Maternal Infant and Young Child Nutrition Officer-West Pokot

Summary

Reporting to the Nutrition Program Manager, the MIYCN Program Officer will be part of the team implementing the scale up of Maternal Infant and Young Child Nutrition (MIYCN) interventions in West Pokot County.
  • He/She will represent ACF and the program within the community;
  • oversee the promotion and protection of breastfeeding and optimum complementary feeding; provide capacity building to facility staff, community health volunteers and other members of ACF nutrition team through class room trainings, on the job trainings, mentorship and sensitization;
  • assist the nutrition programme manager in planning community and facility based nutrition interventions supporting improved care and access to optimal nutrition for the first 1000 days;
  •  provide support for the sensitization of the health facility staff and the community on the  CODE of marketing breast milk and complementary foods;
  • facilitate information exchange and cooperation with all ACF interventions and external stakeholders;
  • assist in monitoring and evaluating MIYCN interventions through KAP surveys and other related assessments;
  • act as focal point in collecting data and developing success stories,
  • case studies and lessons learnt;
  • assist the MIYCN manager in planning for communication for behaviour change in MIYCN; assist the program manager to work with the logistics and admin departments to plan, procure appropriate supplies and follow up community based activities;
  • provide regular progress and update reports according to the request of Nutrition Program Manager and as per the ACF nutrition department guidelines.
Qualifications and Skills required
  • Degree in nutrition or public health/3 year Diploma in nutrition, public or community health or related health field
  • Previous experience in MICYN programming will be an added advantage
  • At least 1 year experience in a nutrition program/project with an MIYCN component is a MUST
  • Previous experience with an international relief humanitarian agency and a demonstrated humanitarian motivation
  • Computer skills with excellence in Microsoft Access, Excel and Word
  • Proven ability to work in a team and proven skills in capacity building and community development (including community participation)
  • Good communication skills, particularly with children and mothers and general community members

Advocacy Manager

Summary

ACF Kenya is looking for an enthusiastic and experienced candidate to take on the position of the Advocacy Manager based in Nairobi. 

Under the supervision and guidance from the DCD and with technical support from the HQ Advocacy Team, the Advocacy Manager will be responsible for the implementation of the mission advocacy strategy consistent with international advocacy issues pursued by ACF-International. 

The main objective of this position is to promote the technical and operational strategy and increase ACF impact by creating political and institutional changes at national and county level ( from SUN to devolution).

Overall Objectives
  • Expand, coordinate and improve  ACF’s advocacy and communication  for tackling under nutrition at national and county levels
  • Explore and implement different advocacy and communication strategies /mechanisms to ensure the inclusion of nutrition on the county political and development agenda
  • Develop and communicate advocacy messages targeted to various stakeholder groups and especially decision makers at county level (and secondary at national) using evidence based communication tools and platforms.
  • Disseminate updates on new developments in nutrition advocacy, new development in government policies, regional and international events, etc.
Specific Objectives and Activities:

SO1: Contribute to the development of the advocacy  strategy

Activities
  • Developing the mission advocacy strategy consistent with the technical strategies and ACF international (and regional if applicable) advocacy strategies: identification of objectives of change, analysing contemporary country specific debates (resilience, devolution) defining the messages, targets and partners and relevant tools.
  • Develop a work plan, with specific advocacy and communications  objectives and activities, as well as a calendar and budget, for the period from  June 2013 to  July  2014
  • Set up a calendar, with county, national  and regional key events for  advocacy opportunities
  • Incorporate advocacy objectives within mission’s proposals and reports
  • Facilitate the sharing of advocacy objectives within the mission
 SO2 : Implement the advocacy strategy at national and county level

Activities
  • Support in-country management to ensure the integration of advocacy in regular programming
  • Managing information necessary for advocacy activities at national and county level elaborating the action plan and coordinating the implementation of advocacy activities with the program teams
Examples of task:
  • Analyze the situation on advocacy issues: Collect and update the data, follow political, financial, administrative, county, national or international dates, follow the positioning of all parties and their changes.
  • Coordinate the collection of evidence through the results of ACF programs in the country and according to opportunities to influence
  • Write positioning papers and summaries and actively participate to the writing of messages/arguments.
  • Participate to official and lobbying meetings about issues related to the advocacy strategy in cooperation with the Heads of Technical Departments, the Head of Base and Deputy Country Director

SO3 : Represent ACF to outside bodies

Activities
  • Develop a mapping using a power analysis of key decision makers (in the ACF operational areas) for  nutrition sector (nutrition direct and sensitive)
  • Developing and coordinating partnerships with other parties on advocacy activities (NGO, civil society) and facilitating joint advocacy activities
  • To undertake advocacy and lobbying as required with in-country national and county decision-making bodies and stakeholders (including Governors, local MPs etc.)
  • Supporting the Country Director (or Deputy CD) in developing contact with the media in order to have an effective and efficient channels for advocacy messages
  • To engage in networking, building relations with national and county stakeholders to continually inform, challenge and improve advocacy messages and tactics

SO4: Capacity  building and repository of information

Qualifications
           
Education

Required Experience

Maternal Infant and Young Child Nutrition Program Manager - Nairobi

Summary

Reporting to the Nutrition Coordinator, the incumbent will be responsible for offering technical support to maternal nutrition during pregnancy and Infant and Young Child Nutrition interventions in all ACF bases in Kenya.

