Under the overall guidance of the FAO Officer in Charge for Somalia, the direction of the SWALIM Chief Technical Advisor, the direct supervision of the Garowe LO manager and the support of the IM and Capacity Building Coordinator, the liaison office IM officer will be responsible for all liaison office information management tasks. Specifically, he/she will be responsible for: 

   
* Operating the SWALIM resource centre at the liaison office. Maintain all information products and services (AGRIS, Dynamic Atlas, Geo-network, and Website) at the resource centre in a good working 
condition. Document all requests made by clients and compile monthly reports of the requests severed. Liaise with Nairobi offices for requests that cannot be served by the liaison office. Support users of SWALIM information products and services through one on one support sessions, emails and telephone.
    * Supporting line ministries to build the capacity of their data centres by providing inputs for information management. Also support data centres to become central information hubs for the ministries including streamlining exchange of information between ministries and development partners.
    * Managing all SWALIM databases transferred to the liaison offices and ministry data centres. Update these databases whenever updates are available. Undertake backups and ensure backup’s secure and restorable.
    * Present, demonstrate, promote and disseminate all SWALIM information products and services to current and potential users including government institutions, UN agencies, local and international NGOs and academic institutions. Provide all necessary technical support to SWALIM information users.
    * Training ministry support staff and other users of SWALIM information products and services on information management in general and specific SWALIM information products and services including Dynamic Atlas, AGRIS, Geo-network, SWIMS, SWALIM databases, SWALIM website, etc.
    * Supporting the LO Manager with day to day office operations and logistics including processing, following up and filling correspondences with line ministries and other partners, maintaining account records, overseeing office consumables, etc. Also maintain liaison office petty cash.

 
Selection Criteria
    * Relevance of academic qualifications in the areas of information management / information technology;
    * Extent of practical knowledge and experience in information management particularly internet technologies, office applications, databases, etc;
    * Extent of both oral and written communication skills, including ability to write reports;

Minimum Requirements

    * University degree in one of the following areas: information technology, computer science, business administration or related field.
    * At least 3 years of work experience in the area of information management / information technology. Experience in information management related training will be an advantage.
    * Demonstrated practical experience on the use of internet technologies, office applications, databases, etc.
    * Good communication skills in English language, both oral and written.
    * Ability to work under minimum supervision.

 Languages 
Good working knowledge (level C) of English and knowledge of local languages. Somalia language is an asset.
