Job Purpose / Objective: The Grants Manager is a key staff member within the IRC Kenya Programs Department, responsible for proposal development and ensuring the proper implementation of all grant compliance policy and procedures through appropriate coordination and information dissemination.  

The Grants Manager reports to the Deputy Director, Grants and Accountability (DDGA) and works closely with the Program Coordinators and Managers and the Regional Officers in New York and London.

Key Responsibilities

Program Design and Proposal Development

  • Coordinate proposal and budget development process for concept notes and proposals
  • Review potential funding opportunities and provide a brief to senior management that will inform the go/ no go decision
  • Submit proposals and budgets for review at HQ ensuring that the grant applications are prepared according to the required format and submitted to donors where applicable.
  • Research on potential funding opportunities
  • Design and deliver proposal development capacity building training and contribute to the development of proposal development skills among IRC Kenya staff
  • Provide day-to-day support and advice on funding issues relating to current grants and planned proposals to IRC Kenya staff
Sub-grant management
  • Review sub-grants for compliance with donor rules and regulations
  • Provide feedback and request clarifications on sub-grant documents that have been submitted for approval
  • Support Program Manager’s in the drafting of partner agreements
  • Maintain master files on sub-grants on hard copy and in the share drive
  • Oversee all internal, external and sub-grantee reporting with programs and finance, ensuring high-quality, well-written and timely reports meeting donor and IRC requirements
Communication
  • Liaise with donors regarding funding opportunities. Where applicable, meet with representatives of funding agency to work out final details of proposals and budgets
  • Maintain excellent relationships internally within IRC and with all IRC's partners, such as WFP, ECHO, UNHCR, CDC, UNICEF, UNFPA and local authorities.
  • Oversee development and maintenance of headquarters and field reporting systems and processes related to grants management
  • Maintains master files on grants on hard copy and in the share drive. Monitor paperwork connected with grant-funded programs
  • Conduct monitoring visits to field locations
Human Resources
  • Provide technical back stopping for field based grants officers
  • Support the program department in other recruitments if requested
  • Orient relevant staff of all departments to donor requirements and work closely with all IRC departments and field units to comply with donor requirements
  • Undertake other tasks as requested by the Deputy Director of Grants and Accountability, the immediate supervisor

Required Qualifications:
  • University degree in international relations or other relevant field
  • Masters Degree Desirable
Required Experience & Competencies:
  • 3 to 5 years of INGO field experience in a similar position: grants management, proposal development (program narratives and budgets) and donor reporting.
  • Knowledge of UN (UNHCR/ UNDP/ UNICEF/WHO), US (USAID/OFDA), EU (ECHO/ EC) and UK (DFID) donor regulations, procedures and requirements
  • Proven ability to develop winning proposals to public and private-sector donors
  • Excellent written and spoken English essential
  • Excellent organizational skills, ability to determine priorities and attention to detail a must
  • Ability to work in a multicultural context as a flexible and respectful team player
  • Willingness to travel to the field as and when needed
  • High-level of knowledge and practice with Word, Excel, Outlook, etc. required
  • Work in a multisectoral/ multicultural team- patience, cultural sensitivity and application of contextual understanding in day to day work
  • Ability to work with tight deadlines for proposal development/ information needs

Construction Manager - Kakuma

Job Purpose / Objective: A global leader in humanitarian assistance, the International Rescue Committee works in more than 40 countries offering help and hope to refugees and others uprooted by disaster, conflict and oppression. 


The IRC has been in Kenya since 1992 providing life-saving services such as health care to refugees and vulnerable local communities. 

Currently, the IRC works in two refugee camps, Dadaab and Kakuma, in northern Kenya. The IRC supports communities in Turkana and Garissa Counties as well as in Kenya’s capital, Nairobi. 

Through its Peace Initiative Kenya (PIK) program it is also working in several counties throughout Kenya. This position therefore will support the IRC Kenya to implement all its construction projects across the field sites.

Working under the supervision and guidance of the Supply Chain Coordinator, Deputy Director Operations, and administratively reporting to the Field Coordinator, Kakuma, the IRC Kenya Construction Manager oversees implementation of all construction works being under-taken by the country program. 

his will include construction/rehabilitation of health facilities, latrines, staff housing and medical waste pits among others.   

The position is based in Kakuma with frequent travels to other field sites.

The position will work closely with all Field Coordinators to ensure quality constructions and liaise closely with the technical coordinators. 

The position will be the focal point for all construction and rehabilitation works.

Key Responsibilities

General Responsibilities:
  • Ensure timely implementation of all aspects of construction components for the IRC Kenya  programs
  • Create and follow activity and spending plans in transparent manner
  • Provide designs for construction/ rehabilitation of construction projects including realistic bills of quantities.
  • Obtain all statutory approvals for constructions
  • Train health facility staff on maintenance of latrines and waste pits including any other community based projects.
  • Ensure accurate and timely reporting of project activities
  • Ensure cross-program integration, learning, sharing and adoption of best practices from other IRC construction activities
  • Undertake and implement basic baseline data and monitoring activities with respect to program activities
  • Ensure effective integration and mainstreaming of gender in all programs
  • Produce accurate procurement documents for logistics and finance
  • Keep accurate records of project materials used for the project and their costs
  • Follow all IRC security protocols
  • Undertake any other activities as required to fulfil the requirements of IRC programs.
Supervisory Responsibilities:
  • Administratively and technically supervise construction supervisor and clerk of works where applicable.
  • Hire and supervise contractors for all constructions and escalate any challenges in a timely version.
Grant Management and compliance:
  • Work with the field teams to ensure that program designs include quality construction estimates that are implementable;
  • Review all reports to ensure that data provided is reliable and accurate based on construction progress.
Coordination, Representation and Advocacy:
  • Liaise on a regular basis with relevant ministry representatives and other international and national actors in order to ensure effective coordination of all activities
Undertake any other duties and responsibilities as assigned by the supervisor.

