Massive Recruitment by the Kenya Human Rights Commission

The Kenya Human Rights Commission (KHRC) is a Non-Governmental Organization (NGO) which was founded in 1992 and registered in Kenya in 1994 with a mandate to entrench human rights and democratic values in the society. 

In 2012, the Commission evaluated its 2008-2012 strategic plans and developed an interim strategic plan for 2013-2018 in which it envisions: A human rights state and society and outlines its mission as to foster human rights, democratic values, human dignity and social justice. 

This vision and mission will be driven by the goal and new mandate of enhancing human rights centred governance at all levels.
 
To this end, KHRC seeks to recruit dynamic, organized, motivated and results-oriented individuals. 

The positions will be based in Nairobi, with extensive field work mostly within Kenya.

Communications Audit Consultancy 

A. Purpose 

To conduct an evaluation of KHRC’s ability to receive and transfer information, in the context of the organization's external and internal communication capabilities. 

The communication audit exercise ultimately aims to assess the KHRC’s communication approach, uncover the strengths and weaknesses within the various stages of KHRC’s organisation’s information transfer with all its publics; assess the organisation’s internal communication systems, between all staff levels as well as between staff, interns; volunteers; and stakeholders including clients, collaborative partners, development partners, the media and the public in general. 

As well as develop an effective communication strategy for the organisation.
 
B. Terms of Reference

I. Externally:
 
1. Carry out the audit within the framework of KHRCs mandate. Evaluate the previous activities, channels and tools used to communicate, raise awareness and build public consensus, and identify ways to make communication with various stakeholders more effective. 

For this reason, key people will have to clarify the purpose for the organization's existence, its cultural values and its identity. They will know exactly who uses their service and why. 

They will also understand the key frustrations of their customers and must ensure they can use communications to deal with those frustrations effectively.
 
2. To assess the organization’s communications goals in accordance with its current vision, mission, policy standards and requirements and identify target audience perceptions and motivators. 

This will entail:
 
a) Assessing the communications infrastructure of the KHRC, the communications capacity both within and outside the organization;
 
b) Assess the organisation’s current communication strategy if any;
 
c) Assess the level of understanding of the local communications channels and the media about the organization’s mandate and determine the best mediums of channels to reach each audience segment;
 
d) Identify the organisation’s communication needs including personnel requirements;
 
e) Identify training components to help all staff develop and carryout strategic communications activities which would include training in communications and media skills, research and analysis and strategy development to improve staff communication skills
 
f) Identify key officials who will be designated spokespersons for the organization.
 
g) Develop an effective communication strategy for the organisation which will include systems for monitoring its responsiveness and capacity for delivery.
 
II. Internally:
 
To appraise attitudes towards the communications channels (meetings, reports and feedback) with a view to make recommendations requisite to meet the needs of different groups (the most appropriate way to deliver training, for example) and identify gaps; challenges and strengths.
 
III. Expected Outputs
 
1. A report that includes a summary of preliminary findings on the communications needs and terms of reference for the communications works. This also includes a specific set of recommendations on strategy, research needs, capacity building and structure. The report should contribute towards the organization’s communication strategy.
 
2. A strategic positioning and corresponding communications framework that is focused on achieving important communications objectives including brand recognition, modifying perceptions, maximizing outreach, encouraging community support, improving web page search results and establishing leadership in the sector, with recommendations on how to improve relationships with the media
 
3. A clear communications strategy including a framework for a comprehensive communication programme by identifying the audiences to be reached, attitudinal or behavioural changes required for the organisation to be successful, appropriate messages, effective channels of communication, and the methods of monitoring and evaluating the communication process.
 
4. An outline to enable coherence and coordination within the organization:
 
a) Recommendations ideally with reference to communication between departments so that everyone has access to necessary and relevant information in a timely fashion.
 
b) Recommendations for improvement of informal and formal communication at all staff levels
 
c) Recommendations to take into account the organization’s projects, implementation partners and community engagements to avoid any misunderstandings.
 
IV. Knowledge & Skills requirements 

a) Bachelor's degree (Master's degree preferred) in Communications or Journalism with 5 years’ experience in a related field with success managing communications. 

b) A keen attention to detail combined with a strategic mindset and the ability to prioritize and manage a variety of tasks simultaneously.
 
c) Have a clear understanding of both internal and external communications; corporate communications; development communications and human rights communications; crisis communications; and media relations and public affairs 

d) Demonstrated understanding of new communications technologies and concepts such as Sharepoint, web design and content; social media/online networks and tools (e.g. Facebook, Twitter, YouTube, others) in corporate and development communications 

e) Demonstrated experience in NGO and project work 

f) Ability to work in a fast-paced environment and meet targeted deadlines.
 
g) Must be a professional, extremely organized, enthusiastic and flexible who can work independently

Programme Officer - Transitional Justice
 
Overall purpose of the job
 
To contribute to the fulfilment of the organization’s Mission and strategic objectives by providing expertise in various aspects of transitional justice work and in line with KHRC’s policies and procedures and in support of our innovative and ground-breaking work in human rights.
 
