Job Purpose / Objective: Under the supervision of the Field Coordinator and technically Nutrition Coordinator, the Nutrition Manager shall be responsible for the overall designing and implementation of a nutrition program that encompasses running of selective feeding program, blanket supplementary feeding programme, nutrition surveillance & assessments, hospital feeding, and promotion of mother infant and young child nutrition (MIYCN), nutrition education & counseling and addressing micronutrient deficiencies in the camp.  

He/she shall be expected to monitor and ensure improvement and maintenance of public health nutrition performance indicators as per SPHERE / UNHCR / WHO standards at the Camp.

Key Responsibilities

Programming
  • Develop an annual nutrition sector work plan in Dadaab.
  • Supervise and coordinate the implementation and monitoring of nutrition project activities in line with proposal targets and work plan timelines
  • Conduct nutritional surveillance in the camp based on agreed camp wide methodologies including surveys, process monitoring, SMART, LQAS, SQUEAC and other rapid methods.
  • Coordinate with other IRC departments and implementing partners to develop training curricula and implementation plans.
  • Assist in response and management of any nutrition emergencies e.g. acute food shortages in the camp and participate in the development of disaster preparedness systems.
  • Promote mother infant and young child feeding best practices in the camp.
  • Supervise and monitor the hospital patient’s diet including the special diets for chronic diseases.
  • Oversee implementation and integration of comprehensive growth monitoring program
  • Participate actively in execution of operational research in the camp
  • Participate actively in annual nutrition surveys in the camp
  • Plan and actively involve the community in marking recognized nutrition related days
  • Coordinate with UNHCR, WFP other implementing partners and health facilities to ensure maximum effectiveness of the nutrition project.
Human resource
  • Monitoring and supervising both national and refugee staff to ensure work is performed efficiently
  • Routinely monitor staff performance according to their job description and provide written feedback in a timely manner
  • Oversee continuous training programs for the nutrition staff  as well as organizing trainings with consultants as per the annual work-plan & budget
  • Review personnel issues and concerns of nutrition staff and assist with determining and implementing solutions
  • Participate in recruitment of health staff as appropriate
  • Recommend promotions, disciplinary action of nutrition staff to the health team leader and project coordinator
  • Foster integration of the nutrition program with other health sector programs within IRC Dadaab.
  • Directly supervise the nutrition team in the camp.
Supply chain
  • Work with the supply chain team to develop accurate and timely quarterly nutrition orders
  • Monitor utilization of IRC issued nutrition supplies; monitor and track IRC nutrition sector assets
  • Review of all nutrition program purchase requisitions
Monitoring and reporting
  • Closely monitor and make sure nutrition performance indicators are within the recommended sphere standards
  • Attend meetings concerning nutrition program issues
  • Keep the FC/ nutrition coordinator informed of all developments through regular reports
  • Attend all health and nutrition coordination meetings and management meetings in the field.
  • Compile weekly, monthly reports and donor reports.
Finance and grant management
  • Prepare spending plans for the program based on the available budget
  • Attend and participate in monthly budget review meetings, with records of updated expenditure records and spending plans
  • Ensure adherence to the nutrition program budget by reviewing expenditure
  • Provide recommendations and interventions to correct any identified deviations that impact on budget adherence
Other
  • Perform any other duty as directed by the supervisor
Key Result Areas
  • Successful implementation of annual nutrition sector work plan as per the proposal targets.

Required Qualifications:
  • MUST have a Bachelor’s degree in nutrition dietetics
  • Masters in Public Health Nutrition preferred.
  • MUST be a registered by KNDI
Required Experience & Competencies:
  • A minimum of 3 years of professional experience in nutrition, public health, nutrition planning and management and/or in relevant areas of maternal, infant and child health/nutrition care at program management level is required
  • Experience in designing and implementing nutrition surveys and other methodologies,
  • Knowledge in computer statistical packages such as SMART and basic data analysis skills.
  • Experience in managing a nutrition program in emergencies or among refugee/ displaced populations an advantage.
  • Working in resource poor environment and complex emergencies
  • Strong analytical skills, sound judgment and the capacity to think and plan strategically, including the ability to produce high quality programs through development implementation.

Field Manager - Lodwar

The IRC has been operational in Kenya since 1992, when it began delivering health services in Kakuma refugee camp.  

The IRC’s programs targeting communities in Turkana County are based out of the Lodwar office and primarily address HIV/AIDS, reproductive health, prevention of and response to GBV through the Lodwar County and Referral Hospital, communicable disease prevention and strengthening governance systems.

