Position
summary
BRHC seeks to hire a
Healthcare Financing Specialist on a consultancy basis to provide technical
assistance in implementing relevant innovations, establish and facilitate
relevant operations research, documentation, monitoring and evaluation systems,
and processes and procedures for healthcare financing interventions.
This position is based
in Isiolo Kenya, but with responsibility in all 8 counties.
The Healthcare
Financing Specialist reports to the BRHC Team Lead.
Consultancy
tasks and responsibilities
Working with the BRHC
Team Lead and the Senior Programme Officers in Isiolo and Garissa, the
consultant will:
- Design
healthcare financing projects, develop implementation and operational
guidelines for each intervention, as well as protocols for related
operations research, monitoring and evaluation.
- detailed concept
notes on the implementation of all relevant interventions as promised in
the technical proposal and year two workplan.
- Conduct
baselines and assessments.
- Facilitate
programme partnerships with Ministry of Health and other stakeholders
including the World Bank, Population Council, GIZ, NHIF, and Danida, among
others.
- Document
emerging lessons from existing healthcare financing interventions and make
recommendations for their applicability to APHIAplus Imarisha.
Consultant
Qualifications
- Master’s degree
in healthcare financing or related post graduate degree and 7+ years of
experience developing and managing healthcare financing programs for
vulnerable populations.
- Excellent,
up-to-date understanding of the following: healthcare financing
mechanisms, Ministry of Health and donor-funded healthcare financing
projects, performance based financing, output based aid, NHIF and other
risk-pooling or insurance schemes, vulnerable populations in Kenya.
- Monitoring and
evaluation experience.
- Excellent
written and verbal communication skills.
- Experience
working on USAID programs a plus.
- Existing
relationships with Ministries of Health and/or Finance, NHIF, and/or
healthcare financing stakeholders in Kenya a plus.
- Self-motivated,
with ability to produce high quality work on time and within budget.
- Ability to work
on diverse teams.

Position
summary
BRHC is recruiting (2) Program Officers to be based in Mandera and Marsabit.
The key role of for
the position is to work with healthcare leaders, such as the private sector
health leadership, Ministry of Health and other government officials, and
private sector health care workers, to support improved access and quality of
health services.
Key
Responsibilities
- Assist in the
implementation of capacity building program for private healthcare
professionals on the topics of HIV/AIDS (including ART), TB, malaria and
reproductive health
- Work with
Ministry of Health to facilitate delivery of mentorship packages and
performance-based financing to private health providers
- Strengthen
referral programs between private and government health facilities
- Monitor program
outcomes and implement continuous quality improvement
- Manage
relationships with key stakeholders in government, private sector and
within the project
- Promote the
interface between Ministry of Health and private partners in:
- Referrals and
linkages
- Commodities
procurement
- Quality assurance
- Monitoring and
reporting
- Work with Senior
Program Officers and technical experts to develop and pilot innovative
approaches that leverage the capacity of local private stakeholders to
address Northern Kenya’s health and development challenges
- Advocate for
public private partnerships
- Ensure high
quality, timely reporting by private sector providers
- Together with
DHMT, ensure DHMT supportive supervision to both private and public
facilities
Required
Qualifications
- Bachelors or
advanced degree in medical or health field and 3+ years of relevant
experience. Diploma in related field and 7+ years’ experience
- Experience in
public health programming with special preference to experience in
HIV/AIDS, reproductive, maternal, newborn and child health programming, preferably
with a USAID implementing partner
- Experience
working with the private health sector and/or commercial business a plus
- Willingness and
ability to work in Northern Kenya
- Understanding of
key stakeholders, geography, culture, and institutions in Kenya,
preferably Northern Kenya
- Demonstrated
strong communication, interpersonal and diplomacy skills with the proven
ability to foster good will and build consensus at all organizational
levels
- High level of
computer literacy with Microsoft Office Suite (Outlook, Excel, Word, Power
Point)
- Fluency in
written and spoken English
