Introduction: The KCCB – General Secretariat is the National Administrative, facilitative and Coordinative arm through which the KCCB implements and co-ordinates various Pastoral programs at the National level and undertakes all those responsibilities which express the mission of the Catholic Church in Kenya.


It is seeking an outstanding and results oriented individuals to fill the following key positions 
Parliamentary Liaison Desk Programme Officer in its Catholic Justice and Peace Commission

The Programme Officer will be responsible for providing technical and programme support to the Democracy and Governance cluster. 


The incumbent will assist with the development and management of projects at national and in collaboration with diocese’s catholic justice and peace offices; implement projects at diocese level. 

The incumbent will provide input into the cluster and programme budget, contribute to research, coordinate project implemented at dioceses’ level and manage workshops, seminars and meetings.

KCCB - Catholic Justice and Peace Commission’s Parliamentary Liaison Programme Officer will  provide key substantive inputs to policy review and Development Partners in the spirit of harmonization in policy dialogue related to deepening democracy, strengthening systems of transparency and accountability, human rights, strategic leadership development, conflict prevention and human security as well as devolved governance and public service delivery. Policy dialogue is guided by international norms and standards. 

The Parliamentary Liaison Programme officer will also facilitate a broader advocacy and capacity building efforts of CJPC diocesan offices in relation to engaging their respective county government, access to justice and other key governance areas.
Advocacy 
The Catholic Parliamentary Liaison Desk (PLD) was established in 2008 in Kenya to conduct advocacy on issues of policy. 

The desk is housed the Catholic Justice and Peace Commission and is able to access real time information from parliament and other policy making organs, allowing the Kenya Conference of Catholic Bishops to speak to the most salient issues on policy.

Specifically, this position will:
  • Feed into and help implement the Bishops’ Conference, the Secretariat Commissions and dioceses Advocacy Strategy, ensuring that it is firmly grounded in evidence from Catholic Church’s  programmes and a good analysis of  advocacy targets in Kenya
  • Provide research and analysis on key policies and related debates, produce reports, briefing notes and other materials on key policy issues
  • Provide strategic information on policy for the Conference of Bishops which will inform their engagement with policy making organs
  • Work closely with Catholic Members of Parliament and Parliamentary Liaison Working Group to develop coordinated advocacy and public campaigns on Conference priority themes at National and County levels
Tasks and Responsibilities


Advocacy
  • Develop/update specific messages and identify advocacy targets on key Conference priority National and County issues, with the support of Coordinator of the PLD and National Executive Secretary
  • Be the link person to parliament
  • Conduct advocacy with high-level policy making organs in Kenya and where necessary provide support to other staff conducting advocacy on these issues
  • Produce materials for advocacy, communications and media purposes on the Conference priorities through desk based research, including drafting or inputting into reports, briefing papers, submissions to Parliament and Government policy making consultations and web content.
  • Draft updates and analysis of Kenya policy developments for the Bishops and the Secretariat Commissions
  • Draft and update the Conference public-facing materials for advocacy and general communications/fundraising.
  • Support efforts to build Conference’s presence and profile in Kenya and Parliament including establishing relationships with key parliamentarians.
  • Support the PLD coordinator in providing updates and information on PLD advocacy work to Executive Committee, Parliamentary Working Group, and Bishops Conference and potential donors, presenting updates in person when required.
Events, External Communications and fundraising
  • Work with the Policy and Advocacy team to organise policy forum and other policy events
  • Provide content for key communications material including website, 2 - pagers, and annual report.
Administration
  • Create and maintain internal systems, including contact lists, diaries of upcoming events and opportunities and other databases.
Personal Specification
    
Qualifications / Education / Knowledge

Essential    
  • Degree related to Public Policy work (e.g. Development Studies, Political Science, International Relations, Law, or Conflict Studies)
  • Good understanding of the public policy in Kenya
  • Knowledge and understanding of the Kenya policy landscape and key advocacy targets, and processes governing policy development
Desirable
  • Degree in Law
  • working with the Kenyan Parliament.
Experience Required

Essential  
  • Substantial experience working in a relevant policy role
  • First-hand experience or knowledge of policy development and research and documentation of policy issues 
  • Proven analytical skills and experience of producing detailed briefings on a variety complex policy issues
Desirable
  • Knowledge of the Catholic Social Teaching
  • Experience working with a Catholic church institution
Skills/ Abilities 
  • Excellent ability to communicate effectively in English, both verbally and in writing
  • Ability to work independently and to meet deadlines
  • Ability to work in close collaboration with team members
