- Verify
vendor claims, advances and other receivables and observe appropriate
procurement procedures;
- Ensure
that suppliers are paid in a timely manner and in conformance with WFP
finance rules and regulations;
- Assist
in compiling information from various sources in order to prepare reports
relating to budgets, accounting, finance and statistics;
- Prepare
journal vouchers and update the journal voucher log;
- Draft
routine correspondence and reports related to the unit’s work as required;
- Provide
guidance and on-job training to other support staff;
- Ensure
that journal and payment vouchers are maintained and filed in compliance
with WFP standard guidelines;
- Perform
other related duties as required.
Minimal Qualifications:
Education:

- Secondary
school education.
- A
Post-secondary certificate related to functional area is required.
Experience:
- At
least four years of progressively responsible work experience in general
administrative work, including at least two years in the field of finance,

Language:

Accountabilities: Under the direct supervision

Duties and Responsibilities
- Manage

Qualifications, Experience, Critical Success Factors and
Language:
- Completion
of secondary school education supplemented by training/qualification in
Information Technology or Computer Science or Informatics plus a
combination of supplemental courses/technical certification in related
fields.
- A
minimum of four years’ experience with information technology
installations and equipment demonstrating hands-on expertise with Windows
2003/2008/2012 server operating system, Microsoft Office 2013 Suite, LAN,
WAN, WLAN technologies, exposure to HF/VHF radio, PABX, VSAT systems in a
globally distributed IT and Telecommunications operation.
- Knowledge
and practical experience with the following technologies – Data
communication services over WAN and LAN infrastructures; Managed Networks,
multi-layered LAN and WAN Environments; VoIP and CISCO Products and
technologies i.e. switches & routers ;
- Telecommunications:
Medium to large capacity PABX systems; group switches, digitally enhanced
cordless telephones, fibre optic systems, strong background in
Ericsson/Aastra range of PABXs including telephone management and billing
systems; Radio Communications Technology: Experience with Codan HF and
Motorola VHF systems and equipment; Satellite Technology: Small and large
VSAT systems including portable sat phones.
- Familiarity
with operations of commercial telecommunications systems and services.

of the Vulnerability Analysis and Mapping (VAM) Officer and in close
consultation with the Head of the unit, the Programme Policy Officer (Data
analyst) is responsible for all VAM and Monitoring & Evaluation (M&E)
database systems, analysis and information management.
Major
Duties and Responsibilities
- Design,
develop and test databases for VAM food security and market surveys and
assessments, and M&E systems for the Kenya country office Programs.
Continuously upgrade and maintain all program databases, in line with
changing reporting requirements.
- Continually
advice and improve VAM and M&E tools and databases in line with new
innovations and technology advancements so as to ensure the tools exhibit
improved and efficient data collection and analysis capabilities and are
more user friendly.
- Develop
and continually update technical user manuals and documentation for
database systems.
- Migrate
all databases to an online platform and create a central dashboard where
food security and monitoring tools, analysis, graphs, maps, reports and
guidelines can be accessed, retrieved and visualized by relevant program
staff. Manage the update, repair and maintenance of online platforms.
- In
close liaison with the IT unit, ensure that all databases, online
platforms, servers and tools comply with WFP corporate IT standards and
protocols.
- Implement
features that ensure data safety, cleaning, validation and integrity.
Develop data models, database structures, graphic user interfaces,
standard queries and reports.
- Applying
appropriate statistical principles, identify, analyse, and interpret
trends or patterns in complex datasets to support VAM and M&E in
analysis and reporting. In consultation with the VAM and M&E officers,
perform data analysis and prepare monthly, quarterly and annual reports.
- Provide
support to studies, evaluations and monitoring activities through
training, database design, data collection, data analysis and report
writing.
- In
consultation with the M&E Officer, co-ordinate and provide technical
support on data collection, collation, processing, analysis and database
systems development and management to the country and sub offices and
field M&E focal points.
- Participate
in food security assessments, studies and monitoring activities.
- In
liaison with OMN and GoK, provide support where required in structuring
and upgrading of monitoring and early warning databases.
- Assist
the VAM officer in producing simple maps when needed.
- Other
duties as may be assigned by the officer.
Qualifications and Experience
- University
degree in one or more of the following disciplines; Computer Science,
Information Technology, or Statistics is desirable. An advanced degree in
the disciplines above, will be an added advantage.
- At
least two years’ postgraduate professional experience in the relevant
field.
- Experience
in using relational database systems including MS SQL Server ,Oracle and
Microsoft access, Mastery of Software Development Tools e.g. Asp.net(C#,
VB.net), PHP and other development platforms.
- Demonstrated
strong computer skills including: word processing, spreadsheet,
SPSS/STATA, Access software packages & systems and prior knowledge of
GIS software.
- Must
have experience in developing applications for mobile devices. Prior
experience with a humanitarian organization or with analysis of food
security and monitoring data would be an added advantage.

