Introduction
Caritas Switzerland and Caritas Luxembourg are non-governmental
aid agencies and members of Caritas Internationalis. Caritas works worldwide
and adheres to international humanitarian principles (NGO code of
conduct).
Caritas Switzerland and Caritas Luxembourg act in the frame of a MoU as a consortium in the Eastern Africa and the Horn of Africa with a focus on education, strengthening of civil society, food security and water hygiene and sanitation.
We operate a joint Liaison Office in Nairobi, have Country
Offices in Somaliland (Hargeisa) and South Sudan (Torit) and a Representative
in Ethiopia (Addis Ababa).
Caritas Switzerland and Caritas Luxembourg have been implementing projects in Somaliland since 1995.
The focus of the projects has been Education, Income Generation,
WASH and Vocational Skills Training and Human Rights.
The overarching goals of our current human rights project –
Strengthening civil society, the University of Hargeisa and Secondary schools
to promote human rights and to provide legal services for victims – is to
contribute to the establishment of a culture based on human rights and social
justice for people in Somaliland.
The main implementing partner in this project is the Somaliland
National Human Rights Commission, which is an independent statutory institution
established as a Commission of Human Rights in Somaliland with the mandate of
protecting and promoting human rights in Somaliland.
The objective of the consultancy is to create a database for the
Somaliland National Human Rights Commission.
The Commission protects and promotes human rights activities and
monitors the prisons, police stations, courts, orphanages, mental hospitals,
service providers for the vulnerable groups and general situation of human
rights in Somaliland.
The database will serve as a system that will support the
Commission in data recording and retrieval for identifying human rights violations,
analysing trends and patterns in a reliable and manageable manner.
Assignment: Setting-up
a database for the Somaliland Human Rights Commission in Hargeisa

Key components of the setting the database
The database will have the following minimum features:
Tables
- Violations
(potential violations that victims are subject to: rape, violence, etc.);
- Statutes
of victims (GBV citizen, family violations, etc.);
- Perpetrators
(potential actors on violations);
- Representation
of the perpetrators (police officer, judge, private citizen, etc.);
- Locations
(town, city countryside, etc.);
- Court
Cases (case number, date, judge in charge, etc.);
- Etc.
Forms
The above lot of tables will be linked into a set of forms (at
least 10) to facilitate data entry, correction, validation and to facilitate
the preparation of reports
- At
least 5 Forms to cross check and validate the data
- From
the data in the form enable the system to facilitate preparationof
reports.
Reports: Reports
that reflect the human rights situation in Somaliland at community levels,
hospital prison, police stations etc.
Training: Training Human Rights Commission and Caritas
staff during the setting up of the tables and forms and once the database is operational.
Reporting: At the
end of the assignment, the consultant shall a short reports including
recommendations and shall deliver a softcopy of the database
Competencies: Proof of capacity to set up a database that
can accommodate the needs of the Somaliland Human Rights Commission