The IRC’s programs in Turkana are recognized for their capacity-building and support of county-run clinics and health facilities, including the Lodwar County and Referral Hospital. 

Summary of Responsibilities: The Field  Manager shall be responsible for supporting, coordinating and supervising the implementation of the IRC programs in Lodwar, Turkana County with specific focus in ensuring effective functionality of all the support functions of the program.  

Additionally, the FM will support adherence to the Mission Strategic Objectives in the Kenya Program within program development in Lodwar. 

The FM will be responsible for grant management and reporting. The FM will be responsible for direct supervision and monitoring of Human Resources, Administration, Logistics, Finance and all Program functions of the program to ensure strict compliance to all IRC procedures/policies. 

The FM will oversee day to day management of Staff Safety and security during all phases of field operations. 

The FM will be responsible for assessing program support and program support staff quality, effectiveness and providing guidance and support to staff. 

The FM will from time to time  represent the IRC Turkana program in various coordination forums. 

The FM reports to the Deputy Director Operations and will be responsible for the following.

Major Responsibilities

Leadership: 
 

Provides assistance to the Program Managers in Lodwar and the Senior Management Team based in Nairobi as required or as requested.

The Program Managers report functionally to their respectiveTechnical Coordinators and administratively to the FM.

Program Management:

Provide support and leadership in grant management, budget monitoring, new program development, monitoring and evaluation including strategic planning.  

More specifically;
  • Ensure quality and timely implementation of grants by staff with specific focus to the program support sections of each respective grant;
  • Support field teams in the Review of Monthly Budget vs. Actual reports with program staff, make recommendations on the basis of these and ensure that appropriate action is taken in a timely fashion.
  • Identify new program possibilities in collaboration with field- and Nairobi-based program staff, specifically the Deputy Director Programs and the Technical Coordinators;
  • Based on identified needs, make recommendations to Nairobi for development of new…?
  • Ensure appropriate M&E activities are carried out regularly by program staff in all sectors (data collection & analysis, monitoring of project progress against established work plans, monitoring of established indicators and utilization of results to inform program (re-)design);
  • Support the integration of program activities to create coherent, quality and complimentary programming; Specific focus to ensure strong integration of program support functions with direct program related activities
Compliance:
  • Ensures policies and procedures are in compliance with applicable IRC, funding source and government policies, procedures and requirements.
  • Ensures Lodwar Programme
  • Promptly informsthe Deputy Director of Operations (DDO) on any areas of concern or potential or suspected violations.
  • Field Operations Manager effectively communicates all relevant compliance issues during program design / development and Grant Opening & Closing Meetings, or as encountered.
Security:
  • With support from the Security Manager, monitor the security situation and development in IRC operational areaswith implications for staff safety and for program implementation;
  • Maintain Health and Safety standards by carrying out regular inspection of the office updating warning notices and up-dating first aid kits with the support of the Security Manager
Human Resources / Administration:
  • Directly manages, supervises and mentors the Finance and Supply Chain staff of the Lodwar Programme.
  • Ensure that all performance evaluations for all staff are conducted on time, and review all evaluations to ensure quality and consistency;
  • Support in identifying training needs for Lodwar Programme staff and make appropriate recommendations to the DDP, DDO and the CD;
  • Ensure that administrative matters of the field office are carried out in accordance with IRC HR and administration policies;
  • Ensure that all IRC staff at the Field level comply with the IRC Code of Conduct/IRC WAY and other relevant policies pertaining to staff conduct.
Supply Chain:
  • In collaboration with NBI HQ, oversee the carrying out of supply chain operations by Lodwar SC staff, including procurement (both local and through Nairobi HQ Office), stock management, asset management, vehicle operations, equipment maintenance and repair (including communications and computer equipment);
  • Coordinates all transport and travel arrangements for the Lodwar Programme in collaboration with NBI HQ Supply Chain team.
  • Ensure compliance with IRC and donor Supply Chain policies at all times.
  • Support and ensure accurate staff movement planning at all times
Finance:
  • Oversee the financial management of field office operations by the Lodwar Programme staff, including cash management, issuing and tracking advances, ensuring complete and correct use of all finance forms; timely notice to Nairobi of cash transfer/petty cash needs;
  • Ensure compliance with IRC and donor finance policies at all times;
Representation / Communications:
  • Represent IRC in external engagements with GoK, UN-Agencies, IRC Partners, other NGOs and key stakeholders;
  • Coordinate IRC program activities with relevant officials and other humanitarian agencies;
  • Assist in the preparation of regular reports to keep partners and stakeholders informed of IRC’s activities;
  • Performs other administrative or office duties or projects as required or as assigned.
Required Qualifications, Experience & Competencies:
  • Bachelors Degree in Business Administration or related field of study.
  • 5 years experience in administration and management as an Office Manager or similar position, three years of which must have been spent working with an international NGO.
Skill and Abilities;
  • Excellent organizational and analytical skills;
  • Ability to write narrative and analytical spread sheet reports
  • Proven computer literacy in MS-Word, MS-Excel MS-Access or related programs required
  • Ability to plan, prioritize, coordinate and perform multiple tasks simultaneously

