Health and Development Support Programme (HANDS) is a homegrown Non-Governmental Organization that is officially registered in Nigeria. It was founded in 1995 with the primary goal of supporting the National Onchocerciasis Control Programme in Nigeria as CBM Onchocerciasis Control programme. Over time, HANDS has broadened its scope to encompass various initiatives aimed at improving public health, fostering development, and providing emergency services. About the MiracleFeet Clubfoot Programme

  • HANDS, in partnership with MiracleFeet, supports expansion of access to quality clubfoot treatment and management in Nigeria. The programme supports health facilities, clinical capacity, community awareness and referral, supportive supervision, monitoring and evaluation, and data-driven programme improvement.
  • HANDS' clubfoot programme uses the Ponseti method and has trained clinical and programme personnel in the CAST/CommCare digital system.

Overview of the Responsibilities

  • Senior Programme Officer (SPO) will support the facilitation, development, and implementation of the national-driven program aimed at timely and equitable treatment of children with clubfoot with support from MiracleFeet. The SPO will support the program team in leading HANDS Nigeria expansion efforts, communicating with Clinics, reviewing, evaluating, and monitoring HANDS supported clubfoot treatment projects.
  • The work of the SPO will consist of keeping abreast of relevant issues, trends, and policy developments relevant to clubfoot and public health; building and maintaining relationships with other key stakeholders.
  • Additional responsibilities include participation in cross-programmatic and organization-wide activities, development/implementation of strategies and clubfoot grant making best practices.
  • The SPO Must preferably be a Graduate Degree in Physiotherapy, Orthotist, Social Works, Business administration, Social Sciences, Child Development or any other related field.
  • A minimum of three years’ experience in program management required, ideally in child protection, Clubfoot treatment and management or child-oriented development.
  • Demonstrated experience in partners capacity strengthening and mentoring.
  • The SPO reports to the Disability Inclusive Development (DID) Manager and works closely with the rest of the clubfoot programme team in the department. The position is based in Jos with regular travels to project clinics in states supported by HANDS.

Key Responsibilities

  • He/she will lead HANDS Nigeria expansion efforts in clubfoot programme in the Northern part of Nigeria while supporting the planning, development, implementation, and monitoring of program and clinic activities.
  • Strengthen relationships with project partners in the states, providing programmatic assistance, appreciative coaching, and empathy.
  • Facilitate, conduct, and maintain due diligence in sourcing, screening, selecting, evaluating, and strengthening existing potential clinics partners.
  • Ensure that clubfoot programs are designed and implemented in alignment with MiracleFeet and HANDS core values, and in line with theRunFree2030Global Plan.
  • Meaningfully and actively support HANDS organization-wide activities, events, and campaigns to advance the treatment of clubfoot in HANDS supported states and clinics.
  • Together with the support of the DID Manager and team coordinate on-going trainings on Basic/Advance Ponseti and CAST Application to clinics and provide direction and guidance in day-to-day program coordination and implementation in accordance to HANDS organizational priorities and strategic approach
  • Support the DID Manager in developing plans with MiracleFeet to ensure growth, quality, and sustainability in all programmatic activities, including working with the DID Manager in the development and implementation of scope of work, budgets and work plans for the clubfoot programme.
  • Work closely with clinics to develop plans to further improve quality of treatment as well as outreach, identification and referral processes, and treatment quality compliance.
  • Assist partner clinics in data-driven decision making through analysis and interpretation of program outcomes utilizing innovative tools such as the CAST application system.
  • Provide support to and work closely with MERL Officer and the CAST Administrator Application in HANDS and support efforts in data collection and utilization for decision-making.
  • Provide programmatic support to clinics to achieve Key Performance Indicators embraced by HANDS, MiracleFeet and Global Clubfoot Initiative.
  • Advise partners on best practice approaches, and information on organizational effectiveness, governance, and leadership, as well as strategic planning as appropriate.
  • Work with the Accounts department to review financial reports to ensure alignment with reported program activities and plans.
  • Actively promote Prevention of Sexual Exploitation and Abuse (PSEA) standards within HANDS and amongst beneficiaries served by HANDS.
  • Adhere to Safeguarding Principles of the Organization

Programme monitoring and supervising:

  • Follow the departments KPIs and monthly targets; conduct weekly check-ins, supportive supervision, and routine field visits.
  • Maintain dashboards for leads, referrals, enrollments, conversion, retention/defaults; ensure data quality and use for rapid course correction.
  • Ensure that the clubfoot program is implemented according to HANDS’s core values and in line with the RunFree2030 Global Strategy as well as in accordance to HANDS’s internal policies.
  • Guide other team members in their day-to-day work and escalating challenges to the DID Manager.
  • Support the leadership team in long-term planning, risk management, and organizational development.
  • Managing a live risk register (security, supply, HR, stakeholder issues) and implement mitigation; ensure timely weekly, monthly, and quarterly reporting to DID Manager and MiracleFeet WCA.

Technical oversight:

  • Standardizing activities, referral algorithms, appointment and default-tracing procedures, and facility-orientation packages across public and private providers.
  • Building the capacity of CHEWs/CHIPS/volunteers through training on identification, counseling, navigation, follow-up, and respectful, inclusive care.
  • Coordinate technical alignment and learning exchanges with MiracleFeet WCA; document, disseminate, and scale best practices.

Budgeting and forecasts:

  • Work with the DID Manager in developing of the annual programme budget and quarterly forecasts; track burn rate and conduct variance analysis with Finance.
  • Do the activity requests within Level D authority, ensure value-for-money, and compliance with donor and HANDS policies.
  • Reprogram resources responsively to meet targets while safeguarding quality and equity.

Required Qualifications

  • Bachelor's Degree in Social Sciences, Development Studies, Social works, Physiotherapy, Public Health, Health Information Management, Demography, Project Management or any other related discipline.

Professional Experience:

  • Minimum of 4 years of progressive experience in monitoring, evaluation, research, data management or programme performance monitoring.
  • Experience in health, public health, disability, rehabilitation, community health or development programmes.
  • Experience with NGOs, international development organizations, government health programmes or donor-funded projects is highly desirable.
  • Experience in health programme reporting, indicator tracking and donor reporting is desirable.

Technical Skills:

  • Strong Microsoft Excel and quantitative data-analysis skills.
  • Competence in data cleaning, validation, reconciliation and database management.
  • Experience with Salesforce, Power BI, Tableau, Looker Studio or comparable visualization tools is desirable.
  • Experience with digital data-collection platforms such as CommCare, CAST, KoboToolbox/ODK, DHIS2, SurveyCTO or REDCap.
  • Strong technical report-writing and presentation skills.

Clubfoot Programme Knowledge:

  • Knowledge of clubfoot programming is highly desirable, including familiarity with identification and referral, Ponseti treatment, serial casting, tenotomy, bracing, follow-up, retention, loss to follow-up and treatment outcomes. Formal clinical training in the Ponseti method is not required; however, the successful candidate must be able to quickly understand the treatment pathway and programme indicators.
  • Experience with MiracleFeet-supported programmes or CAST/CommCare will be a significant advantage.

Travel Requirement:

  • The position requires regular travel to supported states, clubfoot clinics, health facilities and LGAs. The successful candidate must be willing and able to undertake frequent field travel and occasional extended field assignments.
