The African Development & Emergency Organization (ADEO) is
an NGO with operations in the Horn of Africa.
ADEO is seeking to fill the following vacant post in its Dadaab
field office, Garissa County.

The incumbent will be head of the Dadaab field office, responsible for overall management and co-ordination of the programme in sectors of Health / HIV and primary education.

By virtue of the nature of the relief and humanitarian services ADEO is involved in, the Field Coordinator is expected to exhibit flexibility and render services at any time as the situation may dictate.
Programme Background
Dadaab refugee camp, located in North Eastern Province of Kenya, is approximately 100km east of Garissa town within Garissa County. Dadaab is approximately 80 km from the Somali boarder and comprises of three camps (Ifo, Dagahaley and Hagadera) established in 1991.
ADEO runs activities in the sectors of health(HIV/AIDS) and
Primary education in the Ifo camp with approximately 200,000 people. The
organization is implementing a comprehensive HIV/AIDS services, selected
Malaria and Nutrition activities and Primary education whose enrollment is over
31,000 learners students in 18 schools.

Based at the field, the field coordinator is the team leader and
shall take overall management of the project, principally; representing the
organization at Dadaab office in negotiating the programme requirements with
the donor, overseeing the planning, implementation and monitoring and
evaluation of the project activities.

- Familiarize
oneself with ADEO vision, mission and operational goals at the Dadaab
field office.
- Coordinate and
manage the overall planning and direction of NGO’s operations at Dadaab
field office level and building a strong team
- Decide on
programme direction in consultation with Programme Manager
- Create a shared
vision for NGO Dadaab office, among all staff, and their role in achieving
this
- Continuous
consultation and information sharing with the donor is critical for the
smooth running and effective implementation of the project.
2. Operational Management
- Will take lead
in project development and design including project description, log-frame
with clear outputs and outcomes linked to budget estimates.
- Overall
responsibility for effective and efficient management of the field
projects including Health related( HIV/AIDS, Malaria, and Nutrition) and
education programme (Primary education).
- Ensure donor
compliant requirements according to the agreements
- Monitor the
evolving humanitarian/developmental situation in Dadaab area and
frequently brief Nairobi office, with the view of probable new projects
- Budget control
and monitoring.
- Prepare weekly
briefs and share with the donor and Nairobi office
- Ensure monthly
reports-Sitreps (both financial and Narrative) are received at Nairobi
office within the deadline.
3. Security
- Ensure team and
property security/safety is maintained at all times and in all operational
sites
- Proactively
monitor the political and security situation in the project areas and
respond accordingly.
- Maintain strict
vehicle safety rules and that they are consistently implemented.
- Ensure that
appropriate security guidelines and procedures are established, maintained
/ updated and adhered to by the team.
- Ensure strong
and harmonious working relationships with the host and refugee community
4. Programme Development
- Continuously
explore future plans for a possible programme expansion (activities and/or
geographically) and develop the potential for further programme funding
- Ensure that
adequate consultation with all stakeholders are included in the planning
and implementation of projects as appropriate
- Contribute to
preparing plans, proposals and budgets for new projects/extensions of
projects in conjunction with the relevant team and Nairobi office.
- Continuously
assess, identify gaps and other general or technical information that
would be of use for planning, proposal development and budgeting.
- Frequently brief
Nairobi office of any openings and new areas for intervention.
- Establish
monitoring and evaluation plan for the field and strictly adhere to its
implementation
4. Logistics/procurement/Finance/Administration
- Ensure
familiarity with donor compliance issues, ensuring all projects are
compliant with these and NGO procedures.
- Ensure
appropriate administrative, financial and logistical systems/procedures
are in place, maintained and adhered to so that all support functions are
carried out effectively and efficiently.
- The Field
Coordinator is accounting officer at the field level and must ensure
appropriate authorization procedures are in place. He/she must always
check with the approved budgets and ensure no over expenditures occur.
4. Human Resource Management
- Optimize, in
conjunction with other team members, the use of human, logistical and
financial potential.
- Plan staff
requirements and liaise with HR department in Nairobi
- Maintain good
inter-team communications, engender good team dynamics, and take suitable
and timely action when problems occur.
- Support team
members professionally, monitor and support stress management, including
regular documented team meetings for planning and reporting purposes.
- Ensure all new
team members are adequately briefed on arrival in the field, and departing
team members are debriefed
- Responsible for
capacity development and training of all personnel
5. Representation
- Endevour to
build strong partnership and good working relationships with all other
NGOs in the field. In particular, good working relation with the donor(UN)
will be priority.
- Ensure NGO is
represented in all meetings, at Dadaab level and at the camp level to
promote the organization image and feasibility.
- Ensure all
relevant parties are kept informed on the NGO activities as appropriate.
6. Operational research
- In consultation
with programme Manager, plan for operational research
Any other duties as may be directed by the Programme Manager.

- A first degree
in social sciences or medical sciences with a post graduate degree in the
same fields from a recognized university.
Experience
These are considered the minimum essential for the post
- Minimum 8 years
experience in project management
- Minimum of four
years responsibility for project management including budget setting and
control
- Experience of
working within the context of emergency relief and in hardship areas
- Past experience
working with a humanitarian organization (UN or NGO), working in diverse
cultural backgrounds
- Computer
literacy in Ms office
Skills and knowledge
- Team Player-
ability to built a strong team; flexibility and relationship building
skills. Calm under pressure.
- An understanding
of security management
- Use of a range
of management tools to ensure effective running of the programmes and the
management and development of staff
- Excellent
communication skills - both oral and written
- Problem solving
skills in day to day and crisis situations
- Quick
information analysis.
- Fluent written
and spoken English/Swahili languages
Working Conditions
- The position is
in a refugee camp in the North Eastern Province of Kenya.
- The climate is
harsh (semi-arid) and area prone to banditry.
- This is a non
family duty station