  • Spoken and written fluency in English and Kiswahili desired

Grants Coordinator - TTA

Job Purpose / Objective: The Grants Coordinator (GC) is responsible for overseeing the management of all grants for the country program. 

This includes, , generating grant proposals and budgets in the appropriate donor format and based on  the IRC country’s funding strategy. 


This position ensures timely and high quality grant reporting that clearly compares the stated goals and objectives of the grant with the achievements and expenditures to date, lessons learned, and a revised planning of activities for the next reporting period. 

This position will ensure grant compliance with donor contracts, guidelines and requirements, including project delivery, procurement and project realignments. 

Timely communication to program staff about implementation of planned activities and appropriate expenditure of funds. 

The GC supervises the Grants Manger and the Grants Interns. 

The position works with the supervision and guidance of the Deputy Director, Programs.

Key Responsibilities

Proposal Development
  • Coordinate proposal and budget development process for concept notes and proposals.
  • Submit proposals and budgets for review at HQ ensuring that the grant applications are prepared according to the required format and submitted to donors where applicable.
  • Liaise regularly with the IRC Kenya field offices, and program sector leads in the Nairobi office to coordinate the annual program planning
  • Develop budgets for new program activities in coordination with the sector coordinators and Finance Controller; and monitor grant expenditures to ensure compliance with IRC and donor requirements.
  • Liaise with senior staff to ensure that Kenya operations are properly supported as part of an integrated country program
Grant Compliance
  • Provide guidance and interpretation of donor rules and regulations.
  • Monitor and facilitate compliance of programs with donor and the IRC commitments and requirements, including program progress and adherence to objectives, submission of timely modification and extension requests, procurement regulations & requests for derogations, etc
Finance and Grant Management
  • Ensure program compliance with internal control procedures; in coordination with the Operations and Programs team, hold grant opening and grant closure meetings on time for all grants and hold budget holders accountable for deviations from the grant contracts
  • Monitor all grant budget versus actual on a monthly basis to ensure compliance with donor requirements;
  • Review budget realignment and manage grant cost-extension requests
Communication and Reporting
  • Liaise with donors regarding grants and grant management. Where applicable, meet with representatives of funding agency to work out final details of proposals and budgets
  • Maintain excellent relationships internally within IRC and with all IRC's partners, such as WFP, ECHO, UNHCR, CDC, UNICEF, UNDP and local authorities.
  • Oversee development and maintenance of headquarters and field reporting systems and processes related to grants management
  • Maintains master files on grants on hard copy and in the share drive. Monitor paperwork connected with grant-funded programs
  • Conduct monitoring visits to field locations and provide capacity building and training for field staff on proposal development, reporting and donor compliance issues as necessary
  • Oversee all internal, external and sub-grantee reporting with programs and finance, ensuring high-quality, well-written and timely reports meeting donor and IRC requirements
Human Resources
  • Supervise the Grants Manger and manage their performance as per IRC guidelines and in line with the agreed job descriptions
  • Provide technical back stopping for field based grants officers
  • Support the program department in other recruitments if requested
  • Orient relevant staff of all departments to donor requirements and work closely with all IRC departments and field units to comply with donor requirements
  • Undertake other tasks as requested by the Deputy Director of Programs, the immediate supervisor
Key Result Areas: Contribute to efficient grants management including proposal development, reporting and grants monitoring roles and ensure that opportunities that IRC Kenya goes for aligns with country strategic plan and the fundraising strategy currently in place.