Contractual Period: One year renewable contract based on performance and funding.
 
Target Group: National, regional and international level grants makers and development partners.
 
Key Duties and Responsibilities
 
Reporting to the Senior Programme Officer, Civil and Political Rights, the position will:
 
1. IDP Protection
  • Participate in meetings on the constitution and agenda setting for the National Consultative Coordination Committee (NCCC) established under the IDP Act;
  • Carry out outreach and sensitization of IDPs on the provisions of the IDP Act (including purchase of copies of the Act and developing an abridged version);
  • Participate in the Protection Working Group on Internal Displacement (PWGID) meetings and its Advocacy Sub-group;
  • Coordinate in the research and preparation of reports and policy briefs on the implementation of the IDP Act and the protection and assistance of IDPs;
  • Conceptualize and organize stakeholder forums including the IDP-Network reflections;
  • Develop an abridged version of the IDP Act and conduct sensitization forums with the IDP Network;
  • Carry out periodic assessment and reporting on the situation of IDPs in select camps across Kenya;
  • Develop an Incident, Impact and Redress Assessment (IIRA) tool;
  • Develop and sustain strategic partnerships and engagements at the national and international levels on the durable solutions for IDPS.
2. Land Rights Advocacy
  • Appraise the NLC of the historical and contemporary lands issues and submit various policy proposals for consideration;
  • Facilitate dialogue between the NLC, landless communities/HURINETs and various land experts;
  • Contribute to the development of an Action Plan by the NLC in relation to its mandate. Participate in the consultative meetings and prepare reports;
  • Coordinate research and other interventions to ensure accountability and equity in the governance of land based resources;
  • Develop a framework for equitable access, use and sharing of accrued benefit sharing natural resources which incorporates national, county and community considerations;
  • Engage in the development and implementation of laws and policies on natural resources management and governance-land, energy, oil, environment, minerals, wild life, evictions etc.
  • Develop and sustain strategic partnerships and engagements at the national and international levels on land reforms and governance.
3. Mau Mau Case Advocacy
  • Oversee implementation of the Mau Mau reparations process;
  • Oversee the development of a monument for Mau Mau Veterans;
  • Oversee the setting up of the Mau Mau Resource Centre;
  • Collaborate with curriculum developers for a holistic Mau Mau narrative;
  • Organize periodical meetings with the Mau Mau War Veterans.
4. Leadership on other TJ issues at National Level
  • Develop strategies around the implementation of the transitional justice agenda in Kenya;
  • Lead in the memories and commemorative events for victims and liberation organizations-e.g Mekatilili Festival, International Day Against Torture, Fr. Kaiser Anniversary etc);
  • Provide support to and organize periodical meetings for the victims of historical injustices and other state and non-state actors-including the Kenya Transitional Justice Network;
  • Develop and sustain strategic partnerships and engagements at the national and international levels on justice for victims of past human rights violations.
5. Supervise researchers, interns and other staff or human resources assigned to this project.
 
6. Ensuring timely reporting and accountability in line with KHRC’s schedules and policies.

Programme Officer – Legal Affairs

Key Duties and Responsibilities
 
Reporting to the Senior Programme Officer, Civil and Political Rights, the position will lead in:
 
1. Legal Aid Work
  • Offer legal aid and assistance to victims of human rights violations on an on-going basis;
  • Coordinate and supervise weekly and monthly and regional legal aid clinics;
  • Supervise interns, consultant Advocate and SALAR students serving at the legal aid clinic;
  • Co-ordinate and oversee documentation of cases of human rights violations reported at the LAC in the electronic database;
  • Institute and prosecute select cases on behalf of Legal Aid Clients.
2. Public Interest Litigation
  • Coordinate and oversee all strategic/ public interest litigations for KHRC;
  • Develop status and periodical reports on the current KHRC’s PIL cases;
  • Institute and sustain other PIL and strategic cases on the emerging human rights violations;
  • Instruct advocates to file amicus curiae brief and applications for PEV survivors where or when necessary;
  • Hold technical meetings with advocates on ongoing cases;
  • Hold consultative meetings with claimants, petitioners and witnesses as necessary.
3. Institutional and programmatic liaison
  • Act as the legal advisor to the organization, both in its programmes and operations;
  • Work closely with the Programme Officer, Media and Communications to ensure publicity around all PIL cases;
  • Whenever necessary, support the Programme Officer in charge of Labour Rights in conducting national and regional meetings with workers, stakeholders and workers’ advocacy groups on labour rights through the dissemination of simplified labour law instruments;
  • Liaise with the Programme Officer responsible for Human Rights Monitoring in identifying others cases for PILs;
  • In Partnership with the Human Rights Monitoring Officer, lead the process of Universal Periodic Review as well as other treaty body reporting and review mechanisms relevant to Kenya and KHRC’s mandate;
  • Whenever necessary, support the Programme Officer responsible for Constitutionalism and Institutional Reforms in conducting periodic litigation surgeries on constitutional references and advisory opinions;
  • Represent the Commission in all the networks and partnerships pertaining to legal aid and PILs and related issues.

