under the Ministry of Youth Affairs and Sports established to address the
challenge of youth unemployment in the country.

Senior Internal Auditor
1 Position

Reporting to Audit, Monitoring and Evaluation Manager, The Senior
Internal Auditor will ensure that:
Duties and Responsibilities
- The
organization’s system and processes are efficient
- All
the company regulations are adhered to on a continuous basis
- All
the organization’s network of risk management and control is well
coordinated
- Governance
processes as designed and represented are adequate and functioning in the
desired manner
Qualifications
- Bachelors
Degree in commerce or any other business related degree (preferably
accounting )
- Full
professional accounting qualification i.e. ACCA/CPA (K)
- Membership
to professional bodies will be an added advantage
- Minimum
4 years experience in implementing audit plans and programs with at least
2 years in a senior role
- Experience
in conducting and supervising both financial and management audits and the
ability to audit a computerized operational, financial and accounting
system will be required
- Proficiency
in using Microsoft office applications and preferably computer audited
techniques

Audit Manager
1 Position

The Audit Manager will report to the Chief Executive Officer
administratively and functionally to the Audit Committee of the Board. The
Audit Manager will be responsible for the Audit, Monitoring and Evaluation
Department.
Duties and Responsibilities
The Job holder will
- Formulate
and implement annual audit plan in consultation with the audit committee
and management
- Issue
periodic reports on a timely basis to the audit committee and management,
summarizing the results of audit activities
- In
consultation with the audit committee and management, develop appropriate
internal audit manual for the organization
- Keep
the Audit committee informed of the emerging trends and developments in
internal auditing practices relevant to the objectives of the organization
and give recommendations for required revision in the Internal Audit
Manual
- Ensure
the organization complies with sound internal auditing principles and best
practices
- Exercise
due professional care, integrity and objectivity in carrying out audit
assignments
- Oversee
the design and implementation of the Monitoring & Evaluation system of
the organization
- Carry
out special assignments on audit from time to time
- Develop
the Fund’s Risk Policy Framework in liaison with the Board and Management
Qualifications
The ideal candidate:
- A
first degree in any business related or social science areas
- Possess
an MBA, (Finance or Accounting Option) will be an added advantage
- Possess
a CPA (K) or any other professional accounting qualification
- Must
be a member of ICPAK
- At
least 5 years working experience of which 3 years must be in senior
management
- Thorough
knowledge of governmental Financial Management and Public Procurement
procedures.
Supply Chain Management Officer

Reporting to the Chief Executive Officer
The Supply Chain Officer will be responsible for planning,
developing and controlling aspects of procurement for the Institution.
The holder will be expected to ensure effectiveness of existing
controls and efficiency of the procurement process through cost effective and
timely delivery of quality products and services to support the day to day
operations of the business.
The officer will be ensure the Implementation of YEDF procurement
policy and strategy, timely delivery of products and services needed to support
the day to day operations of YEDF, ensure resources are used efficiently.
Duties and Responsibilities
- Timely
sourcing of quotation from approved vendors as per YEDF procurement policy
- Raising
of internal purchase requisition form and recommending for approval the
most suitable supplier as guided by the Institution’s policy and business
needs
- Coordinate
the formal vetting of prospective tenders to determine their suitability
for trading
- Raising
of LPOs and forwarding them for approval as per the set out Institution
policy
- Forwarding
the approved LPOs to the selected suppliers and following up to ensure
that goods are supplied on time in the right quality and quantity as required
by the business
- Practice
good record management by ensuring that purchasing documents and records
are well filed and stored
- Maintain
and update the Institution’s supplier database as may be directed by the
procurement committee
- Arrange
for disposal of surplus materials as may be directed by the procurement
committee
- Ensure
a strong system on internal controls is observed and make suggestions on
improvement where necessary
- Attendance
to the procurement committee and acting as its secretary
- Analyze
market and delivery system in order to assess present and future material
availability
- Assist
the procurement by offering strong input into the development and
implementation of policies, procedure and good practices in purchasing and
contract management
- Display
good understanding of the business to be able to prioritize procurement of
key business inputs
- Display
strategic skills in planning to ensure that the key inputs into the
business are available at all times for the smooth running of the business
- Preparation
of procurement reports and updates for the management on both regular and
ad hoc basis
- Developing
and implementing both short and long term procurement strategies designed
to reduce costs, improve quality and service while meeting the
Institutional goals and objectives
- Develop,
maintain and manage healthy relations with key external suppliers
- Maintain
good working relations with internal stakeholders and be able to
coordinate the activities of various functions that affect procurement.
Minimum Job Requirements:
- Bachelors
Degree in Commerce, Business Administration or Procurement or any other
relevant field
- Post
Graduate Qualification in Procurement, Purchasing and Supplies
- Must
have progressive work experience of 7 years
- Must
be familiar with Public Procurement and Disposal Act
- Membership
to a relevant professional body.
