The Independent
Policing Oversight Authority (IPOA) is a State Authority created under an Act
of Parliament No. 35 of 2011 which provides for civilian oversight of work of
the police.
IPOA has various

Deputy Director,
Investigations
Grade 2

Reporting to the
Director/Chief Executive Officer, the jobholder will be responsible for
managing investigation teams to attend incident scenes, gather information and
physical evidence.
The jobholder
will also be responsible for:
·
Providing leadership, strategic direction and general oversight
in the implementation of the department activities.
·
Provide guidance and advice to members of the department and the
authority in general on realization of the Investigation objectives.
·
Analysing evidence and completing investigations in accordance
with the Act, regulations and policies;
·
Referring matters to the judiciary agencies on cases involving
prosecution;
·
Gathering and analysing evidence and organising it in
statements, sets of records and facts;
·
Developing investigations’ training manuals and materials; and
·
Reviewing the operations and administration of the
investigations team and providing the Board with periodic reports on both.
The successful
candidate will have
·
a Masters degree in Forensic Science, Criminal Justice,
Criminology, Law, Social Sciences or related areas.
·
A Bachelors degree with proven equivalent qualification will be
considered.
·
A minimum of 10years progressive experience in investigatory
work in law enforcement government, national or international investigation
agency with practical experience in forensic investigations, thorough
understanding of prosecution methodology, training in investigations, case
management and criminology.
·
Extensive criminal investigative background on matters relating
to abuse of office, fraud, conflict of interest, manslaughter and murder in
Kenya.
·
Experience in managing teams of investigators within a large
organisation; preferably within a corporate environment and/or law enforcement
environment will be considered.
·
Candidates who had previously applied for the role of Deputy
Director Investigation need not re-apply.
Head of Investigations
Grade 3

Reporting to the
Deputy Director Investigations, the jobholder will be responsible for
Coordinating and providing guidance on investigation matters relating to
incident scenes, gather information and physical evidence to a team of Investigators.
The jobholder
will also be responsible for:

Conduct investigations in accordance with the Act, regulations
and policies;
·
Liaise with the judiciary agencies on cases involving
prosecution;
·
Analyse evidence and information
on investigations and provide material facts
·
Enforce Implement of investigations’ training manuals and
materials; and
·
Coordinate investigations
teams and provide periodic reports
The successful
candidate will have
·
a Masters degree in Forensic Science, Criminal Justice,
Criminology, Law, Social Sciences or related areas.
·
A Bachelors degree with proven equivalent qualification will be
considered.
·
A minimum of 7 years progressive experience in investigatory
work in law enforcement government, national or international investigation
agency with practical experience in forensic investigations.
·
Experience in managing teams of investigators within a large
organisation; preferably within a corporate environment and/or law enforcement
environment will be considered.
Investigations
Officers
Grade 5

Reporting to the
Head of Investigations, the jobholder will be responsible for Participating in
formulation and implementation of strategies and programs of investigation.
The jobholder
will also be responsible for:

Participating in developing and implementing departmental plans
in line with the Authority’s objectives
·
Conducting investigations into criminal acts by Police and
ensure that offenders are apprehended and prosecuted
·
Preparing and processing prosecution documents and Maintaining
up to date inventory and safety of all exhibits
·
Identifying and
monitoring high risk areas
for crime ,
·
Collating and collecting evidence of all case being prepared for
prosecution
The successful
candidate will have
·
Bachelor’s degree in Criminology, Law, Social Sciences or
related areas.
·
A minimum of 3 years progressive work experience in
investigatory work in national or international investigation agency with
practical experience in forensic investigations.
·
Experience in working with diverse team of investigators within
a large organisation; preferably within a corporate environment and/or law
enforcement environment will be considered.
·
Must be in possession of a valid driving license.