Required qualification / experience & Competencies:
  • Diploma or degree in Civil Engineering, Quantity Surveying or Construction.
  • At least five years of prior professional experience in health and or a water engineering related position
  • Experience hiring and overseeing contractors
  • Experience in mechanical and electrical maintenance of generators and pumps and water storage structures
  • Operational knowledge of Auto CAD or any other engineering software plus Microsoft Office software
  • Excellent interpersonal and time management skills
Preferred Qualifications
  • Previous work experience with an NGO
  • Previous experience working directly with communities and construction contractors.
  • Previous experience liaising with government ministries
  • Previous work experience in an emergency environment

TB / HIV Nurse - Hagadera

Job Purpose / Objectives: Under the support of the TB/HIV Senior Officer, the TB/HIV Nurse has overall responsibility for the planning, implementation and monitoring of the IRC TB/CCC activities in Hagadera and Kambioos Refugee camps.

Key Responsibilities / activities
  • Review nursing program activities and priorities on regular basis and update the HIV/TB/RH manager on gaps and or provide recommendations on how to improve quality of services
  • Overall responsible for the day-to-day running of the TB/HIV department including provision of quality HTC services in both hospital and health posts.
  • Keep a complete and accurate inventory of medicines and supplies at the TB/HIV clinic.
  • Coordinate all TB/HIV referrals as per MOH and UNHCR guidelines.
  • Closely monitor HIV/TB commodities and replenish stocks in time to avoid stock outs
  • Administer Tuberculosis treatment (DOTs) and STIs as prescribed by the Physician and counter checking to verify that the regimen and dosage is in agreement with the existing guidelines. This includes ensuring the follow-up sputum examination, chest x-ray and physician review are done as per TB treatment and follow-up procedures
  • Maintain TB/HIV records according to MOH recommendations
  • Ensure that confidentiality is maintained by proper handling of patient’s files.
  • Conduct adherence counseling to all HIV positive patients.
  • Coordinate health education sessions for HIV/TB patients.
  • Coordinate activities of support groups at the facility level.
  • Coordinate patient’s follow-up activities to minimize defaulting.
  • Ensure that all TB/HIV activities, in the grant and all objectives highlighted are met.
Integration, Networking
  • Explore opportunities of enhanced integration with the Women Protection and Empowerment (WPE) program, Clinical Services program and Safe programming department in spirit of integration for maximum output.
  • With support from the RH/HIV program manager, identify and utilize networking and linkages opportunities which are beneficial to the community, IRC and its programs.
  • Attend all program implementation meetings.
Quality Control & Improvement
  • Ensure adherence to the National HIV care and TB treatment guidelines.
Human Resource:
  • Technical and administrative supervision of all TB/HIV department incentive staff, including performance reviews.
  • As the nurse in-charge of the TB/HIV department, provide technical and administration work guidelines in collaboration with the RH/HIV/TB program Manager
Reporting and Coordination:
  • Ensure that weekly reports of TB/HIV department are submitted to the HIS in time.
  • Participate in compilation of monthly/quarterly PEPFAR/UNHCR/MOH reports are submitted to the relevant authorities by 5th of the following month.
  • Keep the HIV/TB/RH Manager informed of all developments and issues through weekly situation reports.
  • Represent IRC at TB/HIV Coordination forums at Dadaab/Fafi/Sub county/County levels as delegated by the HIV/RH/TB program manager.
Others: Any other duties as assigned by the supervisor.

  • Quality nursing TB/ HIV services provided at the IRC health facilities in Hagadera with no staffing or supplies interruption.
  • Timely submission of reports internally and externally to MoH and donors
  • Effective coordination between TB/HIV unit and other IRC programs in Hagadera/Kambioos

Required Qualifications:
  • Diploma/Degree In Nursing/ or its equivalent in a relevant field is required.
  • Registration with the Nursing Council of Kenya
  • Trained in Reproductive Health, Behavior Change Communication (BCC) and / or other HIV related Trainings e.g. Peer Education, Peer Counseling or HIV&AIDS Management
  • S/He must possess ability to analyze and interpret both quantitative and qualitative programmed data.
  • Must possess excellent planning and organizational skills.
  • Must be able to work with minimal supervision.
  • Must have cognate skills in computer appreciation.
  • MUST possess a high level of integrity and with good interpersonal skills.
Required Experience & Competencies:
  • Demonstrated experience in project activities planning, implementation, Monitoring and Report writing.
  • have Training in Adult and pediatric ART, HTC and DTC.
  • Demonstrated experience in working with PEPFAR, MoH and other community based HIV Prevention Projects.
  • Excellent communication, rapport building and listening skills with
  • Broad understanding of TB/HIV programming in clinical set ups