Ensure adequate monitoring, reporting, documentation and learning of all related Maternal Infant and Young Child Nutrition (MIYCN) and Infant Feeding in Emergencies (IFE) activities. 

Represent ACF and advocate for MIYCN/IFE issues at the national level, county level and other relevant fora. Ensure CODE of breast milk substitutes sensitization, monitoring and reporting.

Support integration of MIYCN into the routine health and nutrition services at the community and facility level.

Provide technical support in the efforts towards integrating positive behaviour change communication in MIYCN interventions. Below is a summary of key specific duties:
  • Assist field teams in integrating MIYCN issues in the on-the-job training and mentorship curriculum.
  • Assist Dadaab team to develop capacity building/strengthening materials and curriculum for facility and community level trainings.
  • Assist the field teams in preparing and conducting Baby Friendly Hospital Initiative assessments.
  • Ensuring key messages for all high impact nutrition interventions are continuously integrated with MIYCN interventions
  • Ensure MIYCN indicators are well integrated in surveillance and surveys to ensure evaluation of interventions or changing needs of population and regular documentation of best practices.
  • Participate actively in the nutrition working group, MIYCN steering group forums, MIYCN coordination and other relevant meetings.
  • Attend national, regional and global meetings, training and workshops with the aim of representing IYCN and developing a brain bank.
  • Build a brain bank of best practices that can be emulated in other intervention areas.
  • Capitalization of good practices and lessons learnt are done periodically through quarterly reviews for improvement of current and future projects.
  • Support continuous documentation and dissemination of success stories, best practices and key lessons learnt will in all the bases to promote learning culture among the partners.
  • Liaise with the division of nutrition in developing content and materials on sensitizing health facility staff and the community on the code of marketing breast milk substitutes.

Specialization (Masters thesis) in MIYCN thematic area will be an added advantage
  • Over 3 years’ experience as a Nutrition Program Manager or a senior nutrition programme officer in running nutrition interventions such as MIYCN/IFE/ SC/OTP/SFP.
  • Sound expertise in advocacy and strengthening the capacities of nutrition and health personnel at the county and national levels
  • Experience working with national, provincial and local authorities in Kenya
  • Knowledge in SPSS, Ms Excel, ENA for SMART and Ms Word.

Summary
  • The specifics duties include network management and maintenance including drafting and updating the network user book, controlling network traffic and ensuring that ACF ethics is respected;
  • computer service through assisting users to back up their data and ensuring that anti-virus on all computers are updated; the incumbent will be in charge of buying all the IT technology equipment following ACF procedures and also provide technical assessment using the internet/mission catalogues/Market research of various equipment, relevance of such equipment on the Kenya market, cost of maintenance of the equipment;
  • equipment registering and tracking  which involves registering all newly bought equipment in the standard ACF Excel sheet, open the equipment file and provide labels for the equipment and ensuring a copy of the procurement is sent to bases;
  • making sure that all communication equipment and system are working on the mission;
  • storage and transport management; field support by travelling to the bases to check all IT equipment and/ or in case of emergencies.
Objectives and Activities:

Objective 1: Network management and maintenance
  • To maintain the network in good condition (software and hardware),
  • To draft and update the network user book
  • To write network procedures and to keep them up to date
  • To train users
  • To control the network traffic and make sure that ACF ethic is respected.
  • Implement Network in all ACF bases in Kenya
  • Propose free non-bandwidth consuming webinar solution to allow remote conferencing and training.
Objective 2: Computer service
  • Computer maintenance (Hardware and software): Installation, maintenance, follow up and equipment file update
  • Implement distance trouble shooting in the mission where internet connexion allows
  • To assist people to back up their data (implement automatic back up system, ensure it’s working in all bases and collect back up during field visit to be burned on DVD or safe in Nairobi central server)
  • To ensure that anti-virus on all computers are updated
  • To ensure that ACF has all the licenses for each software used on the mission
  • To make a copy of each software and to hand over the original CD to the logistics coordinator.
  • To keep a copy of each drivers for each equipment used on the mission. (this copy should be kept properly according to a policy to be defined)
  • Implement an “issue tracking ware” to keep records of works (repair/maintenance) done in the mission.
Objective 3: IT and equipment use, standards and strategy
  • Provide induction for every new staff in capital on the IT and equipment policy, build capacity of Base logistician for them to provide briefing to locally recruited staff on the same policy
  • Support Logistic Coordinator to define standards for equipment in use on the mission according to technologic evolution
  • Support logistic coordinator in defining mission equipment strategy (for replacement planning and introduction of new equipment to provide new solutions for the mission)
  • To support Logistic Coordinator and capital logistician to prepare IT contract whenever needed.
Objective 4: Equipment registering and tracking:
  • Register all newly bought equipment in the standard ACF Excel sheet, open the equipment file and provide labels for the equipment
  • Ensure a copy of the equipment file is sent to bases
  • Register all equipment given to ACF staff in the equipment allocation form
  • Responsible for submitting the monthly mission equipment list to the logistics coordinator
  • Performs regular equipment inventory in the capital and in the bases with the support of base logisticians
  • Ensures the correct application of the equipment policy
  • In charge of preparing all the It equipment before sending them to the bases.
Objective 5: Communication
  • To make sure that all communication equipment and system are working on the mission
  • Organise and lead, in collaboration with Base Logistician some regular check of all communication equipment on the mission (HF, VHF and sat phones).
  • To report to the logistics coordinator any problems on communication equipment and to propose solution.
  • In charge of preparing the monthly report on Satellite phone use, countercheck invoice versus report and ensure Airtime is available for pre-paid Satellite phones.
Objective 6:  Field support
  • To travel to the base on regular basis to check all IT equipment
  • To travel to the base in case of emergency, to provide logistic support where and when needed
  • To train log staff and program staff benefiting to logistic support to the KIT Log V3 procedures
  • To conduct assessment at base level using the Logistic assessment tool
  • Train staff in computer basic management: anti-virus update, anti-virus usage, disk cleaning, disk maintenance...

