GIZ Support to
the EAC Integration Process
International /
Regional Consultant
The overall
objective of the consultancy is to develop a policy for the harmonization of
Income Tax with a view to fostering competitiveness, employment, and further
contribute to the sustainability of public finances in the Community in order
to promote investment, free movement of goods and services in the Community.
The consultancy
team will consist of a Regional or a combination of Regional and International
consultants.
The
International/Regional Consultants should have:
International
Consultant
·
At least a post graduate degree in economics, law, taxation,
finance or other related fields;
·
A minimum often (10) years experience in the field of taxation
in the areas of direct taxes on income at national or regional levels;
·
Demonstrated knowledge, experience and expertise in the
development and implementation of tax policy;
·
Knowledge and experience on FAC Tax systems and Knowledge and
experience of EAC integration process;
·
Demonstrated excellence in written and spoken English is
essential;
·
A working knowledge of Kiswahili and/or French would be an
advantage.
Regional Consultant
·
At least a post graduate degree in economics, law, taxation,
finance or other related fields;
·
A minimum of seven (7) years experience in the field of taxation
in the areas of direct taxes on income at national or regional;
·
Demonstrated knowledge, experience and expertise in the
development and implementation of tax policy;
·
Knowledge and experience on EAC Tax systems and Knowledge and
experience of FAC integration process;
·
Demonstrated excellence in written and spoken English ¡s
essential;
·
A working knowledge of Kiswahili and/or French is an advantage;
·
A citizen in one of the EAC Partner States.
The estimated
assignment duration of engagement is a maximum of three months.
The assignment is
planned to take place in the period of December 2013 - February 2014.
Deadline for
submission of the Final Report is the 3rd March 2014.
The EAC-GIZ
Program is asking interested consultancy firm which meet the above minimum
requirements to submit a short (5 page maximum) technical proposal as well as a
separate financial proposal in two separate sealed envelopes.
Interested
consulting firm must provide information indicating that the key personnel to
be involved in that assignment are qualified (description of similar
assignments, experience in similar conditions, etc.) and their ability to
undertake the assignment within the time frame identified in the Terms of
Reference.
