Applications are hereby invited from suitably-qualified candidates who are Kenyan Nationals to fill the above position on Temporary Appointment in the Education Section of UNICEF Kenya Country Office, Dadaab Zonal Office.

Under the direct supervision and the overall guidance of the Education Specialist (L-4) in Dadaab, responsible for education planning, management, monitoring, technically support implementing partners and lead the inter-agency education coordination, the Education Officer will primarily support UNICEF’s education emergency response in Dadaab refugee camps and host community and also undertake the following tasks:

Programming Monitoring and Other supports
  • Monitor education interventions and programs in all the six camps in Dadaab, regular monitoring field visits to schools, boarding schools, district education offices and others as relevant. 
  • He/she will provide timely reports and assessments following the visits to the UNICEF education lead in Dadaab, the head of the UNICEF field office, and the education officers of UNHCR. Support the monitoring and update of the education monitoring systems. 
  • Support the Education Team in Dadaab to plan the supply interventions, ensure that education supplies are made available in a timely manner, and keep the supply record.
Management of information
  • He/she will share weekly reports on the education response in Dadaab; 
  • collect education data from schools in Camps and the district education officers; 
  • update education database, manage knowledge-base for the education team, produce briefing notes for Nairobi office, visitors and donors as required; 
  • and identify best practices in the area, for the purpose of highlighting UNICEF/partners key interventions for media, donors, and UNICEF high-level visitors’ trips. 
Assisting Host Community Coordination: 
  • Support the coordination of education partners for the education drought response in the host community and provide support to UNHCR coordination in Dadaab refugee camps. 
  • Participate in UNHCR Education Coordination Group and humanitarian coordination mechanisms as appropriate and convey relevant information to partners.
Assisting Partnerships:  
  • Assist in expanding and further engaging education partners in the host community response including national/local authorities, and national and international NGOs.   
  • Work closely with local community leaders as well as colleagues engaged in child protection, both in the humanitarian sector and the local community.
Assisting Advocacy: 
  • Assist in identifying advocacy issues for the Cluster related to the issues affecting refugee education. Work with the National Education Cluster Coordinator to develop appropriate messages in consultation with the GoK and Save the Children and UNICEF communications teams for appropriate use. 
  • Sustain advocacy for the right of children and youth to education in emergencies and to recognition of the need for education in emergencies as a first phase response.
Identifying Cross Cutting Issues: Ensure that cross-cutting issues are identified and included in the education in emergencies response strategy in accordance with existing and emergent needs.

Required Qualifications: 

University Degree in Education, Primary Education, Economics or social sciences in a related technical field relevant to international development assistance.

Experience:     One (1) year of professional work experience at national and international levels relevant to Education Programmes.  Experience working in the UN or other international development organization an asset.  Background in Emergency programme an asset.

Language(s):    Fluency in English and another UN working language required.  Knowledge of Kiswahili would be an asset.

Programme Budget Officer, NO-B

Fixed Term Appointment

Applications are hereby invited from suitably qualified candidates who are Kenyan Nationals to fill the above position on a Fixed Term Appointment in the office of the Deputy Representative, UNICEF Kenya Country Office.

Purpose of Post:

Under the supervision of the Planning Specialist, performs a variety of specialized tasks in support of the preparation, monitoring, and use of programme budgets, involving different sources of funds and multiple programmes.

Major Duties and Responsibilities:

1.    Register and maintain the programme structure in the electronic Programme Management system VISION, ensure Programme Results, activities and Programme coding are as per hardcopy rolling work-plans; make amendments and alterations as per section revisions when necessary,
  • Inform Programme Sections upon receipt of new contributions and request allocation details and amounts and undertake rephasing after clearance by Planning Officer.
  • Register grant allotments immediately after clearance is obtained and maintain a record of all new allotments; provide technical support to Programme Assistants on budget re-allocation within the Programme Result Areas..
  • Provide information to the Donor Relations Officer on contributions received to update Donor files including start and end date of grants.
  • Track expiring grants by providing information on unreleased funds for the three months preceding expiry and send alerts to sections.
  • Process requests for grant expiry date extension in a timely manner.
2.     Track Programme budgets, generate reports, analyse and share monthly and quarterly management reports for review by programme group and by senior management
  • Office level/section-wise tracking and analysis of regular and emergency programme funds allocated, unutilized, reported and monthly and quarterly analysis shared with sections and issues requiring management attention highlighted
  • Prepare quarterly cash transfer explanatory memos for the Representative’s Office and head quarters
  • Prepare analysis of sales orders issued versus what has been delivered to partners

3.    Provide support for financial risk assessment, management and follow up of actions
  • Information on Partnership Cooperation Agreements (PCAs) and extensions recorded regularly and linked to over six and over 9 months outstanding cash transfers to partners. Information on concurrent PCAs with partners recorded.
  • Liaise with sections and compile annual budget estimates for submission to Ministry of Finance and quarterly reporting of expenditures thereof.
  • Conduct financial spot checks and HACT training to partners, as well as monitor utilization of UNICEF funds in direct procurement by partners.
  • Budget for individual components of the Cross Sectoral results reviewed and submitted for clearance and approval by Deputy Representative.

4.    Staff oriented and supported on VISION programme manager system and application and tracking of related work processes
  • Train staff and provide technical support to users on VISION in the areas of Finance and Programme, escalating issues that cannot be resolved to VISION support groups
  • Participate in office task forces formed to review work processes to be in compliance with VISION.
  • Orient staff on VISION Performance Management System so that they are able to access reports necessary for their work.

Required Qualifications: 
 
University degree in any of the following: Social Sciences, Public Administration, International Relations, Business Administration, Public Health, Education, or other fields related to the work of UNICEF.
