and effectively manage the personnel screening and selection
processes;
- Work closely
with field-based recruitment staff to ensure effective parallel
recruitment processes and relationships are built in Kenya for local STTA.
Qualifications:
- At least 7
years of professional experience in staff recruitment, preferably in the
international development field;
- A Bachelor’s
degree in international studies or related field;
- Prior
experience recruiting for USAID funded international development projects
and proposals required;
- Strong
organizational skills and the ability to meet and work well under
deadlines;
- Demonstrated
ability using applicant tracking systems; Taleo preferred;
- Strong
writing skills;
- English
fluency required; other language abilities helpful.

Nairobi-based, full time Senior Analysis M&E Advisor for the full term of
the project to design and oversee evaluations, analyses, designs and
assessments, and the full review, revision and maintenance of Mission and IP
PMPs.
This will include the
design of the evaluation methodology and participatory data collection methods
and protocols for both performance and impact evaluations.

- Oversee
production and ensure quality of all assessments, data, analytical
reports, and evaluations, including the testing of the development
hypothesis;
- Oversee
revision of the Mission PMP and all implementing partner (IP) PMPs to
ensure ADS 203.3 compliance and alignment with new initiatives; training
of USAID staff and IPs in performance management concepts and processes;
standardization of partner PMPs, work plans, and quarterly reports; and
verification of partner data quality;
- Assist
Technical Teams to review and revise the intermediate results in their
results frameworks, as necessary, for more effective implementation and
monitoring;
- Periodically
review and discuss indicators and reporting with IPs and COTR/AOTRs, and
help operationalize indicators by assisting USAID Technical Teams with
definitions, data collection, and data analysis;
- Provide
technical assistance and training, as needed, for USAID, IP and GOK staff
(to the extent they are involved in USG projects).
Qualifications:
- At least 10
years of international experience in the design and management of
evaluations (impact and performance), analyses and assessments, including
the design of the evaluation methodology, participatory data collection
methods and protocols, and data verification techniques;
- At least
seven years of demonstrated experience developing performance management
plans, monitoring project implementation, and verifying data from large
development projects;
- A graduate
degree in the field of evaluation, international development or a related
technical field;
- At least
seven years of experience recruiting, forming and successfully managing teams,
and ensuring the quality of their products;
- Excellent
American English writing skills and speaking ability.

Nairobi-based, M&V Manager for the full term of the contract to undertake
activity-level monitoring and verification of results in the field in order to
ensure that all USAID implementing partners’ data are complete, accurate, and
consistent with agreements and reports, and with USAID’s regulations.

- Establish
protocols for, train and manage a team of Regional Supervisory Field Staff
and Intern-Level, Field-Based Monitors that will become familiar with all
Mission projects and randomly select and visit activity sites to monitor
and report on;
- monitor
project performance and partner data collection methods and quality;
- activity-level
environmental compliance and mitigation measures, as required in ADS 204
and activity/project Initial Environmental Evaluations (IEEs) and
Environmental Reviews (ERs), taking into account USAID Environmental
Guidelines, and including the Pesticides Evaluation Report and Safer Use
Action Plan (PERSUAP), when appropriate; and
- compliance
with IP approved USAID Branding and Marking plan, per ADS 320.
- Based on the
above, provide real-time, flexible, activity-level data analyses and
reporting utilizing “EpiSurveyor” -- an electronic data collection system
that can aggregate data and provide it in real-time to AORs/CORs.
Qualifications:
- A graduate
degree in the field of evaluation, international development or a related
technical field;
- At least 7
years of international experience in the management, monitoring and
evaluation of development programs, including experience developing
monitoring tools, and training and managing staff in effective use of
those tools;
- Excellent
