Post Title: Finance/Administrative Associate

Background
Under the guidance of the Head of Office and direct supervision of the Operations Manager, the Finance/Administrative Associate will ensure effective functioning of financial and administrative operations and systems in support of programme and office management.
Job Purpose
- He/she will work
closely with programme and project staff to provide financial monitoring
and analysis of projects and advise managers on expenditure trends and
implementation rates.
- The
Finance/Administrative Associate will equally undertake administrative
functions and be a member of the Country Office management services team
managing financial and administrative aspects of Country Office
operations.
- He/she may
supervise clerical and support staff.
Duties and Responsibilities
- Supports the
monitoring of programme financial performance for all core and non-core
resources by providing necessary financial information and analysis,
including implementation rate against indicators/results. Detects
potential overunder expenditure problems and suggests remedial action.
- Develops tools
and mechanisms for effective and efficient monitoring of programme and
project budgets, coordinates compilation of financial data and provides
accurate and up-dated financial information to HQ on a continuous basis.
- Interprets
financial and administrative policies and procedures particularly relating
to National Execution and provide guidance to staff and project managers.
Strives to identify ways in which programme financial needs can be met
within existing policies.
- Assists in the
management of the Country Office budget by budget formulation, controlling
allotments, monitoring expenditures, and preparing revisions according to
the needs of the office.
- Ensures the
effective financial recording and reporting system, internal control and
audit follow-up and processes financial transactions in an accurate and
timely way.
- Participates in
financial monitoring and training of National Execution Implementing
partners in policies guidelines related to project expenditure.
- Reviews and
monitors charges for common services and cost recovery taking into account
maximum cost efficiency and represents UNFPA’s interests in related
negotiations and agreements.
- Participates in
meetings related to Common Services and follow up on related action items.
- Manages the
Travel Claim electronic system and ensures that it is up to date.
- Manages the VAT
exemption process by ensuring submissions are completed and exemptions
obtained.
- Undertakes UNFPA
specialized courses/training relevant to the incumbent’s assigned
responsibilities;
- Any other
related duties.

Qualifications
- Bachelor’s
degree in business administration, finance, commerce or a related field.
- A minimum of 8
years post professional experience in finance and administration in the public
and/or private sector.
- Professional
qualification in Accounting (CPA-K or equivalent).
- Proficiency in
use of current software applications and Enterprise Resource Processing
Systems.
- Strong
financial, analytical and oral communication skills.
- Fluency in oral
and written English.
