- To carry out a
rapid WASH needs assessment to identify new needs and harmonise with the
proposed WASH activities.
- To work closely
with the WASH Engineer and Ministries of Public Works and Public Health
and Sanitation to design the most appropriate water systems including
storage, treatment and distribution for new systems or rehabilitation of
existing systems as highlighted in the proposal.
- To work closely
with the WASH Engineer to select, design and implement the most
appropriate forms of sanitation system, in consultation with the
ministries of public health and public works, which includes excreta
disposal, refuse disposal, and drainage as highlighted in the proposal.
- To provide close
supervision of all construction works in the field.
- Conduct field
measurements and prepare and maintain detailed works reports on a regular
basis or upon request from the line manager.
- To liaise
closely with the government line ministries throughout the planning,
design and implementation stages of the Water and Sanitation activities.
- Work closely
with the SC program teams to integrate water and sanitation programming
across all sectors.
- Train and mentor
communities on basic and effective usage and maintenance of water supply
systems and sanitation facilities.

coordination with other members of project staff, relevant government line
ministries and other organisations.

Qualifications And Experience
- A minimum of a
Higher National Diploma in any discipline related to Water and Sanitation
Engineering is the necessary educational requirement. A degree will be an
added advantage.
- At least two
years’ practical experience in appropriate water supplies, sanitation and
hygiene promotion in the NGO set up. It is desirable that some of this
should have been in emergency relief programmes and/or in ASAL districts.
- The ability to
present concise reports, sometimes at short notice, reflecting the
problems and possible solutions for particular situations.
- Diplomacy, tact
and administrative skills in order to work with people at managerial and,
on occasions, government staffs. The post holder should also be at ease in
working with local people.

groups. Activities to include are: School nutrition clubs, community
outreach, and facility based nutrition education focusing on IYCF, growth
monitoring and maternal nutrition, dissemination of IEC materials.

community based nutritional screening, data analysis and reporting
- Liaise and
establish strong links with existing community structures including women
groups, community development committees, youth groups and religious
leaders.

Implement the development and maintenance of a referral system

level in which community health workers refer malnourished children and
mothers needing special attention to the health facilities.

- Overall responsible
for the day-to-day coordination of project activities and staff (Nutrition
Officer and Mobilizers) management.
- Spearhead the
capacity building activities; In liaison with health and nutrition program
manager identify MoH personnel, partner NNGOs or INGOs for collaboration
of nutrition activities and/or technical training for management of acute
malnutrition according to the national protocol.
- Organize and
carry out nutrition trainings for MOH staff, community health workers and
volunteer groups on management of acute malnutrition both moderate and
severe.
- Follow up and
provide ongoing technical support (on job training) to the activities of
the trained MOH team at the health facility. The volunteers to be trained
are health facility management and village health committees (FHM/VHC)
- To participate
the evaluation of these activities, and to propose recommendations to
develop future capacity building strategies for SC.
- Coordinate
closely with the District Health Management Team for the start and quality
implementation of IMAM in the district through the existing health
facilities and the nomadic clinic.
- Provide
technical guidance to support MoH and SC staff in implementation of
OTP/SFP at the health facilities.
- Ensure all staff
understand and implement programme protocols in line with the donor
approved agreement

trained health workers are carrying out appropriate and consistent health

facilities where OTP/SFP are implemented.

district health team and collaborating partners (UN WFP, UNOP and COCOP)

district nutritionist provides satisfactory monthly stock consumption
reports, supplies request and the distribution plan for the
following.

- Provide the
district’s systematic treatment/ essential drugs and the immunization
reports on monthly basis.
- Initiate and
participate in health and nutrition monthly coordination meetings in the
district and link where necessary other stakeholders (UN WFP, UNOP and

other implementing partners and local authorities to maximize
collaboration and ensure proper coordination of activities
- Regularly undertake
liaison and advocacy with Government partners and officials in your
district on project activities and related nutrition issues.

activities and objectives, related policy issues and the project’s

visits to beneficiaries to assess and mentor them on adoption of

strategy and thematic programme plans. Specifically lead the
development and implementation of the food security and livelihoods
component of the Save the Children Kenya country strategy, ensuring
collaboration with all other thematic sectors. Clearly reflect
gender issues in our FSL programming to ensure equity of services and
gender awareness in our interventions.
- Build on
technical knowledge, personal understanding of the food security, economic
and livelihoods policies and services in Kenya, and current/previous programming,
to develop proposals for new programming in FSL. Ensure all new programmes
support the achievement of Save the Children strategic and thematic
objectives and Government of Kenya policies and legal frameworks,
including social protection roll-out and delivery.
- Support the
expansion of financial inclusion, especially for youth, by building on the

market-based approaches, value chains and poverty graduation models.