Key Duties and Responsibilities
 
Reporting to the Senior Programme Officer, Civil and Political Rights, the Programme Officer will:
 
1. Electoral Governance Work
  • Lead in monitoring elections and analyzing both the results and the electoral processes to ensure compliance with standards for free and fair elections.
  • Lead in the development of a framework on best practices in elections management by key state and non-state actors.
  • Develop/ Publish a Case Digest on Electoral Litigation and Dispute Resolution in Kenya.
  • Conduct an annual assessment of key institutions essential to elections management in Kenya.
  • Examine the determination of elections related disputes by judicial and quasi-judicial bodies since the ratification of the constitution in 2010.
2. Public Participation
  • Conduct research on best practices in public participation.
  • Develop legislative framework on public participation.
  • Conduct consultative dialogue forums with key stakeholders on best practices in public participation.
  • Monitor and report on the status of public participation at the national government and in select county governments.

3. Strategic Advocacy on Democracy and Electoral Governance
  • Work with relevant state and non-state actors in select countries to monitor and observe electoral processes.

Key Duties and Responsibilities
 
Reporting to the Senior Programme Officer, Civil and Political Rights, the Programme Officer will:
  • Lead in monitoring the compliance of the culture of constitutionalism by both state and non-state actors at the national, regional and international levels in line with the relevant legal instruments and mechanisms;
  • Work with the various constitutional commissions to identify capacity gaps on their effectiveness with regard to their powers, functions & responsibilities and where possible, develop mutual strategies of redressing the identified capacity gaps;
  • Research on the options for fostering of human rights based alternative dispute resolution mechanisms;
  • Train county assembly members from select counties on policy formulation and legislation;
  • Work both independently and in partnership with other actors to review the state of reforms within the justice sector in Kenya;
  • Lead in conducting periodic litigation surgeries on constitutional references and advisory opinions (where possible in consultation with the Programme Officer - Legal Affairs);
  • Develop a framework on minimum human rights standards on constitution making in select countries;
  • Foster strategic partnerships with both state and non-state actors at both the national, regional and international levels;

Programme Officer – National Cohesion and Positive Ethnicity

To ensure a more; equitable ethno-regional distribution of resources and ethnically diverse representation and participation in political governance.

Key Duties and Responsibilities
 
Reporting to Senior Programme Officer – Equality and Non-Discrimination (END), the post holder will:-
  • Conduct county baselines on ethno-regional dimensions of political participation and representation and resource allocation;
  • Conduct study on approaches being used to address ethno-regional discrimination at county and national levels;
  • Meet with the NCIC to advocate for national indicators to monitor ethno-regional equality in political participation and resource allocation;
  • Hold meetings with national and county level state and non-state to discuss approaches towards ensuring ethno-regional equity in political participation and resource allocation;
  • Conduct media campaigns to expose the collusion across ethnic groups by economic and political elites for purposes of corruption and oppression of poor people;
  • Produce and film short films that foster cohesion between different ethnic communities and highlight the need to unite to prevent economic and political elite’s corruption and oppression of poor people;
  • Provide training to media representatives about the class based causes of ethnic discrimination and the need for thoughtful and ethical reporting;
  • Monitor media operations with respect to content and staffing in the context of diversity;
  • Conduct EAC country baseline studies on ethno-regional discrimination;
  • Hold EAC conference on addressing negative ethnicity in the region and develop a position paper on adopted strategies;
  • Work with partners to co-author shadow report for CERD;
  • Carry out an international comparative study on approaches to strengthening of national cohesion;
  • Hold international learning exchange meeting on approaches to strengthening of national cohesion;

Programme Officer - Trade Justice
 
Overall purpose of the job
 
To improve access to human rights for small farmers growing sugarcane, rice, coffee and vegetables for export; by studying, documenting and increasing farmers’ awareness and voice on local and international influences that determine the returns or profits they get from their produce.
 
Contractual Period: One year renewable contract based on performance and funding
 
Target Group: National, regional and international level grants makers and development partners.
 
