Strong project
management skills
- Excellent
organizational, prioritization, and customer service skills
- Ability to set
goals and timelines and to work on deadlines
- Ability to work
and communicate effectively with a variety of people, both internally and
externally
- Able to work
independently with minimal supervision

The consultant should propose a schedule not exceeding 3 months and resources required to complete the activity’s objectives.

include a detailed work plan and budget of activity undertaking.