Advocacy and Policy Development
- Be fully aware
of national policies, strategies and other initiatives and developments by
the Government of Kenya and other stakeholders relating to food security
and livelihoods, and support evidence-based roll-out of social protection
systems. Regularly assess and communicate the implications for Save
the Children’s programme and priorities of any changes in the operating
environment relevant to this theme in close collaboration with other
relevant advisor(s). Ensure alignment of strategy with relevant
legal frameworks.
- Help to clearly
articulate the food security, livelihoods and social protection advocacy
messages for the Kenya country office. Develop an advocacy plan
(with timeline and key outcomes) and ensure implementation at national,
county and community level.
- Develop policy
briefs and position papers as and when required related to the food
security and livelihoods programme. This may require technical
collaboration with advisors within the country office or within the SC
Members.
- Represent and
advocate for Save the Children with UN agencies, donors, Government of
Kenya, NGOs and others at the highest levels in both verbal and written
communications to ensure Save the Children is seen as the lead
international agency in terms of innovation and quality of implementation
in food security and livelihoods, especially in collaboration with
partners. Specifically ensure the following:
- Participation in
the regional/national Food Security and Nutrition Working Group, KFFSG and
other national level forums (for example, HSNP coordination meetings,
CaLP).
- Ensure presence
at relevant coordination meetings at national and regional levels, as well
as other key donors and stakeholders. Supply the PDQ team with
relevant reports on disaster risk reduction, resilience, climatic
forecasts and markets for planning.
- Advise field
teams to ensure adequate field visibility through attendance at technical
meetings at county and ward level.
- Ensure active
dissemination of programme findings and lessons learned through the
production of high technical quality lessons learned documents and their
effective dissemination to key stakeholders. This includes Household
Economy Analysis, market data, EMMAs and Cost of Diet studies.
Programme Quality
- Monitor and
provide timely, relevant, accurate input on overall technical aspects of
Save the Children food security and livelihoods programme work in
Kenya. The position will be required to travel 30-40% of the time to
Save the Children field locations.
- Liaise with the
Programme Operations department to ensure all food security and
livelihoods and other programme staff receive the necessary and
appropriate technical support. In consultation with staff and project
managers agree on the range of advice, support, training and/or other
assistance required to facilitate high quality programming and ensure that
this is delivered in a timely manner. This will involve regular
visits to Save the Children operational areas, including Northeastern
Kenya and other sites where partners are operational.
- Assist in the
development of tools for project staff and partners to improve the quality
of FSL work. Where necessary provide technical training for project
staff and partners as required (assessment tools, programme quality tools,
market surveys, HEA, etc.).
- Where external
consultants (local or international) are required to technically support
or monitor and evaluate projects, lead the recruitment and subsequent
management of contracted consultants as per the recruitment guidelines.
- Review relevant
monitoring reports to donors to ensure that technical debates are well
articulated and reports are of acceptable quality before submission.
Provide support where necessary to improve report writing
skills.
- Provide input on
partner selection, and provide technical coaching of partners in food
security and livelihoods, including sharing of relevant publications,
tools and training opportunities.

provide feedback on programme implementation to ensure gender equity.
Monitoring and Evaluation
- Ensure the
development of a monitoring and evaluation framework and key indicators
(with MEAL team) for food security and livelihoods that helps each project
improve quality of reporting, clearly articulate progress and impact of
projects, identify issues for advocacy and input for new
programmes/projects in the future.
- Participate in
the design of baseline, mid-term and end of project evaluations for food
security and livelihoods programmes, including working with MEAL Advisor
on Terms of Reference and consultant selection. Monitor the
evaluation process and provide input and clarification as needed.
Review evaluation findings and ensure that lessons and recommendations are
captured in the Lessons Learned database.
- Regularly review
and monitor programmes for child safeguarding issues. Take

