The
University of Manitoba – Centre for Global Public Health (UoM-CGPH), with
funding from the Bill & Melinda Gates Foundation (BMGF) and the World Bank
has been contracted to provide technical assistance to the National STI &
AIDS Control Programme (NASCOP) and the National AIDS Control Council (NACC) to
strengthen HIV prevention programmes among most-at-risk populations (MARPs) in
Kenya.
Applications
are invited from qualified Kenyan nationals for the position described
below.
The
position will be based at NACC office in Nairobi.
Technical Officer – Policy and Advocacy
This
position will coordinate and support NACC to develop a policy that is
supportive of MARPS programming in Kenya.
Key responsibilities
- Review existing
policy documents related to MARPS programming.
- Organise
consultations and meetings with various stakeholders to understand
concerns and build consensus on policy development.
- Support UoM
staff and consultants by organising and facilitating meetings and
discussions with NACC officials.
- Support NACC
officials in organising meetings with various government departments to
build a common understanding and consensus on policy development.
- Document the
process of policy development.
- Support NACC in
implementing the policy
Required experience, abilities and qualifications
- University
degree at Bachelors level with specialisation in the field of social
science or health or a related field.
- Three years
experience in policy, advocacy or a related field
- Proven skills in
communication, networking and ability to relate these skills to policy and
advocacy
- Familiarity with
the country’s policy environment in the areas of Health, Justice, Governance,
Human Rights and Macro Economics is an added advantage
- Familiarity with
Kenya’s HIV epidemic and the status of HIV programmes among MARPs is
desirable.

field travel, strong interpersonal communication skills, computer literacy with
good analytical and presentation skills.
