Role Purpose:
Role Purpose:
To ensure, the implementation of Save the Children’s monitoring
and evaluation systems in Child Protection and Education programmes in Dadaab,
Kenya, she/he will ensure quality delivery of programmes and maintenance of
high professional standards of all programmes.
Scope of Role:

Dimensions: Save the Children has been operational in Kenya since 1984, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners.

Current programming focuses on child protection, child rights
governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH.
Save the Children has an operational presence in Dadaab Refugee
Camp, Eldoret, Habaswein, Mandera, Meru and Wajir and has a logistics hub in
Garissa.
Currently, we have a staff complement of approximately 370 staff
and expenditure of approximately US$30 million this year.

- Lead on all
Monitoring, Evaluation and Accountability and Learning activities for the
project in line with Save the Children M&E Policy.
- Track of project
outputs, using Save the Children monitoring tools for top line programme
outputs as well as for estimating beneficiaries reached for each field
office.
- Support in the
development and implementation of clear, practical M&E Plans for
programmes in Dadaab for effective qualitative and quantitative data
collection.
- Conduct
monitoring support visits, information management and reporting with
reference from the databases to provide high standards of transparency and
accountability
- Support the
analysis and learning for development/generation of new knowledge in Child
Protection and Education programme
- Coordinate Data
and MEAL Assistants and support the mainstreaming of accountability and
participation in all the programme work with support from the
Accountability Officer.

Qualifications and Experience
- University degree
in social sciences or development related fields and good understanding
and interest for M&E systems
- Experience of
working on M&E systems, preferably with National or International NGOs
- Minimum of two
years working experience
- Understanding of
data confidentiality and protection when handling sensitive case files and
ability to provide leadership and professionalism in enforcing protocols
and monitoring adherence to them
- High level of
computer literacy and data management, including but not limited to
Microsoft Excel and Microsoft Access
- Proven data
analysis and report writing skills
- Excellent
communication skills with fluency in written and spoken English and
Kiswahili
- Ability and
willingness to make frequent field visits to project sites, and to work
with technical teams/technical environment
- Demonstrable
ability to adapt to changing program priorities and emergency priorities

The position is responsible in managing the implementation of
Child Protection Programme activities in the area.
Represent and advocate for SCUK work and organizational
priorities in child protection with a widerange of external parties including
government representatives, communities, donors, UN and other humanitarian
agencies operating in the area. Provide leadership and guidance to the
programme team.

Manage all aspects of the implementation of child protection
programme in the area including the UNHCR Best Interest Determination process
and ensures the quality of child protection programming and adherence to best
practice standards for the sector.
Ensure coherence of programme activities with SC UK’s national programme approach for Kenya:

- Link programme
activities to the organisation’s global strategy.
- Ensure that
programme activities contribute to SC UK’s advocacy priorities.
- Identify and
build links with other programme sectors, ensuring that issues for child
protection are raised and addressed.
Ensure programme activities in the operational area are well
monitored to assess their ability to fulfil the requirements of approved SCUK
Thematic and Annual Operational Plans.
- Develop a
comprehensive implementation strategy with clear benchmark indicators and
work plans.
- Work with staff
to ensure effective evaluation and documentation of programme activities.
- Produce timely
reports, including monthly internal progress reports, and all required
reports to the donor agencies.
Overall management responsibility for all Area Office Child
Protection staff.
- Lead and
motivate the team to ensure effective implementation of programme
activities.
- Ensure there are
regular staff team meetings.
- Ensure key
problems are brought to the attention of the Field Human Resources and
Administration Officer and the Area Manager for discussion and review.
Monitor and support Child Protection staff in implementing SCUK
project management systems and guidelines to ensure the smooth implementation
of approved activities.
- Ensure
appropriate induction, training and follow-up in grants/financial
management, logistics and security guidelines, monitoring and evaluation
procedures and guidelines.
- Make regular
visits to Sub Area Offices and project activities in the neighbouring
communities.
Assist Programme Coordinators in identifying technical support
required from the Technical Advisors In the implementation, monitoring and
evaluation of programme activities. Liaise with key departments in
Headquarters on technical issues to ensure adherence to SCUK best practice
approach for child
protection in emergencies.
Identify, analyse and engage in advocacy opportunities to influence key donors’ plans and policies to promote attention to and sufficient resources for awareness raising on the Humanitarian Codes of Conduct and the IASC Action Plan to prevent the sexual exploitation of women and children.
Participate in (or influencing the development of) key working groups, especially those associated with current emergency responses, through close liaison with Government, SC Alliance, UNICEF and other UN agencies, NGO partners, children’s organisations, and other appropriate partners.
Coordinate with Field Human Resource and Administration, Logistics, and Finance departments to ensure effective use and delivery of SC UK resources. Oversee and ensure effective budget management through close monitoring and reporting on financial information.
Maintain an overview of the external child protection context – political, social, economic and humanitarian – highlighting the implications for children. Identify opportunities for development of CP programmes where SC UK is in a position to contribute to child rights in the area and participate in the
development of a more comprehensive child protection programme in Kenya.

Qualifications and Experience
- At least Masters
Degree social work/social sciences or equivalent.
- Minimum of five
(5) years relevant work experience in child protection programmes.
- Previous
experience of managing a child protection programme in a complex emergency
context.
- Strong planning
and organisational skills to meet programme goals.
- Experience of
managing the programme cycle, including assessments, proposal and report
writing, monitoring and evaluation.
- Strong
background and experience on child protection issues, including work with
at-risk and vulnerable children.
- Solid knowledge
base and practical experience in community based child protection
approaches, Including experience in participatory approaches (PRA/PLA) and
child participation methodologies.
- Strong
experience and skills in management of staff from different backgrounds.
- Experience in
building relationships, fostering interagency coordination and experience
of representing an organisation to external parties.
- Strong
self-starter, able to set up and manage child protection programmes.
- Experience in
working in an insecure and politically sensitive environment.

Desirable Qualifications
- Understanding of
East Africa and the dynamics of the conflicts in the region.
- Experience of
implementing the Interagency Database for Unaccompanied and Separated
Children and UNHCR BID process.
- Experience of
rolling out the Action on the Rights of the Child (ARC) training series.
- Experience of
rolling out Child Protection Policies within organisational structures
