Duties and Responsibilities: Under the direct supervision of the FAO
Representative, the Assistant FAO Representative (Administration) is responsible
for planning, coordinating and implementing administrative and financial
activities for the FAO Representation.
Specifically, the incumbent will:
• Provide
support to the FAO Representative in the areas of administration, finance and
budget control;
• Maintain
financial records and monitoring systems of the Representation and monitor
project and programme accounts; supervise and/or maintain Imprest Accounts;
ensure that operational expenditures are in accordance with approved budgets
and that all committing documents are complete and consistent; and, report
variations from budgets;
• Organize
and/or retrieve, enter, select and analyze data from a wide variety of sources,
including especially FAO’s corporate systems and databases;
• Issue
financial and administrative correspondence for the Representation; maintain a
filing system; and provide Registry with master files containing key documents;
• Prepare
recurring reports on programme, project and office accounts; prepare special
reports for budget preparation, audits, and similar requirements; and, liaise
with local banks and financial institutions;
• Monitor the
receipt of Government contributions and ensure that all procurements and custom
clearances for programmes, projects and the office are properly requested and
obtained;
• Brief local
and international staff, experts, and consultants on specific aspects of
allowances, salaries, financial matters, contracts, recruitment, etc.
• Ensure the
compliance with the Organization’s security guidelines (Minimum Operational
Security Standards-MOSS, Minimum Operational Residential Security Standards –
MORSS, and the UN/FAO Warden System), and,
• Perform other related
duties as required.
Minimum Requirements
Candidates should meet the following:
Education:
- University degree in a field related to business or public administration and extensive work experience in relevant areas.
Work Experience:
- Minimum of three years of professional experience in the field of management, administration, accounting, budget or financial management, including supervisory experience and exposure to personnel management.
Languages:
- Working knowledge (level C) of the FAO official language used for communication within the country (English) and working knowledge of the most widely used local language.
Selection Criteria
Candidates will be assessed against the
following:
- Extent of experience in the field of office management and administration including supervisory experience
- Extent of knowledge of UN standard operational rules and procedures and project / programme administrative management procedures
- Extent of knowledge of FAO’s corporate systems and databases, or knowledge of other accounting or financial modules or applications relevant to accounting procedures or project budget management
- Demonstrated analytical and judgment skills and ability to apply rules and regulations in the subject field
- Proven ability to communicate clearly and concisely both in writing and orally
- Demonstrated ability to work effectively in a team
- Demonstrated problem solving skills

* The length of
appointment for internal FAO candidates will be established in accordance with
applicable policies pertaining to the extension of appointments