Required Qualifications:
  • Masters from a recognized university or equivalent in experience with excellent written and spoken English.
  • 5 years of INGO field experience in a similar position: grant management, proposal development (program narratives and budgets) and donor reporting
  • Knowledge of UN (UNHCR/ UNDP/ UNICEF), US (USAID/OFDA,PRM,CDC), EU (ECHO, Europe Aid) and UK (DFID) donor regulations, procedures and requirements
Required Experience & Competencies:
  • Proven ability to develop winning proposals to public and private-sector donors
  • Excellent report writing skills is a must
  • Experience working with a humanitarian organization or field is required.

Finance Clerk - Lodwar

  • Maintain petty cash at the set limit ensuring no cash shortage at all times.
  • Ensure that all cash payments are fully supported and are authorized at set limits as per IRC Kenya delineation chart before disbursement.
  • Prepare the spreadsheets to upload stage ready for review by Finance Manager before submission to Nairobi Finance
  • Monitor and track cash advanced to program and support staff on a monthly basis ensuring that liquidation reports are prepared and correction journals raised ready for review by finance Manager
  • Perform supervised petty cash counts every Friday
  • Ensure that all cash received is duly receipted, coded and promptly banked
  • Prepare all check disbursement vouchers. Ensure the payment is fully supported and duly authorized as per the authorized delineation chart before writing the check
  • Ensure that once checks are signed they are collected by vendors and signed for proper identification of the person collecting and details indicated in the checks release register
  • Assist in preparation of bank reconciliation statement on a monthly basis for Lodwar bank account
  • Rubber stamping ‘paid’ on all such documents once checks and cash vouchers are signed before filing
  • Maintain an organized and well documented (all files must be labeled properly and visibly) and sequential filing system for all cash and cheque disbursement vouchers. Ensure that files with original documentations are sent to Nairobi on a monthly basis and duplicate files are maintained for field use.
  • Act as a bank agent for Lodwar IRC bank account.
  • Carrying out finance Manager’s duties in his/her absence.
  • To represent finance in tender committee meetings when nominated to do so
  • Be receptive to the training IRC will give to develop your technical and professional competence
  • Be adaptable and flexible with a view to taking on board new tasks and new assignments in due course
  • To act at all times in accordance with US and Kenyan Law and Standard accounting practice.
  • Any other duties as may be assigned by supervisor.

Community Health Program Officer (CHP) - Kakuma

Job Purpose / Objective: The CHP officer reports directly to the CHP Manager, he/she will be expected to work within the integrated community health program and collaborate with the other program sectors to implement the program activities.

Specific responsibility area Kakuma 1
  • Coordinate and supervise the activities of all the Community Health Promoters (CHPs) and their supervisors to ensure that each is assigned to specific households and persons.
  • Attend facility meetings weekly and give guidance to the CHPs on issues raised.
  • Contribute to the maintenance of a high quality and motivated team of polyvalent Community Health Promoters (CHPs) by participating in formal and on-job training sessions, performance appraisal and feedback and ensuring that staff discipline and adherence to organizational policies is in place at all times.
  • Perform mentorship sessions to the CHPs allocated to you and compile a report on the same biweekly.
  • Work with community health committees to ensure that the community members actively participate in preventive and health promotion activities at the community level and support Community Health Promoters in their day to day activities.
  • Participate in camp wide surveys and medical campaigns.
  • Liaise with the other sectors to ensure community based indicators are met.
Capacity Building
  • Organizing training of staff (both refugee and national) on integrated disease surveillance and response.
  • Liaise with the CHP team to develop a curriculum and an IRC training manual for CHPs.
  • Ensure a class of CHPs is trained and qualifies yearly
  • Liaise with CHP team to perform supervision monitoring of all CHPs twice annually
Administrative responsibilities:
  • In liaison with CHM Maintain ongoing collaboration and consultation with CDC, IOM, MOH, UN agencies, NGOs and refugee populations.
  • Prepare orders for sector activities and maintain inventories for the same.
  • Contribute to program budget management by tracking expenditures and participating in monthly budget review meetings.
  • Support the counterpart in preparation of program staff payrolls and duty rosters.
  • In liaison with CHM compile weekly and monthly, quarterly and annual reports.
Required Qualifications:
  • Diploma in Community Health Nursing or Public health
  • Registered with the relevant body
Required Experience & Competencies:
  • At least 3 years of relevant work experience in Public Health field.
  • Strong communication skills; oral, written and presentation skills.
  • Team player.
  • Ready to work in difficult environmental conditions
  • Must be flexible and culturally sensitive
  • Experience of working in a resource poor setting and/or camp environment is an added advantage.