Policy Development
- Be fully aware
of national policies, strategies and other initiatives and developments by
government and other stakeholders relating to the education and
particularly pastoral, nomadic and/ or alternative approaches to basic
education. Regularly assess and communicate the implications for Save the
Children’s programme and priorities of any changes in the operating
environment relevant to this theme in close collaboration with the other
relevant advisor(s).
- Develop policy
briefs and position papers as and when required related to the education
programme. This may require technical support from other technical
managers.
Programme Quality
- To be
responsible for the overall technical aspects of Save the Children’s
education programme work in Kenya.
- Liaise with the
Operations department, ensure all education staff and partners receive the
necessary and appropriate technical support. In consultation with staff
and project managers agree on the range of advice, support, training
and/or other assistance required from you to facilitate high quality
programming. This will involve regular visits to Save the Children
operational areas.
- Assist in the
development of tools for project staff and partners to improve the quality
of education work. Where necessary provide technical training for
project staff and partners as required (curriculum development, supportive
supervision and mentoring partners, development of monitoring and evaluation
tools; etc.
- Where external
consultants (local or international) are required to technically support
or monitor and evaluate projects, lead the recruitment and subsequent
management of contracted consultants as per the recruitment guidelines.
- Ensure the
development of an M&E framework that helps each project improve
quality of reporting, clearly articulate progress and impact of projects,
identify issues for advocacy and new programmes/projects in the
future.
- Review relevant
monitoring reports to Donors to ensure that technical debates are well
articulated and reports are of acceptable quality before submission.
Provide support where necessary to improve report writing
skills.
Advocacy
- Ensure that
lessons learned are properly documented, effectively disseminated and,
where appropriate, incorporated into wider advocacy initiatives.
- Monitor and move
forward the development of an Education Advocacy Plan. Coordinate
advocacy efforts and report results under each specific objective.
- Represent and
advocate for Save the Children with UN agencies, Donors, Kenyan
Government, NGOs and others at the highest levels in both verbal and
written communications to ensure Save the Children is seen as the lead
international agency in Kenya in terms of innovation and quality of
implementation of quality basic education. Specifically ensure the
following:
- Participation in
monthly Education Cluster meetings
- Education
Working Group for Dadaab (UNHCR)
- Ensure presence
at relevant to UN coordination meetings at national and regional levels
- Advise field
teams to ensure adequate field visibility through technical attendance and
technical meetings at district level
- Ensure active
dissemination of programmes findings and lessons learned through the
production of high technical quality lessons learned documents and their
effective dissemination to key stakeholders.

- A professional
with a Masters’ Degree in education or equivalent
- Significant
professional experience of working at a senior advisory level in education
for international NGOs or the private sector in Kenya
- Excellent
understanding of the education sector within the Kenyan context,
particularly alternative, informal and nomadic education issues

The Deputy Director of Programme Development & Quality (DDPDQ) is a senior leadership position within the Programme Development and Quality Team. Under the general direction and guidance of the Director of Programme Development and Quality, he/she will ensure effective systems are in place to monitor the quality and impact of all Save the Children programmes.
The
DDPDQ is responsible for overall implementation of SCI’s Quality Framework for
planning, proposals and advocacy, as well as programme quality
assurance.
He/she
will manage and support advisors and managers who ensure that field teams are
appropriately supported to grow the portfolio, ensure programme quality, foster
effective partnerships and advocate for children.
The
DDQPM will deputise for the Director of Programme Development and Quality in
his/her absence.

Save
the Children has been operational in Kenya since 1984, providing support to
children through developmental and humanitarian relief programmes delivered
both directly and through local partners.
Current
programming focuses on child protection, child rights governance, education,
health, HIV/AIDS, livelihoods, nutrition and WASH.
Save
the Children has an operational presence in Dadaab Refugee Camp, Eldoret,
Habaswein, Mandera, Meru and Wajir and has a logistics hub in Garissa.
Currently, we have a staff complement of approximately 370 staff and
expenditure of approximately US$30 million this year.

