Recruitment of a Procurement Expert
For The Public Private Partnership Secretariat (PPPU) In Kenya
This objective will be achieved through the provision of
technical expertise and building capacity to implement the Government’s Public
Private Partnerships (PPP) National program in Kenya.
The Public Private Partnerships Secretariat (PPPU) at the
Ministry of Finance is looking for a highly motivated international expert, for
a period of one (1) year renewable for a further term of one (1) year, to fill
the position of:
Procurement Expert (1 Post)
The PPP Procurement Expert is expected to perform the following
tasks:
- Manage
the procurement of PPP Projects, from prequalification stage up to and
including contract effectiveness
- Manage,
together with the legal expert in the PPPU, supervision of preparation of
contracts and tender documents within the legal and policy framework of
PPP in Kenya with Authorities/line ministries
- Review
and comment on chosen procurement method, contracts, annexes and tender
documents and discuss with advisors
- Represent
PPPU in Final tendering evaluation committee during bidding
- Review
business case screening for eligibility for PPP program from a business
perspective
- Ensure
output VS input prospective by Authorities for projects proposed under PPP
- Assist
in selection of advisors for PPP transactions
- Ensure
implementation of PPP policies and procedures by Contracting
Authorities/line ministries in tendering for PPP Projects
- Review
assumptions of PPP Procurement models structured by the Transaction
Advisor for PPP Projects
- Review
the evaluation of public procurement projects to determine the public
sector comparator
- Review
comparison of received Procurement bids to public sector comparator to
determine Value for Money and decide on maximum level of acceptable bids
- Manage
the provision of capacity building to various PPP Nodes on procurement of
PPP projects, including international practice
- Supervise
the issuance of standard prequalification and tender documents by sector
- Ensure
that the tendering and selection is implemented in a fair, equitable and
transparent manner and in accordance with the PPP Act and regulations
- Manage
the competitive dialogue sessions and procedures, if applied
- Manage
timely compliance of both parties to conditions precedent of the PPP
contracts
- Provide
on the job training to local recruits during his/her assignments to ensure
capacity transfer and smooth Procurement operations of the unit after
assignment ends
- Carry
out any other assigned duties related to PPP procurement.
Qualifications, Skills and Experience:
- A
university degree in commerce, law or a related field. Post graduate
studies will be an added advantage.
- Excellent
spoken and written English.
- Team
leadership and multitasking skills are necessary.
- A
procurement executive with a minimum of 15 years’ experience in the field
of procurement.
- At
least 5 years hands-on experience in PPP Procurement and at least 3 years
in managing procurement of PPP projects.
- Procurement
of at least one (1) PPP financially closed deal. Knowledge of World Bank
procurement guidelines and procedures will be an added advantage.
