Regional Gender Equality
Programme Specialist
This post reports to the Deputy Regional Director – Programs.
The post holder will
provide regional leadership in development of gender equality skills, tools and
capacities of Plan Offices and Staff across RESA Region.
S/he will lead Plan’s Programme and Policy work on gender equality across the region.
This involves the
development and execution of a regional gender implementation plan coherent
with Plan’s Global Strategy and Global implementation plan, which ensures that
Plan’s analysis, policies and programmes become a centre of excellence on
gender equality.
This is a (3) three years’ fixed term contract which will be on Grade E according to Plan’s pay policy .
Dimensions of Role:
- Manage
Regional BIAAG Campaigns Coordinator and an Intern, lead in development
and implementation of strategy, policy, organizational change processes
and regional programmes on gender equality.
- Lead the
roll – out of Plan’s Gender Equality Self – Assessment Process (Gender
audit) and capacity building programme in the region, including monitoring
of regional progress and performance and ensures that appropriate
knowledge, skills, tools and capacities are in place to support Plan
Staff’s performance on gender equality.
- Represent
Plan at regional and global levels to influence international policy
makers on gender equality.
- Promote the
development of new innovative models, principles and strategies for
practical application and sharing.
- Helping in
shaping of the regional research agenda from a gender perspective ensuring
the generation of evidence and support to programming and policy
influencing.
- Provide
thematic oversight to Because I am a Girl Campaign – Spear head regional
flagship programmes on girls’ empowerment.
- Manages a
Gender Equality programming budget of $300,000.00
- Provide
technical support and guidance to gender specialists and focal points
across the region.
Main responsibilities:
- Develop and
execute a regional gender equality strategy, coherent with Plan’s Global
Strategy on Gender Equality.
- Provide
technical guidance on how to operationalise Plan’s Global Strategy on
Gender Equality across the offices, programmes and staff of the region.
- Lead
coherent global programming that makes a distinctive and strategic
contribution to the technical field both internally and externally.
- Develop and
implement methods to monitor and evaluate the strategy, driving learning
and improvement, develop an annual report on the region’s progress in
achieving Plan’s gender equality commitments.
- Develop
practical approaches to implement, monitor and report on Regional Because
I am a Girl programmes.
- Influence
external policy makers and other stakeholders, based on Plan’s robust
vision, analysis and experience in gender equality by identification of
key actors, including decision making bodies, proactively identifying
opportunities for high impact advocacy and policy engagement on gender
equality.
- Develop
highly effective personal networks and relationships with key decision
makers and influencers on gender equality and Because I am a Girl across
the region.
- Engage with
Gender equality decision making bodies, networks, donors, academics and
research bodies.

Regional BIAAG Campaigns Co-Ordinator
Under the supervision of Regional Gender Equality Programme Specialist, the Regional BIAAG (Because I am A Girl) Campaign Coordinator will lead in coordinating campaigns addressing the rights and needs of children in the Region of Eastern and Southern Africa.
The role will ensure
management of successful development and implementation of campaign projects
and activities to agreed targets and objectives.
H/She will contribute to
global learning and initiatives aimed at strengthening global campaigns within
the wider organization, promoting Plan’s Global Campaign in the region i.e.
Because I am a Girl (BIAAG), and supporting the mainstreaming of the previous
campaigns i.e. Learn Without Fear (LWF) & Count Every Child (UBR)
This is a (3) three years’ fixed term contract which will be on Grade D2 of Plan’s pay policy.
Dimensions of Role:
- Delivery of
integrated campaign strategies across the region, countries, Pan African
Advocacy Office and WARO partnership.
- Reporting
regularly to the Regional Gender Equality Programme Specialist the
progress and challenges facing campaigns in the region.
- Technical
oversight and support to Country Programmes in designing, implementing,
evaluating and resourcing campaign initiatives.
- Develops and
oversees execution of regional office campaigns budget estimated at
($300,000).
- Propose
practical; methods for achieving the overall goal of the Plan’s Global
Campaigns in RESA.
- Supports the
implementation of Plan’s Strategy on Gender Equality.
Main responsibilities:
- Strategic
planning and delivery of Plan’s global campaign program by forseeing full
projects development, implementation, monitoring and evaluation of Plan’s
global campaigns
- Provides
overall guidance and leadership to the three campaign projects in areas of
programs, communications and advocacy strategies.
- Support
global campaigns with evidence based advocacy
- Build
consortium and networks that support advocacy and campaigns objectives.
- Resource
mobilization
- Develops and
oversees execution of regional office campaign budget.
Knowledge, Skills and Behaviours Required to Achieve Role’s
Objectives
Knowledge:
Demonstrable knowledge in
Gender or relevant degree qualifications. An understanding of International
Human Rights Instruments and Declarations including the Millenium Declarations
and the UN Declaration of Human Rights and the subsequent conventions including
CRC & CEDAW.
Working experience of international development and gender/girl child rights issues, extensive networking experience with UN agencies, CSO, Private sector, media donor.
Skills:
Ability to design campaign
strategies based on sound policy and program practice, project management,
