Summary:
CESVI Child Protection program is implemented both in Somalia and in Kenya, both development and emergency set up.
Thanks to a flexible set up
and an in house expertise on child issues, strategies and actions are
coordinated among the entire region by CESVI regional office through its field
offices in rural and urban areas.
CESVI is an active
participant of nationals and regional coordination forum and child protection
working groups.
The child protection program is divided among three action paths:

- NSAs and
Government (Central and Local) capacity building in order to identify and
address child protection issues as well as supporting creation, update and
enforcement of child policies in targeted countries.
- Enhancing
psychosocial support delivery and referral mechanisms for children
victims, especially in post-conflict or conflict contexts
- Emergency
Child protection intervention in humanitarian crisis in Somalia (Banadir
and Gedo region) and Kenya (NE Province).

The person will report to
the Desk Officer at HQs.
Cesvi Nairobi Regional
Office will coordinate, support and supervise the operations at field level.
Key responsibilities
Key responsibilities
- S/He will be
responsible for the overall project management, implementation of the
project(s) and for overseeing administration, accounting, procurement and
staffing issues related to the project(s).
- S/He will
oversee the planning and implementation of the activities and ensure that
objectives are achieved and that appropriate quality, functioning and
assistance is established and maintained for setting up policies,
strategies and laws to comply with international conventions and
standards.
- S/He will
also provide adequate and timely technical guidance, supervision, capacity
building and management support to the local staff and actors involved in
the project.
- S/He will
ensure that the right support is given in terms of identification of needs
and existing competencies; development of curricula; coordination;
supervision; facilitation support and progress assessment.
- S/He will
ensure the elaboration of monthly internal report to be submitted to CESVI
Regional Office for Somalia and Kenya on achievements, projects, problems
encountered, pertinent developments, and strategic needs
- S/He will
supervise all project activities, guaranteeing a constant support to all
project stakeholders
- S/He will
guarantee clear documentation of all project activities, through reports
and other visibility tools, as required and agreed upon with Cesvi HQs.
- S/He will
represent Cesvi in various coordination fora and ensure coherence of Cesvi
mission and strategy with that of the Human Rights and Democracy for
Somalia.
- Manage
liaisons with donor(s), local and international NGOs and IGOs, private
sector, civil society associations and other counterparts.
- S/He will
keep informed of the project activities donors, UN and NGOs active in
Somalia to ensure proper advocacy and improve collaboration and coherence
of interventions-
- S/He will
attend meetings with local representatives of the un and local concerned
authorities, as well as with and other donors or project stakeholders,
whenever required.
- S/He will
attend meetings with UN Agencies representatives, local and international
NGOs officers, private sector and civil society representatives, whenever
required
- S/He will be
constantly involved in the development of new project proposals for
private and public donors, according to Cesvi Country strategy
- S/He will
report to the Desk Officer for Kenya and Somalia at HQs level, through
e-mails, other mailing, telephone calls and periodic reports, as required
- S/He will
maintain daily contacts with Cesvi Regional Nairobi Office and will ensure
effective distance supervision / remote control when in Nairobi.
- S/He will
carry out briefing and de-briefing with the Desk Officer for Kenya and
Somalia at Headquarters level and/or with the Regional Representative in
Nairobi, at the beginning and at the end of his/her assignment
- S/He will
attend a compulsory training at the beginning of his/her assignment at
Headquarters level
- S/He will be
involved in visibility actions taken by CESVI headquarters in order to
promote in-country activities and to raise funds accordingly
Requirements
- University-advanced
degree in Social Sciences, International Law or related fields
- Experience
(3-5 years) in development and/or emergency projects management and
implementation.
- Experience
(3-5 years) in international NGOs
- Previous
experience in Child Protection interventions and working experience(s) in
foreign countries
- Human rights
programme management experience in developing area or in countries in
emergencies.
- Demonstrate
experience in managing multi-partner projects and multi-location projects
- Demonstrate
experience to work in post-conflict areas where security is an issue
- Be able to
facilitate the further development of emergency programmes in the area and
to identify and quickly react to funding opportunities.
- Ability to
prepare clear and concise report and project proposals - writing skills
- Leading and
representation skills – liaison/negotiation and lobbying
- Ability to
make effective decisions under time pressure
- Ability to
cope with isolated environment
- Capacity to
work independently, strong strategic and creative thinking
- Fluency in
English (oral and written).
Desirable competencies
- Good
administration and accounting skills (on-the-spot constant supervision and
monitoring upon project administration is required)
- Previous
work experience in Somalia and knowledge of Somali language is an asset.