Summary
ACF Kenya is looking for an ambitious, innovative and passionate visionary leader with strategic thinking and strong organizational skills to lead the senior program team in Nairobi.

The DCD has the overall responsibility for the direction and coordination of the country office programme.

S/he will line manage the Heads of  the three technical departments within ACF Kenya as well as oversee parallel functions such as monitoring, evaluation, accountability and learning (MEAL) and country wide advocacy. 

The ideal candidate should have proven ability to coordinate, manage and develop multimillion dollar programs, should be conversant with the changing operational context in Kenya (devolution), have excellent knowledge of the livelihoods transformation in the Arid and Semi-Arid lands and be able to adapt ACF’s programming under the humanitarian and development resilience agenda. 

The position is based in Nairobi but requires frequent visits to the field locations.

Objectives and Activities:

Objective 1: Program Development and Coordination

Activities
  • Take a lead role in developing and /or reviewing of the country program strategy (bi- annual).
  • Ensure programs are coherent with the operational country strategy and with ACF’s mandate.
  • Lead technical departments in drafting new concept notes and proposals.
  • Promote, assist, and oversee the programmatic integration of the three technical departments.
  • Identify new opportunities for project development in line with the overall mission country strategy
  • Infuse innovation and streamline new technologies in ACF’s programming.
  • Ensuring that technical coordination meetings take place at the capital level to share information and promote innovative solutions to programming challenges.
  • Visit ACF field activities regularly and report on problems, challenges and obstacles while building an intimate knowledge of fieldwork realities.
  • Ensure the coordination of planning and follow up of donor field visits.
  • Ensure that the mission has up-to-date knowledge of donor strategies and frameworks, funding mechanisms and that these are fed into the coordination and country strategy planning process.
Objective 2: Monitoring, Evaluation, Accountability and Learning (Quality Assurance)

Activities
  • In coordination with the technical and support departments ensure the overall planning, follow-up and writing up of donor reports.
  • Ensure project objectives are met and that timelines, budgets, donor guidelines are respected by the senior program team.
  • Ensure project development is line with ACF’s technical guidelines, SPHERE, HAP, CaLP and other technical protocols.
  • Ensure that Technical Coordinators submit on time ACF’s Activity Project Reports (APRs) and Technical Monthly Reports (TMR).
  • Participate in the drafting of TORs for all technical evaluations and oversee the work of external consultants.
  • Support the Technical Coordinators in developing M&E plans for all new projects.
  • Organize Monthly APR review meetings
  • Support the Technical Coordinator in developing and maintaining a strong community based accountability system.

  • Facilitate a ‘trickle-down’ of information towards the field stemming from cluster/sectoral information in the capital.

Objective 3: Representation and liaison for program related issues with donors, authorities, UN, NGOs and other stakeholders

  • Liaise with stakeholders for program related issues whether senior level involvement is required

  • Advance and disseminate ACF’s strategic positioning to donors and other stakeholders as this relates to humanitarian analysis and future financial planning.

Objective 5: Humanitarian Context Analysis

Activities
  • Provide the coordination team with information relating to humanitarian and developmental events in the country
  • Ensure information is analyzed and provide relevant future propositions for geographic and sectoral interventions throughout the country to CD in a timely fashion.

Objective 6: Human Resources Management - Programming

  • Conducts staff reviews of Technical Coordinators and the Advocacy Manager.

  • General leadership of program staff and technical departments acting as a liaison between CD and Technical Coordinators.
  • Revision of all job descriptions for technical positions in collaboration with Coordinators as needed.
  • Induction of new Technical Coordinators and briefing of country program strategy.
  • Provide input to coordination team on program issues relating to human resources and budgeting.
  • Ensure program staff is motivated and committed to ACF charter and programs
  • Provide training and guidance to all new Technical Coordinators on operational management of programs

What ACF will offer:
