Manager Procurement

The main purpose of this role will be to manage and co-ordinate Procurement functions to ensure efficient and effective sourcing and delivery of goods, services and works within the confines of the Corporation’s procurement regulations and in compliance with the Public Procurement and Disposal Act and Regulations.
The selected candidate will be responsible for the following
duties
Primary Responsibilities
- Compiling the
Corporation’s Procurement Plan and ensuring strict adherence thereto;
- Developing the
division’s work plan and budget and ensure adherence to set limits and
targets;
- Maintaining
sound procurement policies that ensure sourcing and acquisition of goods,
services and works is done while adhering to the laid down laws, regulations
and internal policies;
- Ensuring timely,
efficient and effective procurement of goods, services and works;
- Preparing
requisitions for quotations or tenders to prequalified suppliers or the
public;
- Establishing in
co-ordination with the relevant department and end-users, quality
specifications of goods and services required by the Corporation;
- Carrying out
designated checks on quality and security aspects of supplies;
- Ensuring
equitable and fair distribution of Requests For Proposals to all pre qualified
suppliers;
- Reviewing the
supply chain to ensure it is efficient and effective;
- Undertaking
regular market surveys to ensure that procurements are cost effective;
- Managing the
regular supplier pre-qualification exercise;
- Overseeing the
receipt of all tender applications, ensure they are in safe custody,
compile and prepare Tender Committee papers;
- Ensuring timely
payments to suppliers in liaison with the Finance function;
- Supervising
purchases, stores management and inspection and issues of goods; and
- Providing an
effective secretariat to the Tender Committee.
- Training end
users and members of various procurement process committees to ensure
their effectiveness.
- Filing
procurement reports to the relevant authorities (PPOA).
The Person
- Applicants
should be holders of a Bachelors Degree in a business related field with
professional qualifications in Procurement (CIPS) and hold valid
membership with recognized professional bodies such as the Chartered
Institute of Purchasing and Supplies and the Kenya Institute of Supplies
Management.
- They should have
at least six years experience in Purchasing and Supplies, two of which
must have been at management level. The person should have high integrity,
excellent interpersonal and communication skills, familiarity with Public
Procurement and Disposal Act and Regulations and a team player with strong
leadership and management skills. They should be computer literate with
the ability to work under pressure to meet set deadlines.
Manager - Local Business Division

The main purpose of the role will be to manage and coordinate prudent underwriting in the local general reinsurance and insurance operations.

Reporting to the General Manager Reinsurance, the selected
candidate will be responsible, but not limited to the following duties:
Primary Responsibilities
- Developing and
ensuring timely and efficient implementation of the division’s strategy,
- Soliciting and
receiving business offers from existing and potential clients, assessing
such offers and determining whether to accept them or not in line with the
Corporation’s underwriting policy;
- Managing and
carrying out the treaty and facultative underwriting of the business;
- Overseeing the
administration of claims resulting from such transactions;
- Maintaining
constant liaison with ceding companies / retro cessionaries and monitoring
treaty performance by ensuring up to date records are maintained;
- Carrying out
market visits regularly in the - market for new business and for the
renewal of existing business;
- Collecting
outstanding debt from allocated markets and implementing the divisions
debt collection programme;
- Ensuring that
ceding companies comply with the Corporation’s reinsurance requirements on
submissions of returns;
- Checking and
confirming treaty technical statements from the ceding companies;
- Signing
confirmation letters and other correspondences for dispatch to cedants on
a timely basis;
- Sourcing of
facultative business and making recommendations on offers;
- Designing
appropriate formats for statistics emanating from the division; and
- Overseeing the
management and administration of the Comesa Yellow Card Scheme - handling
of claims and processing of returns.
The Person
- Applicants
should possess a Bachelors Degree in insurance or relevant business related
fields and be holders of the full ACII / FCII qualification.
They should be members of a recognized insurance professional body.
- They should have
at least six years relevant working experience two of which should be in a
senior management position gained in a reputable Organization.
- In addition they
should have strong leadership and management skills, excellent
interpersonal and communication skills and be computer literate.
Records Manager

The Records Manager shall have the responsibility for the day-to-day work of the records office and the service it provides to users of records.

The Records Manager shall have the responsibility for the day-to-day work of the records office and the service it provides to users of records.
He or she will liaise with the records and archives institution
on any technical records management or procedural matters.
He or she will be responsible for establishing a records
management program designed to control records through the life cycle (from
creation to disposition) and for developing and furnishing policy guidelines.
Primary Responsibilities
The selected candidate will be responsible for but not limited
to the following duties:
- Formulating,
directing, and coordinating the Records Management Program for the
Corporation;
- Managing the
storing, arranging, indexing and classification of records;
- Serving as an
advisor to the originators of records to resolve any and all records
management issues;
- To ensure
compliance of records management policy and amendments as and when needed;
- To act as
liaison person between the Corporation and the Kenya National Archives and
Documentation Service;
- Ensuring
Corporation’s records storage facilities comply with facility standards
and best practices;
- Controlling both
quantity and quality of records created by the Corporation;
- Ensuring that
records are properly captured and classified
- Conducting wise
selection of records for either destruction or preservation in the
archive;
- Ensuring
continuity of business operations in case of disaster;
- Ensuring that
the Records Management Procedures Manual and other records management
documents are implemented
- Establishing
electronic records keeping systems including the capture, processing and
preservation of the same including metadata, to ensure preservation of
authenticity completeness, and accuracy of the records(in consultation
with ICT department).
- Be responsible
for the management of all records according to the records management
principles contained in the Public Archives and Documentation Service Act,
I 990.
The Person
- Applicants
should possess a Bachelor of Science Degree in Information Sciences with a
bias in archives and records management from a recognized University and
hold membership from recognized professional associations.
- They should have
at least six years relevant working experience two of which should be in a
senior management position gained in a reputable Organization.
- In addition they
should have strong leadership and management skills, excellent
interpersonal, communication and computer skills.
- Be fully
conversant with Kenyan legislation on records management procedures and
practices including records surveys, appraisal and classification and
indexing.
Legal Officer

The purpose of this role is to inter alia provide Legal advisory and support services to the Corporation. Reporting to the Manager Legal the successful candidate will be responsible for the following duties:

Primary Responsibilities:
- Liaise,
coordinate and follow up the activities of the external lawyers who deal
with the Corporation’s matters such as debt collection, litigation,
conveyance and court proceedings;
- Draft, peruse,
review and vet legal documents for the Corporation including but not
limited to lease agreements, service contracts and employment contracts;
- Prepare and
witness conveyance, mortgages and Discharge documents for staff members
and mortgagors;
- Maintain custody
of all leases for both commercial and residential tenants;
- Deal with
mortgagors/members of staff on matters appertaining to their leases and
ensure that the leases are properly executed;
- Prepare legal
reports for the Corporation as required from time to time;
- Carry out
research and monitor changes in the relevant legislation and regulatory
environment and advice the Corporation;
- Update the
statutory books;
- Monitor
contractual and statutory compliance;
- Receive
correspondence, orders and pleadings on behalf of the Corporation and act
on them under supervision of the Manager Legal.
The Person:
- Applicants
should be qualified Advocates (admitted to the Bar), possess a Bachelor of
Law LL.B Degree and a Diploma in Law from the Kenya School of Law. CPS (K)
qualifications will be an added advantage.
- They should have
at least three years relevant working experience one of which should have
been as a practicing advocate. In addition they should have strong
analytical and negotiation skills, excellent communication and
interpersonal skills. They should be computer literate with the ability to
work under pressure to meet deadlines.
