Project/Proposal Summary:

This five year project will focus on providing USAID/Kenya Office of Population and Health (OPH) and USAID/East Africa’s Regional Health and HIV/AIDS Office (RHH) with a variety of evaluation and program coordination services on their health programs in Kenya and East Africa; the team will work closely with national and regional USAID Missions.

Position Summary:

The Chief of Party will be a full-time position based in Nairobi for the term of the contract to manage the entire contract and ensure that quality standards and schedules are met. The COP will define and manage overall contract requirements: including staffing, and cost and quality control of all tasks and assignments undertaken to achieve this contract’s objectives.

Responsibilities:

  • Overall management of the project including supervision of technical and administrative functions.
  • Serve as the main point of contact between OPH and RHH and the Contractor and reporting to both.
  • Ensure effective and efficient performance for all aspects of the contract, overseeing all quality control and reporting.
  • Coordinate and interact professionally with senior USAID Mission, Embassy, and government officials.
  • Supervision of staff performance
  • Recruitment and supervision of staff or consultants.
  • Monitor program performance and prepare required reports.
  • Oversee project expenditures and budget.
Qualifications:
  • A graduate degree in the field of management, business administration, or a related field, or a Bachelor’s degree and five years’ experience in addition to the required minimums.
  • 15 years of experience in international development, including experience and/or technical knowledge in designing, managing and evaluating multi-million dollar development projects.
  • At least five years of experience as a COP or senior field management experience such as Project Director, Regional Director or Country Director role, demonstrating professional interaction with senior U.S. and foreign government officials.
  • Prior experience in supervising long-term field staff and short-term U.S., third country, and local experts.
  • Excellent American English writing skills and speaking ability.
  • Experience working in Sub-Saharan Africa, preferably East Africa.

Position Summary:

The Advisor is a full-time position based in Nairobi for the full term of the contract to design and oversee evaluations, analyses, and assessments.

This will include the design of the evaluation methodology, participatory data collection methods and protocols for both performance and impact evaluations. 

Responsibilities:
  • Oversee production and ensure quality of all assessments, data, analytical reports, and evaluations, including the testing of the development hypothesis.
  • Provide technical assistance and training, as needed, for USAID, IP and GOK staff (to the extent they are involved in USG projects).
  • Provide technical leadership for the project M&E, including the development of baseline, mid- and final-term data collection, and development of a performance management plan.
  • Refine performance indicators and outputs; determine data collection methods and mechanisms to protect the quality of data, develop and oversee the maintenance of a database for project M&E.
  • Supervise data collection and any subcontractors (e.g., survey research firms) involved in data collection.
  • Assist with quarterly and annual performance reports and special assessments.
  • Help collect and maintain “success stories”.
  • Lead capacity development in monitoring and evaluation for CSO counterparts.
  • Contribute to the generation of knowledge and best practice sharing regarding the devolution process in Kenya and take part in periodic sessions to share best practices and learning.
Qualifications:
  • At least seven years of international experience in the design and management of evaluations (impact and performance), analyses and assessments, including the design of the evaluation methodology, participatory data collection methods and protocols, and data verification techniques.
  • At least seven years of demonstrated experience developing performance management plans, monitoring project implementation, and verifying data from large development projects.
  • A graduate degree in the field of evaluation, international development or a related technical field.
  • At least seven years of experience recruiting, forming and successfully managing teams, and ensuring the quality of their products.
  • Excellent American English writing skills and speaking ability.

The full-time Public Health Specialist will work with the A/M&E advisor in discussions with OPH and RHH on the interpretation of task orders.

Responsibilities:
  • Advise the discussions on the development of evaluation questions and the specific data collection methods for every broad evaluation question.
  • Review and advise on prospective consultants and organizations for the contractor’s extensive database of qualified experts (both international and local).
  • Provide quality assurance checks on the technical presentation of findings, presentations and recommendations coming out of assessments and evaluations by the consultants.
  • Analyze and interpret results against evaluation questions related to health impacts.
  • Report writing.
  • Coordinate with other USAID projects to achieve maximum impact. 
Qualifications:
  • At least seven years of professional experience working in international health program. management and evaluation; evaluation specialty in public health will be an added advantage.
  • A graduate degree in international public health or related field.
  • Proven proficiency in their technical areas and demonstrated possession of health program assessment skills and experience.
  • Excellent computer, writing and communication skills.
  • A working knowledge of health issues affecting Kenyan, Eastern and/or sub-Saharan African populations and understanding of the impediments to health within the African context.
  • Proficient in American English.
  • Experience with donor-funded health projects or programs in Kenya or East Africa preferred.
