improving the health of women and their families.
Jhpiego -
Kenya works in close collaboration with both the Ministry of Health at National
level and with County Governments in the areas of HIV/AIDS, Malaria, TB, Maternal,
Newborn and Child Health, Reproductive Health, Family Planning and
Non-Communicable Diseases.
These
positions are for an anticipated project.
Senior
Monitoring Evaluation and Research Advisor
Ref: SMER2016
Reporting
to the Project Director- Bridge to Scale project, the Senior Monitoring
Evaluation and Research (MER) Advisor will be responsible for all MER
activities in the project including: development of the M&E framework,
health management information systems (HMIS), monitoring of project implementation,
reporting of the key project indicators, promoting and spearheading all
research activities of the project.
S/he will
lead MER capacity building for the project partners, technical reporting, data
quality assurance, and building the capacity for the implementation of an
effective project HMIS system.
S/he will contribute to the effective scale up of oral Pre-Exposure Prophylaxis (PrEP) in the project scope areas.
Responsibilities:
- Provide
technical oversight and guidance in all aspects of the project MER.
- Contribute
to strategic planning, implementation and monitoring of the MER
activities.
- Contribute
in the preparation and implementation of the project’s work plans and
reports.
- Compile
and analyse project performance data for decision making.
- Coordinate
with project staff to create, test, and refine relevant HIMS for effective
collection, storage and use of project data.
- Develop
and maintain a system for archiving M&E guidelines, tools, data files,
analysis files, reports and presentations for activities undertaken.
Required
Qualifications:
- A
Master’s degree in M&E, Computer Science, Statistics, Epidemiology, or
a public health-related field.
- 8
years of work experience working in public health projects involving
following large cohorts of people including demographic surveillance
systems.
- Demonstrated
experience managing diverse functions such as data managers, and research
managers.
- Demonstrated
experience in developing and managing a complex HMIS system which specific
focus on longitudinal data collection systems.
- Must
have demonstrated experience in a complex research environment, developing
research protocols, IRB submissions and protocol implementation.
- Demonstrated
experience in scientific writing and supporting the project teams to
develop and write scientific papers.
- Proficiency
in the use of SAS, Stata, SPSS and MS Office.
Data Manager
Ref: DM2016
Reporting
to the Senior MER Advisor, the Data Manager will be responsible for the project
data management for the Bridge to Scale project.
Responsibilities:
- Develop,
deploy, and maintain the health management information system for the
Bridge to scale project.
- Develop
System documentation and SOPs, maintain systematic data storage, filing
and a report tracking system.
- Capacity
build the project staff on the Bridge to Scale HMIS system.
- Support
the project cluster MER managers to trouble shoot the Bridge to Scale
HMIS.
- Develop
project reporting summary tools and provide electronic summary system for
routine reporting.
- Provide
technical support in database management to meet data requirements for the
project.
- Assist
to gather technical updates for project planning, monitoring, evaluation
and operations research.
- Develop
and maintain a system for archiving project’s M&E guidelines, tools,
data files, analysis files, reports and presentations.
- Assist
in the preparation of monthly, quarterly and/or annual reports.
Required
Qualifications:
- A
Bachelor’s degree in computer science, information systems or related
field.
- 5
years of work experience in data management and analysis of
health/research projects and/or HMIS work in Kenya.
- Must
have 3 years’ experience in developing and managing complex health
information systems.
- Extensive
knowledge in SQL and versed in SQL concepts such as triggers, indexes, and
stored procedures.
- Demonstrated
working experience in programing; Visual Studio, C#.NET, ASP.NET, ASP.NET
MVC, ASP.NET AJAX, MS SQL Server and development of web based applications
in ASP.Net, PHP and JavaScript.
- Demonstrated
experience developing M-health solutions.
- Excellent
analytical, oral and report- writing skills.
- Proficiency
in the use of SAS, Stata, SPSS and MS Office.
