Consultants Required for Needs Assessment and Situational Analysis
The Ministry of State for Planning, National Development and
Vision 2030 (MSPNDV 2030) through the Monitoring and Evaluation Directorate
(MED), charged with the responsibility of coordinating the implementation of
the National Integrated Monitoring and Evaluation System (NIMES) in the Country
is pleased to announce short-term consultancy positions.
Is to carry out NIMES Situational Analysis and Needs Assessment
across the Country.
The Ministry therefore seeks to engage the services of 1 lead
consultant and 8 regional (including Nairobi) consultants to carry out the
assignment and hereby invites suitable individuals to apply.
Lead Consultant
(60 Days)
Qualifications
- Advanced
degree in Social Sciences or any other relevant discipline;
- Have
training in Monitoring and Evaluation;
- At
least 10 years’ experience in carrying out situational analysis and needs
assessments, with proven accomplishment in undertaking/leading such
assignments;
- Experience
in conducting complex studies in development field (at least 8 evaluation
of which at least two evaluations conducted as team leader);
The lead Consultant will be expected to undertake the following
- Develop
acceptable survey tools in consultation with MED, to be used in
Information data collection;
- Prepare
and submit the inception report;
- Be
available to provide strategic advice and guidance to the regional
consultants who will be carrying out data collection in the assigned
areas;
- Analyze
the raw data and consolidate the regional reports to form the first draft
report in consultation with the regional consultants and MED;
- Prepare
and present a draft report at the stakeholders’ workshop and incorporate
comments from the workshop in order to prepare a final report;
Regional Consultants
(8 Positions, 45 Days Each)
Qualifications
- Advanced
degree in Social Sciences or any other relevant discipline;
- Have
training in Monitoring and Evaluation;
- Extensive
knowledge of qualitative and quantitative survey methods;
The Regional Consultants will be expected to undertake the
following
- Assist
in the preparation of survey tools for collecting data and information;
- Collect
data and information on the operations of the NIMES and M&E at both
the National and devolved levels;
- Professionally
handle the raw data;
- Prepare
a written summary field report to be submitted to MED;

Proposal that includes a Work plan (for Lead Consultant), a brief outline of
the applicants understanding of the subject matter, proposed daily consultancy
rates, contacts of three referees for whom you have done similar work.
