Job Details

Purpose of the Post:
* Produce health intelligence and plans of operation; ensure health coordination and sectoral leadership; monitor and report on health situation and WHO program implementation at locality level. * Strengthen the Emergency Health Management of the Government Health Directorate a the local level by ensuring capacity building. Knowledge transfer and well preparedness and effective response.

Objectives of the Programme and of the immediate unit or field activity (Overview of the programme):
* The objectives of WHO’s emergency programme are to design and implement programmes that prepare the health sector to deal with emergencies and that improve health during and after crises. The incumbent will support national authorities and health partners by:

1 – Promptly assessing health needs of populations affected by crises, identifying priority causes of ill-health and death; preparing damage estimates and emergency response and rehabilitation plans; providing prompt, credible health information and ensuring the continuity of essential health services; Committee Health Cluster, of which WHO is the lead agency;

3 – Ensuring that critical gaps in the health response are rapidly identified and filled.

4 – Revitalizing and building the capacity of national health systems to deal with preparedness, mitigation and response.

Description of duties:

Organizational Context (Describe the work environment, the role of the individual within the team – team member, specialist, adviser, facilitator, coordinator/manager, representative, expert, authority in the field, etc; available guidelines and degree of independence in decision making, and nature and purpose of contact within and outside the Organization):

Under direct supervision of the WHO Head of Sub-Office, Southern Kordofan and overall guidance of EHA Coordinator, WHO Sudan, the Public Health Officer, interacts with the Health Directorate at the locality level on various health issues specially in the area of communicable and non-communicable disease prevention and control programs.

Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected):

Under the technical guidance of the EHA Coordinator and in consultation with WR Sudan and guidance from relevant WHO Departments/Units in EMRO and Headquarters, the incumbent will perform the following duties.

To provide technical expertise to national health authorities in elaborating strategies to ensure rapid assessment of the health and general condition of affected populations in the area;

To participate and provide technical inputs to the global WHO emergency programme strategy, ensuring that public health interventions are implemented in line with WHO technical guidelines and best practices, including directing and guiding the definition and implementation of a public heath wok plan and providing effective advice and support to technical and programme staff;

To coordinate the exercise of collection and consolidation of data identifying gaps in the delivery of health services for the purpose of monitoring and early warning and advise for emergency interventions, providing estimates of quality /quantity of medical supplies needed, gathering and disseminating information on health threats, EHA activities and implementation outcomes to partners.

To provide technical assistance in assessing needs and gaps prepare comprehensive reports and develop project proposals with an aim to mobilize required resources.

To provide technical guidance in assessing needs and gaps to ensure and improve the quality of health care and health services delivery in the area.;

To lead and promote the effective coordination of surveillance and assessment activities with the Regional Office, HQ as well as the local authorities, regional and national health entities and other international health partners including UN Agencies and NGOs;

To coordinate the exercise of collecting and analyzing epidemiological data and surveillance information in collaboration with other partners in the area for policy and strategy formulation;.

To assist in designing and monitoring the advocacy and capacity building strategy for the health personnel in the area;

REQUIRED QUALIFICATIONS

Education:

Essential: University Degree in Medicine

Desirable: post graduate training in public health. Training in biostatistics would and advantage

Skills:

Functional Skills and Knowledge (Describe skills and knowledge specific to the post):
* Expertise in public health, epidemiology and disease control/immunization. * Demonstrated public health expertise in emergency preparedness and response principles and practices. * Demonstrated ability to link health issues to the prevailing challenges. * Familiarity with global demographic and health trends in the region. * Knowledge of the key global and regional stakeholders and players in emergency preparedness and response. * Works well in a multi-disciplinary and cross cultural team.

Competencies (Describe the core, management or leadership competencies required – See WHO competency model – list in order of priority, commencing with the most important ones – identify a minimum of three and a maximum of five competencies):

Experience:

Essential: At least 5 years experience in Public Health, Communicable Disease Control (CDC), or MCH at peripheral, at national and international levels.

Desirable: Experience in training, operational research and Expended Programme on Immunization (EPI) activities in developing countries.

Other Skills :

Computer skills, including internet navigation and various office applications

Languages:

Excellent knowledge of written and spoken English. Knowledge of another WHO official language is an asset.

are not allowed to visit or reside with the staff member at the duty station. Accordingly, the Special Operations Approach (SOA) will apply. For each SOA duty station, an dministrative place of assignment.

(APA) is designated where the family may be installed. The salary, post adjustment, benefits and allowances

will generally be based on the approved APA, which in this case will be either Cairo, Nairboi or Kampala.
* In addition, the staff member will receive a Special Operations Living Allowance (SOLA), which is a monthly

lump sum representing the Organization’s contribution towards the staff member’s living expenses at the

SOA duty station.
* Please note that the SOA status may change to reflect developments in the security situation. This, in turn,

may affect the staff member’s compensation package.