- Implement the
SCI Programme Quality Framework effectively and with positive results.
- Coordinate and
provide strategic leadership direction, guidance and technical support to
development of thematic sectors and projects in the Kenya office.
- Support the PDQ
Team in the Country Annual Planning process for technical programme inputs
and quality measures, including child participation, child safeguarding,
partnership and evidence-based programming.
- Participate in
conceptualising and designing cost effective, innovative and high quality
programmes to serve children in Kenya with a focus on gender inclusion and
gender equity.
- Ensure that
programs are relevant to children in Kenya and to the global programme and
advocacy objectives of the Save the Children Members, in both Humanitarian
and Development contexts.
- Ensure that all
sectors apply a risk lens to programme design and implementation in line
with the Save the Children policy on Disaster Risk Reduction and Climate
Change Adaptation.
Advocacy Development
- Ensure clear
messaging and effective implementation of the SCI EVERYONE Strategy in
Kenya.
- Ensure
development of key messages and delivery of advocacy for nutrition and
food security, including implementation of SC’s strategy for Transform
Nutrition in Kenya.
- Participate in
advocacy forums and working groups where Save the Children can maximise
its advocacy impact and messaging for children.
Monitoring and Evaluation
- Ensure that the
country office has a comprehensive, SMT-endorsed MEAL framework in place,
which is implemented and monitored effectively. Ensure that data and
analysis is of high quality and routinely checked.
- Measure
achievement and progress toward program goals and results through the MEAL
Framework.
- Routinely review
outputs and reports from the MEAL Framework to propose changes in
programme operations and technical approaches. Provide a monthly
MEAL report to SMT.
- Monitor and
report on Minimum Operating Standards within the PDQ sphere of
influence. Assist in developing and implementing action plans to
improve MOS performance.
- Support internal
and external programme/project evaluations as necessary and ensure the
execution of baseline, periodic, and final evaluations as necessary in
coordination with Director of Program Operations.
- Ensure a robust
and safe system is in place to manage M&E data and access for
programme planning, proposal development, reporting and on-going learning.

country office has a comprehensive, SMT-endorsed Accountability Framework
in place, which is implemented and monitored effectively.

mechanisms are in place for receiving and responding to beneficiary,
partner and donor feedback.
- Routinely review

safeguarding focal point within the PDQ team.

Country Office engages in mutual assessment, feedback and learning with

Business Development
- Ensure that the
country office has a comprehensive, SMT-endorsed Business Development
Strategy in place, which is implemented and monitored effectively.
- Verify effective
management of the process of preparing concept papers and project
proposals for fundraising purposes. Manage the proposal development
processes effectively to ensure Business Development Manager forges strong
coordination with other CO teams, particularly Programme Operations (for
field team inputs, logistics requirements, security, costings, etc.),
Member Services (for donor requirements), Finance (for budgets) and HR
(for staffing requirements).
- Track up-coming
funding opportunities, donor engagement and proposal development
process. Provide regular updates to the Director of Programme
Development and Quality on the status of the funding portfolio and key
trends to monitor.
- Participate in
key donor meetings, when necessary, to foster long-term collaboration and
engagement.
Management
- Ensure that all
staff understand and are able to perform their role in a humanitarian
response and development context.
- Ensure the
recruitment, training and promotion of staff as appropriate and ensure

Qualifications And Experience
- Development
professional with a relevant Masters Degree or equivalent professional
experience.
- A minimum of 5 years
of management experience in an NGO or similar environment, including
experience directing and implementing programs for children in both
emergency and development contexts, preferably with solid experience in
more than one of the Save the Children priority sectors: education, child
protection, child rights governance, HIV/AIDS, health and nutrition,
livelihoods and humanitarian response.
- Significant
professional experience of working in a senior Monitoring and Evaluation
capacity with an international NGOs, UN or donor agency or the private
sector in Kenya.
- Experience in
both development and humanitarian sector preferred.
- Experience of
having designed and managed M&E frameworks for multi-million dollar
programmes.
- Excellent
understanding of the Monitoring and Evaluation processes and methodologies
– with specific technical trainings in these areas.