Background: Knowing and being accountable to our
beneficiaries, and strengthening the service levels we provide to them, are
priorities for the WFP Kenya Country Office.
Since 2012,
the Country Office has been investing in new mechanisms for registering and
communicating with our beneficiaries, to improve accountability, proactively
mitigate protection risks, and get direct feedback that can be used to improve
our programmes.
In 2012,
Kenya was one of 11 Country Offices identified to pilot implementation of WFP’s
humanitarian protection policy, and made significant contributions in the area
of complaints and grievances.
The WFP
Helpline, established in 2013, has continued to expand and deepen, improving
service levels to beneficiaries.
In 2015,
the Government of Kenya’s Social Protection Secretariat requested technical
assistance from WFP to establish a toll-free line for the national safety net
programmes.
Also since
2013, WFP has been working with CGAP to develop consumer protection tools for
cash transfer programmes.
The Country
Office is on the forefront of establishing beneficiary management information
and electronic registration systems, and integrating these with partner and
Government systems, notably UNHCR’s proGres and the Government of Kenya’s
Social Protection Single Registry.
Most
recently, the Country Office has begun using mobile phones to collect key
programme monitoring data from beneficiaries.
The Country
Office intends now to pull together and strengthen these initiatives into a
coherent service to support the beneficiaries and communities that we serve.
Accountabilities: Under the direct supervision of the Head of
Analysis, Trends and Innovations, the Programme Policy Officer (PPO) will head
a team responsible for collecting and managing beneficiary data, communicating
with beneficiaries, and providing technical support and guidance to programme
units on: registration, protection, gender equality, and accountability to
affected populations.
Key Accountabilities:
- Contribute
towards the development of a wide variety of projects, plans and
processes, ensuring alignment with wider programme policies and guidance.
- Provide
project management support to specific and defined programmes and projects
of considerable size/complexity, ensuring a coordinated approach with
wider programmes that complies with WFP standards and procedures.
- Develop
and coordinate data gathering and monitoring systems ensuring that
rigorous quality standards are maintained.
- Research
and analyse a range of policy and operational issues to inform the
development of policies, programmes and activities.
- Contribute
to the preparation of accurate and timely reporting on programmes and
activities that enable informed decision making and consistency of
information presented to stakeholders.
- Liaise
with internal and external counterparts to ensure effective collaboration,
monitor ongoing projects and highlight potential risks to project
delivery.
- Support
the identification, development and management of potential partnerships
to collaborative working leading to improved food assistance packages.
- Support
the capacity building of WFP staff, partners and national government to
prepare for and respond to food assistance needs, e.g. through providing
inputs into training materials.
- Guide
and supervise more junior staff, acting as a point of referral and
supporting them with analysis and queries.

Expected Results:
- All
of WFP’s beneficiaries are registered, and household data is regularly
updated and used to align WFP’s programmes with the Government’s safety
nets programmes.
- The
registration data collected about WFP’s beneficiaries is child-sensitive
and supports programme layering, referrals and linkages with national
safety nets.
- New
approaches and technology to improve registration are tested, documented,
and rolled out.
- WFP’s
corporate policies and guidance on protection of personal data are adhered
to in Kenya’s operations.
- Strategies
for communicating with beneficiaries, and mechanisms for beneficiaries to
participate in the design, monitoring and review of WFP’s programmes, are
in place and being implemented.
- WFP
Kenya’s complaints and feedback mechanism is expanded and strengthened.
- Corporate
policy and Country Office guidelines on Prevention of Sexual Exploitation
and Abuse are implemented and adhered to.
- Related
partnerships and technical assistance activities are supported.
- Country
Office management and donors have relevant and timely information about
WFP’s beneficiaries, and the feedback they are giving about WFP’s
programmes.
Minimum qualifications & education:
- University
Degree in one or more of the following disciplines: social sciences,
economics, agriculture, international affairs, business administration,
development studies or a field relevant to international development
assistance such as nutrition, food security or humanitarian response.
- Master’s
Degree in relevant disciplines will be an asset.
- Minimum
of five years or more of postgraduate progressively responsible
professional experience providing direct supervision and management of a
team(s) OR management and demonstrated leadership skills.
- Specific
education or substantial training in one of the following areas would be
an advantage: social protection/social safety nets, rural development or
communicating with communities.
- Excellent
communication skills, judgement and tact, and the ability to lead and
inspire a team.
- Demonstrated
ability to develop and maintain productive, professional relationships
with communities, government counterparts, donors, and other stakeholders.
- High
capacity for organization and coordination, as well as an ability to work
with a high degree of independence in a team environment.
- Ability
