To effectively implement the SC education programme activities
of the DFID Cash Transfer project in Garissa County, she/he will ensure quality

as part of a team to ensure quality programming
- Travel
frequently to implementation sites to liaise with community leaders, local
governments and beneficiaries to ensure continued participation and
support for the project.
- Carry
out regular monitoring activities and engagement with schools and
communities to support project activities.
- Support
families participating in the cash transfer programme by providing
information related to programme processes and procedures and
troubleshooting any challenges.
- In
collaboration with the Accountability Officer, support the establishment
of Community Accountability Committees (CAC) and support the training of
the CAC members
- Provide
inputs for the development of strategic and operational plans in
collaboration with Education Programme Management and partner agencies.
- Ensure
timely production of reports by collating reports of different field
locations consolidating into one report.
- Document
programme learning and disseminate lessons learned to key stakeholders in
the field and to SC Management.

field staff adherence to the child protection policy and reporting
procedures.

- Bachelor’s
degree in education/ social sciences or its equivalent

Transfer Pilot project implemented by Save the Children in Garissa County.

Dimensions: Despite the introduction of Free Primary Education in Kenya in 2003, the direct and indirect costs related to education continue to pose a barrier to children accessing a quality education, especially in poor, hard-to-reach areas of the North Eastern Province (NEP).

Dimensions: Despite the introduction of Free Primary Education in Kenya in 2003, the direct and indirect costs related to education continue to pose a barrier to children accessing a quality education, especially in poor, hard-to-reach areas of the North Eastern Province (NEP).
To tackle this fundamental demand side barrier, Save the
Children with funding from DFID, proposes to distribute 12 months of regular
cash transfers to 3000 poor households with children of school-going age in
Garissa County, NEP.
The immediate programmatic objective of the cash transfers is to
reduce financial barriers to accessing primary education, thereby contributing
to increased enrolment and retention among targeted children in Garissa.
A second but equally important objective is to generate evidence
on the relative impact of different types of cash transfers on enrolment and
retention, and to specifically analyse the impacts on girls’ educational

the DFID-CT Baseline Enumeration Training tentatively scheduled for
end of January or early February 2013
- Take
part on testing of the tools and support their revision.
- Work
with a team to enumerate the baseline survey in accordance with the
required procedures

any challenges or concerns with enumeration to your supervisor
- Take
care to ensure the highest quality data is collected
- Maintain
all data collected during enumeration in a safe and secure place and
submit to the Save the Children Dadaab office at the scheduled time

Key Areas of Accountability:
- Make
regular and extensive field visits to all project areas to plan,
implement, supervise and monitor cash transfer activities.
- Identify
capacity gaps and provide capacity building and technical support when
relevant to the cash transfer team.
- Ensure
that line manager is informed of any fiduciary or other risks related to
the functioning of the cash transfer systems and in this case be able to
propose improvements to the systems in place.
- Collaborate
effectively with the project team when assigned to support cash transfer
systems.
- Ensure
regular coordination and planning meetings with the team.
- To
ensure that cash transfer systems are in place and implemented to high
standards of transparency and accountability. S/he will personally take
part in some parts of the implementation process of cash transfers,
as well as monitor the whole process:
- Ensure
that field teams make a realistic and timely activity planning when
related to cash transfers.
- Gather
the payment requests, cross and double check them, prepare and submit the
cash and cash transfer request, ensuring proper coordination with the
finance and logistic department to ensure that transfers are happening on
timely basis for the respect of our beneficiaries
- Monitor
the implementation of cash transfers through field visits and accountancy
procedures
- Ensures
that all documentation related to the cash transfer systems is up to date
and relevant to the implementation on the field. Inform line managers
otherwise.
- Provide
technical expertise for the design and implementation of the transfer
systems to ensure high accountability as well as smooth field
implementation.

- Keep
up to date cash transfer monitoring database to allow easy reporting.
- Provide
monthly transfer reports, with quantitative information on the volumes
transferred (vs. plan) as well as qualitative information on
implementation quality to both the Finance Officer and the project
coordinator

and submit sound and timely activity progress, distributions updates,
voucher exchange weekly reports, reports on the commodities purchased,
payment reports, monthly financial reports
- Ensure
that all beneficiaries and local communities understand the transfer
systems and see those as transparent.

training support or directly train beneficiaries benefiting from the cash
transfer system to allow smooth implementation.
