Preparation and Delivery of Training on Energy Standards and Labels
for Appliance Dealers
The
Standards and Labeling Programme is a 5 year initiative designed to remove
barriers to market transformation of energy efficient products and services in
Kenya with replication effect to 4 other East African Community (EAC) countries
of Burundi, Rwanda, Tanzania and Uganda.
The
main objective of the project is to remove the barriers to rapid and widespread
uptake of energy efficient motors in the industrial sector; refrigerators in
the residential; display refrigerators in the commercial sector;
air-conditioners in the commercial and residential sectors and lighting in the
three sectors.
Overall Objective
The
objective of this assignment is to prepare and deliver a training programme to
selected Importers, Distributors, and Retailers.
The
training programme will focus on the new energy performance standards and
labels.
The
training programme is targeted at sales staff of at least the top 10 importers,
distributors and retailers for the targeted products.
This
will address Outcome 3 of the Programme.

Assessment of Pre-Shipment Inspections in Kenya
Background and Rationale
The
Standards and Labeling Programme is a 5 year initiative designed to remove
barriers to market transformation of energy efficient
products and services in Kenya with replication effect to 4 other East African
Community (EAC) countries of Burundi, Rwanda, Tanzania and Uganda.
The
main objective of the project is to remove the barriers to rapid and widespread
uptake of energy efficient motors in the industrial sector; refrigerators in
the residential; display refrigerators in the commercial sector;
air-conditioners in the commercial and residential sectors and lighting in the
three sectors.
Overall Objective
The
overall objective of this assignment is to assess the current Pre Shipment
Inspection (PSI) Framework in relation to the upcoming Minimum Energy
Performance Standards (MEPS) and Labels.
The Assignment will also involve assessment of the Kenya Bureau of Standards (KEBS), ACA (Anti Counterfeit Agency) and KRA (Kenya Revenue Authority) capacities to track second-hand products and ability to check distributors and retail outlets for product compliance.

Labelling Programme

will guide the implementation of a countrywide awareness campaign targeted at
the project stakeholders, importers, manufacturers, distributors, retailers,
end users (consumers) of the targeted products.

Developing a Programme under Pillar 1 of the Inclusive Economic
Growth & Social Development Strategy Focusing on Policy Level Interventions
Background
The
Inclusive Economic Growth and Social Development Unit of UNDP Kenya aims at
supporting the Government of Kenya in achieving inclusive economic growth,
equity and social inclusion in Kenya.
It
responds to Kenya’s Vision 2030 and related Mid-Term Plans and is based on
UNDP’s strategic frameworks and priorities.
In
August 2012, UNDP Kenya rebranded its former Poverty Reduction Unit to the
‘Inclusive Economic Growth and Social Development Unit’.
The
Unit has developed its new strategic framework 2012-2015 which focuses on the
following three strategic pillars:

Promoting Inclusive and Sustainable Growth

Economic Empowerment of the Poor
III.
Promoting Social Development
Pillar
I, ‘Promoting Inclusive and Sustainable Growth’ aims at accelerating and
transforming economic growth for the poor
Objective
To
formulate a programme that focuses on interventions at the policy level.
The
programme will meet objectives 1, 2 and 3 of Pillar 1.
A scoping exercise to identify potential interventions has already been undertaken.
The
recruited consultant will build on the results and recommendations from this
scoping exercise.
