Call for Applications
DAI, a global development consulting firm based in the United States, seeks applications from senior-level experts for an anticipated five-year, donor-funded devolution  program in Kenya. Candidates with experience in the following areas of expertise are encouraged to apply:


Decentralization/ Institutional Development 


Requirements: 
  • Minimum 15years of professional experience in aligning institutional structures, functions, policies and systems against existing and new institutional mandates ; 
  • at least 5 years of experience on donor-funded programs; 
  • and in-depth familiarity with Kenyan national and local government structures is highly desired.
Decentralization/ Policy Development  

Requirements: 
  • 15 years of professional experience in policy making and policy implementation for local governments; experience with devolved government units a plus; 
  • at least 3 years of experience on donor-funded programs; 
  • and in-depth familiarity with Kenyan national and local government structures is highly desired.
Local Government Capacity Building  

Requirements: 
  • 10 years of professional experience in building the capacity of local government units, including human resources management, public financial management, project planning and implementation, and service delivery; 
  • at least 3 years of experience on donor-funded programs; 
  • and in-depth familiarity with Kenyan national and local government structures is highly desired
Civil Society Engagement

Requirements: 
  • 10 years of professional experience in capacity building of civil society organizations in advocacy and civic engagement to increase government accountability; 
  • at least 3 years of experience on donor-funded programs; 
  • familiarity with Kenyan national and local government structures is highly desired.
Monitoring & Evaluation/Knowledge Management 

Requirements
  • At least 7 years of professional experience in M&E, including developing and overseeing performance management plans, baseline studies, and overseeing field-based M&E systems for donor-funded programs.
Finance/Grants/Procurement Management 

Requirements: 
  • at least 7 years relevant work experience in financial management, grants, and procurement on large, donor-funded programs; 
  • demonstrated understanding of accounting best practices and rules and regulations for project administration.
General Requirements:
  • Advanced degree in public administration, law, public policy, political science, international development, or other relevant field;
  • Excellent verbal and written communications skills; and
  • Fluency in English is required, fluency in Kiswahili and other local dialects is desirable.
