The University of
Maryland implements comprehensive HIV prevention, care and treatment programs
to facilitate the Kenya Ministries of Medical Services and Public Health to
control the spread of HIV and rapidly scale up HIV services, institute
continuous quality improvement methods as well as the M&E infrastructure
necessary to support these services, is seeking suitably qualified Kenyans able
to fill the following position
Position: Strategic Information Advisor
Location:

Position
Summary
The SI Advisor will
be responsible for guiding the M&E strategy, implementation of related
activities and provision of timely and relevant information to project
stakeholders
Primary
Responsibilities
- Coordinate the
SI department across programs and advise on policy design and analysis;
- Develop program
M&E plans and identify business ventures and expansion plans within
SI;
- Develop and
maintain project log-frame matrix, particularly in the areas of objective
hierarchy, indicators and monitoring mechanisms;
- Develop and
maintain the overall framework for project M&E, such as annual project
reviews, participatory impact assessments, process monitoring, operations
monitoring and lessons-learned workshops;
- Guide the
process for identifying key performance parameters for monitoring project performance
and comparing it to targets;
- Maintain M&E
relationships with MoH and other stakeholders;
- Lead the
baseline research and periodic monitoring of the project based on
indicators and objectives outlined in the grant proposals;
- Coordinate
quarterly reporting and provide feedback on information received;
- Advise on the
establishment of a multifaceted M & E system in consultation with all
key stakeholders;
- Contribute to
the preparation and dissemination of analytical reports; and
- Maintain a
database to ensure all project outputs and results are accurately recorded
and coordinated to inform program staff.
Academic
Qualifications:
- Bachelor degree
in Biostatistics/Health statistics
- MPH. or MSc.
degree will be an added advantage
Experience:
- 6 years’
relevant experience, 4 years’ experience at supervisory level
Skills
- Excellent data
base management skills ( SQL, Access, Excel)
- Exceptional
analytical skills (either of Stata or SPSS)
- Advanced
computer skills and experience working with HMIS
- Excellent
Communication and Interpersonal skills
- Report writing
skills
