Terms of Reference:
The Procurement and Asset management Clerk works under the
guidance and supervision of the NPO / Logistics / Procurement and Travel
Officer and the general supervision of the Operations Officer.
The incumbent is expected to work with minimum supervision, in
accordance with established procedures and practices, dealing with routine
matters independently and referring problems or unusual situations to
supervisor.

- Assist in the
preparation of e-requisitions for the Country Office and ensure payments
are certified and cleared before processing of payments.
- Support in
clearing, shipment and receipt of assets ensuring that they are recorded
and maintain records in accordance with WHO Manual provisions. Ensure
accuracy of entries by checking information registered in the CSU Fixed
Assets Register.
- Coordinate the
transfer of assets from person-to-person or unit-to-unit and ensure that
this is reflected in the central fixed assets
- Participate in
the process of disposal of obsolete assets and ensure that assets are
disposed of in the best interest of the Organization and that records are
updated in the Fixed Asset Register.
- Support to the
annual physical inventory verification exercise by checking the accuracy
of records and location of property and reconcile them against the Fixed
Asset register.
- Prepare
discrepancies report for management control and financial decision
purposes (items not recorded, not found or disposed).
- Maintains and
updates the office inventory, project equipment and supplies and generate
yearly and other reports as required.
- Provide support
and backstopping assistance within the procurement unit as required.
- Perform any
other duties as required.
Qualifications / Knowledge:
Essential: Completion of secondary school with training of general
administrative practices with focus on Logistics, Procurement and
Travel practices, theories and procedures..
Desirable: Training in UN procurement and inventory systems is an
advantage. Proven skills in drafting and editing required.
Language:
Essential: Excellent knowledge of English, with the ability to work in
other UN language.
Desirable: Working knowledge of French is an added advantage.
Experience:
Essential: 5 to 7 years of experience in administrative or clerical
positions preferably with experience in a large organization.
Desirable: Experience in the UN system or large multi culture
organization is an added advantage.
Others essential Skills:
- Work requires
the use of word processing or other software packages, and standard office
equipment.
- Formal or
self-training in the use of standard office software.
- Training in
Oracle-based or other ERP systems an asset.
