The purpose of the Core Competency Specialist position is technical development of the specific core competency, strategic direction and quality assurance, the core competency strategy and quality control.
The Core Competency Specialist is
responsible for mentoring, training, and building the capacity of staff in the
core competency.

Job Description
- Develop Core Competence strategy, technical
guidance and Macro LFAs
- Compliance with and adherence to NRC policies,
guidance and procedures
- Contribute to fundraising, develop and revise
funding proposal, budgets and donor reports
- Identify trends technical standards and donor
priorities
- Follow up on compliance with contractual
commitments within Core Competence, ensure high technical quality and
synergies in project implementation
- Provide technical direction and project
implementation support
- Ensure that key learnings are extracted from
Core Competence implementation, and incorporate them in Core Competence
and staff development processes
- Provide systematic training and build capacity
of technical staff
- Represent NRC in relevant forums/clusters,
including with national authorities and donors
- Promote the rights of IDPs/returnees in line
with the advocacy strategy
- Provide hands-on technical assistance to
Collaborative Dispute Resolution (CDR), Housing Land and Property (HLP)
and Legal identity and Civil Documentation (LCD) programming in Mandera
- Travel regularly to Dadaab, to assist the
Information Counselling and Legal Assistance team in the development of
programming associated with the Voluntary Returns (Volrep).
- Represent the Kenya Country Programme in
relevant fora and meetings.
- Act as the main gender advisor to the Kenya
Country Programme
- Assist in the development of cross-border
programming (principally with Somalia) and fundraising
Qualifications
- Bachelors degree in Management and any other
related field
- Minimum 4 years of experience within technical
expertise area in a humanitarian/ recovery context
- Experience from working in complex and
volatile contexts
- Core competency expertise
- Documented results related to the position’s

Since 2004, the Norwegian Refugee
Council (NRC) has demonstrated a regional competence and expertise in working
with displaced populations.
NRC has mainly focused on Somalis who
are displaced by the ongoing conflict and more recently by the drought and
famine.
NRC offers a comprehensive response
for Refugees, returnees and IDPs of high need, addressing their food security,
livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs
and also responding to emergencies through NRC’s five core competences;
Shelter, Education, Food Security and Livelihoods, WASH and Information,
Counselling and Legal Assistance (ICLA).
NRC’s Horn of Africa operation comprises of large-scale multi-country humanitarian and early recovery interventions spread across eight countries (Kenya, Somalia, Ethiopia, Djibouti, and Yemen), and most recently Eritrea, Uganda and South Sudan.

The regional office is based in
Nairobi and works with country programmes to ensure standardisation of
programmatic and operational approaches, promote multi country programming and

The WASH Assistant will assist the
WASH Officer in providing technical support in the development of NRC’s WASH
programming for Sanitation and hygiene promotion activities.
He/she will also work closely with
the other project officers and assistants in the field to ensure timely
delivery of quality WASH facilities, and will assist the WASH Coordinator in
overall planning and design of (future) projects.

Job Description
- Supervise the construction and rehabilitation
of latrines, drainage and other relevant Sanitation facilities ensuring
that the constructions are of the highest quality and as per specified
technical drawings.
- Promote safe WASH practices, including
appropriate use and maintenance of WASH facilities and services
specifically Latrines and Hand washing facilities.
- Prepare material estimates for construction
and repair of WASH facilities.
- Coordinate and supervise construction of
assigned WASH infrastructures by providing instructions and site
supervision to contractors and consultants.
- Facilitate appropriate community involvement
in the design and delivery of essential WASH services and facilities.
- Conduct hygiene promotion activities in the
assigned refugee camps under guidance of the WASH Officer.
- Supervision of all sanitary installations
including latrines, pits, drainage systems and dome slab/lid
constructions.
- Ensure quality control of all Sanitation
activities – travel regularly to all the NRC construction sites assessing
construction and M&E procedures.
- Carry out informal and formal training
sessions (according to identified needs) and evaluate the impacts of this
training.
- To carry out community mobilization of all
WASH activities.
- Enable effective dialogue with the affected
community to allow the agency to be held to account for the quality of the
WASH programme.
- Identify needs for non-food items relevant to
hygiene, participate in the choice of items, targeting strategy, promotion
of effective use, and post-distribution monitoring.
Qualifications
- Technical background in Public Health or
Community Development, Bachelors degree in environmental health or Diploma
from recognized intuition in Kenya, Extensive experience may substitute
for specific qualifications but not vice versa.
- Proven practical experience in the planning
and execution of WASH Programmes of at least 2 year’s experience in a
humanitarian and development programme.
- Experience in construction of latrines and
concrete works is essential.
- Experience in participatory sanitation and
hygiene approaches or methodologies
- Proven ability of MS packages and other
technical software will be an added advantage.
- Excellent communication (spoken and written)
skills, including the ability to explain and present technical information
- Experience in capacity building and training
of staff and target groups
- Political and cultural awareness and
experience of working where insecurity is a major issue
- Language: Fluency in written and spoken
English is essential; fluency in Turkana or Kiswahili is highly desirable.
