Social Protection Payments Analyst
FSD Kenya was
established in 2005 by a number of Kenya’s development partners to support the
expansion of inclusive financial markets. Our goal is to use financial
inclusion as a tool to improve the livelihoods of the poor in Kenya.
FSD has been managing
the payment component of the Hunger Safety Net Programme (HSNP) which oversees
cash transfers to households affected by chronic hunger ¡n the Northern region
on behalf of the Department for International Development (DFID).
In addition to HSNP,
there are four other major cash transfer programmes with different management
structures.
These operate under
the rubric of the recently established National Safety Net Programme (NSNP)
which ¡s tasked with creating a framework around which the five programmes will
be coordinated and harmonised.
We are now seeking a
Payment Specialist whose work will entail:
- Providing
technical advice on payment related matters including development of a new
payment architecture for the five programmes under NSNP.
- Defining a clear
calendar of payments by programmes including that of the transfer window.
- Identifying
minimum standards for payment service providers.
- Defining a
monitoring system to track compliance with new standards/regulations
governing payments
- Effective
liaison with key stakeholders and supporting the procurement of payment
service providers or amendment to the existing service agreements.
Candidates
must have:
- Relevant academic
qualification (minimum of bachelor’s degree).
- Excellent and
proven knowledge of the payments framework in Kenya.
- At least 10
years’ experience working in the financial sector.
- Proven
experience in project management.