Key Duties and Responsibilities
 
Reporting to the Senior Programmes Officer, Economic Rights and Social Protection (ER&SP), the post holder will:-
  • Conceptualize, contract and oversee the validation and publishing of a study on the effectiveness of cooperative movement in advancing livelihoods of coffee, tea and rice farmers;
  • Organize national level meetings of stakeholders to validate pending research reports on value chains and grievances of small scale farmers in cane, coffee and rice sectors and publishing them;
  • Develop separate policy briefs summarizing the local and international influences on the value chains and proposing a producer driven process and formula for determining prices and addressing other trade justice concerns in the cane, coffee and rice sectors;
  • Develop a position paper and brochure on Economic Partnership Agreements (EPAs) and other trade alternatives available to Kenya from various KHRC reports on the same and use them to engage policy makers at national, regional (EAC) and international level (Members of European Parliament and Ministers of European nations) on the interests of small scale farmers;
  • Develop a community trainers’ guide outlining the various trade agreements, standards relations and international laws that influence the livelihoods of Kenyan farmers; key stakeholders in these processes and advocacy entry points for local farmers and other stakeholders;
  • Conceptualize, contract and supervise the production of an investigative documentary as a tool for trade justice and fair price advocacy for coffee farmers;
  • Undertake capacity building of farmers and farmers’ organizations on trade justice and provide them with other technical support to disseminate this training and establish county and national level social movements to lead their own campaign for trade justice;
  • Identify legal aid and public interest litigation cases that have the potential to shape trade justice in the interests of small scale farmers and oversee public interest litigation on Mwea rice farmers land tenure (ongoing);

Key Duties and Responsibilities
 
Reporting to the Senior Programmes Officer, Economic and Social Rights, the post holder will:-
  • Develop a human rights based framework for ensuring access to economic and social rights at county levels. This framework will include a Model County tool which will guide the Annual Model Award Scheme.
  • Use the above framework to train stakeholders to monitor the performance of and engage with county and national governments on service delivery relating to economic and social rights.
  • Conceptualize, contract and oversee a studies on access to rights, the human rights cost of corruption, existing tax, accountability and budgeting policies and frameworks.
  • Identify, establish and maintain a database of relevant contacts and support civil society groups at county level to establish a democratically run and effective civil society accountability monitoring and advocacy platform.
  • Develop a report that contributes to periodical reports on the state of Economic and Social Rights at County, National, regional and international levels.
  • In collaboration with the PO- Electoral Governance, monitor and report on the status of public participation at the national government and in select county governments.
  • Rapid response to urgent and important opportunities to influence political parties and other agents of duty bearers.
  • Prepare monthly narrative and financial reports, establish, maintain and share a database of relevant contacts and attend relevant meetings and trainings throughout the contractual period.

Qualifications & Experience
 
To be successful in this role the post holder will have the following competencies:

To improve access to human rights for workers in select sectors through advocacy for adoption of a living wage approach to setting the minimum wage and empowers workers to make better use of trade unionism to negotiate for improved terms and conditions of work.

Key Duties and Responsibilities
 
Reporting to the Senior Programmes Officer, Economic Rights and Social Protection (ER&SP), the post holder will handle:-
  • Develop a formula for the determination of what constitutes a living wage through consolidation of recommendations from previous studies, analysis of ongoing legal aid and public interest litigation on labour rights and the commissioning of a study; and run an advocacy campaign for its adoption in the setting and review of the minimum wage and other social protections.
  • Conceptualize, contract, supervise and validate a Human Rights Impact Assessment of Horticulture value chain in consultation with project partners; organize validation for the study report and summarize the report into a policy brief.
  • Develop community trainers’ materials to address international human rights, labour rights, certification standards, global value chains, the devolved government system in Kenya and how it will impact on monitoring compliance with Kenyan labour laws and on trade unionism.
  • Train workers and their representatives on the above and support them to form democratic workers’ rights advocacy platforms.

Reporting to the Senior Programmes Officer, Economic and Social Rights (ESR), the post holder will:-
  • Validate, edit, publish and disseminate pending reports (Sisal livelihoods and Lamu Port) and develop policy briefs summarizing their contents into a KHRC position paper;
  • Conceptualize, contract, supervise and publish a study audit on human rights consciousness of Environmental and Social Impact Assessments (ESIAs) done in Kenya;
  • Conceptualize, contract, supervise and publish research on the human rights impact assessment of the activities of select MNCs operating in Kenya;
  • Organize training and develop a policy brief and simple booklet for governors and other policy makers and a community trainers guide on corporate accountability;
  • Identify, through regional case surgery, viable cases against corporate entities under the OECD guidelines and AFDB Mechanisms and the appropriate grievance redress mechanisms;
