This request for Expression of Interest follows the General Procurement Notice (GPN) for this project that appeared in United Nation Development Business No. 674 of March 16, 2006 and was updated in UN Development Business No. 707 of july 31, 2007.
The
Government of Kenya has received a credit from the International Development
Association and a Grant from the UK Department for International Development
(DFID) towards the cost of the Financial and Legal Sector Technical Assistance
Project (FLSTAP).

It is
intended that part of the proceeds of this credit be applied to eligible
payments under the contracts for provision of the above Consultancy services
and is for a period of 2 months.
1. Objective of the Assignment
The objective of the assignment is to design a website, provide cloud hosting services for the website and email server of the FRC and PPPU. The designer is to develop and host the website for the Units for a period of one year, renewable every year upon satisfactory services provision.
2. Scope of Work
The scope of the work entails:
- At inception,
the firm will present a work plan detailing the proposed work schedule and
foreseen dates for deliverables;
- Develop the
Requirements Specification Document after carrying out detailed
Requirements Analysis with the client;
- Design a website
prototype taking into consideration contents of the Requirement
Specification Document;
- Develop and
Implement the website upon validation of the design and expected
functionality by the Director;
- Provide a means
of updates on various Unit aspects, content, documents and data
accessibility means for all stakeholders;
- Website
maintenance — This will include periodic optimization of extensions,
scripts, code, database and features;
- Ensure optimized
search engine capabilities within the website with abilities to filter
various search parameters;
- Provide
technical support when required and training on uploading and maintenance
of data, related graphics and content;
- Ensure website
security by implementing security features such as Hyper Text Transfer
Protocol over Secure Socket Layer (https and SSL). This must also include
encryption of authentication data (user names and passwords). SSL
Certificates such as VeriSign is important to protect the website from
external threats, attacks or malware;
- Hosting server
at preferably cloud level. This should include liaison with various ISPs,
hosting companies and third party service providers if required;
- Provide
scheduled backup services of the database with the ability to recover data
in the event of failure;
- Provision of
secured email addresses for staff and any other persons that are entitled
to access the website.
3. Expertise
Required
The consultancy review should be conducted by a firm with at least 5 years’ experience in designing, developing and hosting websites, particularly content management websites.
The
firm should provide proof of similar assignments previously undertaken i.e.
provide references of web sites designed and hosted ¡n the past.
They
must demonstrate ability to carry out online/web based support through a web
based portal e.g. with fault reporting, query submission, download
fixes/product information.
4. The Ministry of Finance (the Client) through its Project Implementation Unit (PlU) now invites eligible firms to express their interest in providing this service.
Interested
firms shall provide information indicating their professional capability to
undertake the consultancy.
Such
information may include brochures, description of similar assignments,
experience in similar conditions, availability of appropriate skills etc.
Firms
should provide their most recent profiles showing their experience,
qualifications, capabilities, references and details of past experience especially
in the area of their expertise etc.
5. Interested eligible firms may obtain further clarification at the address given below during office hours between 0900 to 1630 hours, Monday — Friday inclusive, exclusive of public holidays, before the deadline for the submission of Expressions of Interest.
The
selection of consultants will be in accordance with procedures set out by World
Bank Guidelines: Selection and Employment of Consultants by World Bank
Borrowers, May 2004 and revised in October 2006.

7. Deadline for submission of Expressions of Interest is Monday l9t1 November 2012 at 1600 hours Kenyan local time.
