The Government of Kenya through the Ministry of Finance has
received a grant from The Global Fund to Fight HIV/AIDS, Tuberculosis and
Malaria. (GFATM) Round10.
The malaria component of the grant titled ‘Scaling up malaria
control interventions for impact’ is targeted towards universal coverage of key
malaria control interventions.
The successful candidates will be based at the Division of
Malaria Control under the Department of Disease Prevention and Control located
at KNH Grounds.

Monitoring and Evaluation Officer/Epidemiologist:
The Monitoring and Evaluation officer will address technical
aspects related to information collection, flow, analysis, reporting and
interpretation. He/she will be directly responsible of:

The Monitoring and Evaluation will address technical aspects
related to information collection, flow, analysis, reporting and
interpretation. He/she will be directly responsible of:

Conduct health information
system assessments with a focus on strengthening systems for malaria
surveillance.
·
Coordinate the
preparation of work plan, budget, M&E plan and performance framework for
Global Fund Grants and the program as a whole
·
Participate in study
design, data analysis and protocol writing as required
·
Assist in reviewing
performance and quality of service delivery, and evaluation and use of
strategic information
·
Coordinate the malaria
surveillance activities from development of Kenya surveillance plan to training
of health workers on malaria M & E and Surveillance.
·
Assist in preparation of
monthly activity updates on the program and write quarterly and annual progress
reports in collaboration with the same.
Qualifications and Competencies
The ideal candidate should have:

Post-graduate degree in
epidemiology, Public Health, Infectious disease control with preference for
malaria.
·
Requires minimum three
(3) years experience in infectious disease control monitoring and evaluation.
·
Computer proficiency –
Microsoft office suite applications, STATA, SPSS.
Prior experience in malaria programs and M&E systems in
Kenya.

Planning Officer:
The role of the planner will be assisting the programme in
integrating donor supported activities and the government in the spirit of the
principles of three ones.
He/ She will work closely with the program officers to undertake
the following responsibilities:

Plans, analyzes and
evaluates current or proposed health programs within the division
·
Assists in the
development and preparation of all annual county plans.
·
Work closely with the
health ministries and other partners.
·
Prepares reports based on
needs assessment surveys or specialized research studies.
Qualifications and Competencies
·
Bachelor’s degree in
Economics, Commerce, Public Health Administration or a Health Economics related
field.
·
Requires 3 years of
experience in planning, research or evaluation in a recognized Institution.
·
Knowledge in the
Budgeting systems and planning processes.
·
Knowledge of operations
in Health Systems.
The Consolidated Monthly Salary attached to this post is Kshs.
60,000.
Senior Accountant:
The accountant will be involved in day to day accounting
functions to properly allocate grant resources in accordance to the approved
work plans, monitor budgets; provide financial reporting to both to the
programme and other agencies as needed.
He/she will be directly responsible for:

Preparation of funds
allocation against the activities to be implemented.
·
Monthly financial
monitoring of the expenses against the activities for which the disbursement
was made.
·
Ensure all the
expenditures are incurred in conformity with the laid down GoK and GF financial
requirements and procedures.
·
Maintaining and coordinating
the implementation of accounting and internal control procedures.
·
Prepare all financial
progress reports on Global Fund.
·
Review the financial
reports submitted in the GF progress update.
·
Support the Program
manager to address queries from the LFA or the Global Fund secretariat on
financial management and financial reports of the Global Fund grants
·
Monitor the financial
expenses of districts to ensure they are in line with their work plans and
funds disbursed by the programs
·
Any other duties as may
be assigned by the Program Manager.
Qualifications and Competencies
The ideal candidate should have:
·
Bachelor degree in
Commerce, Economics, or Business Administration. Accounting/ Finance option.
·
CPA Graduate.
·
Knowledge of GOK
financial and accounting procedures.
·
Requires minimum of five
(5) years working experience with a busy organization.
·
Experience with the
Global Fund grants will be an added advantage.

Data Manager:
The data manager will address programmatic information needed to
support grant implementation and reporting.
He/ She will work closely with the program officers to undertake
the following responsibilities:
·
The key role is to
collate, manage, analyze and maintain databases for program.
·
Provide feedback to the
Health Information system regarding the quality assurance of data, detected
deficiencies and corrective action in the databases.
·
Deal with routine
problems arising in the course of data handling
·
Perform data cleaning and
Programming of simple questioners into PDAs.
·
Maintain the Malaria
Information Acquisition System and back up of malaria data
·
Ensuring timely
reporting, data analysis and report writing within set timelines.
Qualifications and Competencies
·
A Bachelors Degree in
computer Science, applied mathematics or statistics and Information Technology
from a recognized university.
·
Requires minimum of three
(3) years experience in data management.
·
Ability to design/develop
computer databases and in cleaning data and performing data quality assurance.
·
Computer proficiency –
Microsoft office suite applications, STATA, SPSS.

Logistician:
The logistician will work closely with the program officers and
manager to ensure success for all logistics issues relatively to the
implementation of the program.
She/he will also serve as the program’s liaison with partners on
handling of commodities either as procurement or warehousing and distribution
partners.
Specific responsibilities:
·
Assist with pipeline
analysis and monitoring of essential supplies. Coordinate the dissemination of
relevant information to stakeholders.
·
Assist in formulating and
implementing logistics solutions for malaria commodities.
·
Designing multi-level
detailed logistics management training.
·
Organize Logistics
Committee meetings.
·
Monitoring and conducting
supervisory activities on logistics in the Districts.
·
Writing progress report
on malaria commodities on monthly basis.
·
Writing of quarterly
reports to the MOH and partners
Qualifications
·
A Bachelors degree in any
of the following: Business Administration, Economics, Commerce- Marketing or
supply chain management option or in any related field.
·
Requires three (3) years
working experience in logistics and Supply Chain management with a busy
organization.
The Consolidated Monthly Salary attached to this post is Kshs.
60,000.
Note: All the positions are
for a period of one year renewable contract depending on performance and
availability of funding.
