Terms of Reference for the HR Policies Consultant
The
Kenya Human Rights Commission (KHRC) is a national Non-Governmental
Organization with the Mission of promoting, protecting and enhancing the
enjoyment of all human rights by all individuals and groups.
Our
approach therefore seeks to promote the culture of self-reliance amongst
communities in order to enhance their independence and by extension their human
dignity.
I. Objectives of the assignment
To
provide comprehensive Human Resource management advisory services to
KHRC.
The
consultant will be expected to advice on human resource related issues
including reviewing of the HR policies and other policies that have a direct
impact on the HR function.
II. Audit Scope
KHRC
seeks to recruit a Human Resource Consultant who will be expected to:
- Consider HR of
similar organizations to guide the revision of KHRC HR polices and ensure
KHRC’s compliance with national regulations.
- Review and
update KHRC HR manual with input from management and the Board.
- Facilitate a
staff policy orientation workshop to orient staff on the new polices.
- Prepare a report
for the staff policy orientation workshop.
- Submit a work
plan detailing how and when the above work will be accomplished
III. Specific Project Deliverables
- Detailed
work-plan on how the assignment will be carried out including timelines.
- A revised HR
policy document comprehensive enough for such a growing and
diverseorganization that is coherent with national regulations.
- Final copies of
the human resources manual in soft copy and in hardcopy.
- Report on the
staff policy orientation workshop
IV. Requirements of the Consultant
- Experience
working on similar assignments for international NGOs in Africa and in
Kenya specifically.
- Personal or
organizational profile detailing clients and work completed for them.
- The consultant
should have a graduate degree in business administration, finance or
accounting with extensive experience in finance and operations, the ideal
candidate must have served in more than two entities at senior management
level in Finance, HR and Administration
- He or she must
be a member of a professional body (like IHRM etc) with good standing and
must have knowledge of local laws pertaining taxes, employment and
contracting. Ability to work independently with minimum supervision and
cope with pressure and deadlines.
- Total costs to
complete the assignment
V. KHRCs Responsibilities
- Provide all
relevant documents available within the organization that pertain to this
assignment.
- Provide
consultancy contract before the beginning of the assignment.
- Pay the agreed
consultancy fees as detailed in the contract duly deducting withholding
tax as required by the laws of Kenya and upon acceptance of the final
report by KHRC.
VI. Deliverables and Timelines
Work
will begin in January 2013 and should be completed by March 2013.
This
consultancy will not require full time engagement.
