The Kenya Institute for Public Policy Research and Analysis (KIPPRA) is a public policy research institute established to develop human and institutional capacities required for the formulation of medium and long-term strategic perspectives for the economic and social development of Kenya.  

The Institute pursues this by undertaking economic forecasting, policy analysis and research, and through capacity building.

KIPPRA runs a one-year Young Professionals (YP) Programme, during which the participants are involved in hands-on public policy research and analysis. 


They also receive courses such as Public Policy Process, Research Methods, Applied Econometrics, and Macroeconomic Modeling. By the end of the course the participants are expected to write a publishable paper.

The Institute invites applications from suitable and qualified candidates for the 2013/2014 YP programme, which will commence on 01st July 2013 and end on 30th June 2014. 

Opportunities exist within the following areas:
  • Macroeconomics (National Income and Consumption, Investment, Inflation, Fiscal and Monetary policy);
  • Productive Sector (Agriculture, Industry, Services, Tourism, Environment and Natural Resources);
  • Trade and Foreign Policy (Domestic & International Trade, International relations)
  • Social Sector (Poverty, education, health, labour market, and other social issues);
  • Infrastructure and Economic Services (Physical Infrastructure, Water, Energy, Transport, Urban & Regional Planning, Telecommunications, Housing, and Construction);
  • Private Sector Development (Financial services, Business environment, Security); and
  • Governance (Land, Constitutional issues, economic and corporate governance).
Desired Qualifications

Applicants must
  • Have minimum MA or MSc degree in Economics or related social sciences.
  • Be below 40 years of age
  • Have at least one (1) year practical experience in the proposed area of training
Candidates from Public Service should have their application letters endorsed by their respective Permanent Secretaries or Chief Executives. 

If successful, they will be required to be officially cleared for one year by their respective Permanent Secretaries or Chief Executives.


Senior ICT Specialist

Reporting to the Knowledge Management and Communications Manager, the Senior ICT Specialist responsible for Information systems performance, integrity and security; In addition, the incumbent will be involved in systems planning, development, troubleshooting, data security and recovery control.

Position Summary: Responsible for the systems performance, integrity and security. Also involved in planning, development and troubleshooting provision for data security and recovery control.

Key Responsibilities
  • Systems development and implementation;
  • Carrying out feasibility studies for areas to be computerized;
  • Preparing progress reports of the systems development efforts;
  • Designing, recommending and evaluating systems to ensure adherence to established performance standards; implementation, maintenance and documentation standards of systems; preparing performance reports; planning, monitoring and evaluating program activities;
  • Ensuring that program/organization goals and systems standards are maintained;
  • Liaising with user management for information processing;
  • Reviewing and evaluating feasibility studies and detailed specifications.
Candidates seeking this position must have at least a Masters degree in computer science, information technology management and or related field and the following certifications: Microsoft Certified Systems Engineer (MSCE) and/or CCNA certification; Database Management Certification (MSSQL/ORACLE/MYSQL); Web development certification (PHP, HTML, ASP) and ICT Audit and security certification. They should have at least Four (4) years experience in a busy ICT environment, two (2) of which must be in a managerial level.



Policy Analyst

We are seeking candidates with strong quantitative, analytical and communication skills to fill Policy Analyst positions in the following areas:
  • Infrastructure and Economic Services – Transport & Logistics, Energy, ICT, Water, Construction and Housing;
  • Productive Sector - Environment and Natural Resources
  • Governance Division - Land reforms, security and conflict management, constitutional and institutional legal reforms, economic and corporate governance and devolution
  • Trade and Foreign Policy Division - International Trade and Trade Policy Modeling, International Trade Law, Global Trade Negotiations, and Foreign Policy
Reporting to the respective Head of Division, the Policy Analysts will be required to conduct research and capacity building projects assigned to them in annual work plans or through other means within the Institute.

Candidates seeking these positions must have at least a MA/Msc. in Economics and/or related areas, and at least two (2) years post masters experience in a policy research institution or university. 

They should have at least three (3) publications.

Position Summary     

The Policy Analyst will be responsible for supporting all aspects of the research services offered by KIPPRA, particularly in the priority projects. 

Particularly, the incumbent will be required to conduct research and capacity building projects assigned to them in annual work plans or through other means within the Institute.

Key Responsibilities
  • Conduct research on and monitor socio-economic and public policy developments that affect Kenya;
  • Prepare analytical reports, briefing papers, policy briefs, journal articles, and other papers aimed at informing public policy decisions;
  • Provide information and technical assistance to the Institute’s various constituencies about impacts of existing and proposed public policies and programs;
  • Mentor and build the capacity of junior researchers and stakeholders on public policy issues.
Desired Skills

Candidates should be equipped with
  • Quantitative skills to collect and analyze primary and secondary data
  • Skills to write analytical papers as demonstrated from a strong publication record
  • Supervisory skills for research and capacity building programmes
  • Excellent numerical, analytical and communication skills
  • Ability to work with common research software package
Terms and Application Procedure

KIPPRA offers competitive terms and conditions of employment. Successful candidates will be employed on a 3-year contract, renewable on the basis of performance.
