For a Project Review and Strategic Planning for WRAP.
Introduction
The Women’s Rights Awareness Programme(WRAP)wishes to undertake a review of two years funding received from Terres des Hommes Netherlands ( TDH) followed thereafter by a Strategic Planning Process with the WRAP team , Board ,likeminded organizations stakeholders and friends of WRAP .Ideally both the review and strategic planning shall be under taken by the same consultant or firm of consultants.
Terre des Hommes Netherlands has been our main supporter and donor for the shelter and legal aid projects. With their funding, we have been able to run the shelter, assisting abused children and women and provide legal assistance to women and children. Terre des Hommes funded our shelter project from June 2007 to June 2010.
They have
further funded the legal aid project which was implemented jointly with ANPPCAN
Kenya from January 2007 to December 2009, and further approved a no-cost
extension from January 2010 to June 2010.Therafter TDH supported WRAP again for
a period of 2 years from 1st July 2010 up to 30th June 2012.
Terre des Hommes has not only provided monetary assistance, but also technical and moral support whenever WRAP needed them. With their help, WRAP have been able to assist many children who have fallen victim of various abuses such as sexual abuse in the form of; defilement, incest, indecent assault, other forms of abuse such as physical assault, neglect, mistreatment, emotional and psychological abuse, early marriages and other cultural abuses, abduction among others.

We, (WRAP)
have also been able to assist women survivors of GBV and assisted women access
justice on behalf of their children.
TDH has not only supported WRAP’s work as an organization, but also supported and encouraged our partnership with other child-focused organizations towards the common goal of protecting and promoting the rights of the child. In this light, we have successfully created strong networks with child focused institutions both in the government sector and the NGO world.
WRAP hopes that the partnership with Terre des Hommes Netherlands shall continue, to protect and promote the rights of children and women, with the actualization of our vision of having a society free from gender based violence and one that strongly fights for and protects the rights of the child.

Brief background about WRAP
Women’s Rights Awareness Programme {WRAP} was registered under the Societies Act in 1993 as a national, non-governmental, non-profit, human rights organization.
Because of
gender violence having reached an alarming rate in Kenya, WRAP’s first major
project was the establishment of a shelter home in late August 1994 for
battered and violated women and their children.
WRAP also
started providing the following services to GBV survivors on a 24-hour-a-day,
7-days-a-week basis: one-stop emergency shelter and safe refuge for abused and
violated women and children; legal aid and advice; medical assistance and other
GBV-related supportive services, including information.
In 2002,
WRAP extended service provision to include unaccompanied minors whose rights
have been violated after being registered under the Charitable Children
Regulation as a Charitable Children’s Institution recognized by the Government
of Kenya.
WRAP’s
work involves providing safety net for women and children who are vulnerable to
the various forms of abuse due to economic dependence and negative effects of
some cultural traditions.
Since
inception in 1994, WRAP has intervened directly or through referral, for more
than 10,000 incidences child rights violations; about half of survivors were
successfully reintegrated with their families.
WRAP has various departments including Counseling, Social Work and Community Outreach, Client Welfare {which also enables clients to access medical services}, Legal, Shelter Home {for abused women and abused children}, and Women’s Economic Empowerment Departments {which was started after WRAP established that the issue of poverty needs to be factored into GBV-programming, since poverty is one of the factors that lead to domestic violence/GBV.
The effect
of poverty also leads to negative outcomes in other programmes too: -
termination of cases filed in Court by the Legal Aid Programme due to economic
dependence, a factor that also affects children as it adversely affects child
custody and maintenance cases}.
Over time,
WRAP has developed to an organization offering holistic response to GBV. WRAP
has worked, and has various on-going programmes in various neighbourhoods of
Nairobi, building the capacity of communities in GBV prevention and response
through the formation of proactive GBV-Oriented Neighbourhood Watch Groups
linked to WRAP’s wider referral network; through the referral system survivors
of GBV access GBV-related supportive services.
The groups
are trained on case referrals and on documentation of interventions in GBV
incidences, and incidences involving human rights violations and child abuse.
Scope of the engagement
The consultant (s) shall take the following areas into consideration as far as the Review and Strategic Plan is concerned
- The
period under review which runs from 1st July 2010 to 30th June 2012
- Review
the current strategic plan available at WRAP and improve on it in terms of
refining priority areas, key objectives and action plan.
- Interview
similar/ likeminded organisations doing the same work WRAP in view of
assessing services provided and give suggestions on how to improve on
service delivery.
- Given
the current environment in Kenya what is the best way forward for WRAP
vis-a-vis access to funding and the kind of projects WRAP undertakes.
- How
best can the project complement each other in line with
sustainability in the near future
Objectives
- Determine
whether the Project achieved its objectives/goals
- Determine
how WRAP can take things further, and deliver even bigger results
- To
determine how lessons leant best practices can best apply in future
projects
Tasks
- Conduct
gap analysis by reviewing project results against the original objectives,
relevance, effectiveness, efficiency and sustainability.
- Determine
whether the project goals were achieved i.e. how does the end result
compare with the original project plan, in terms of quality, schedule and
budget?
- Determine
the satisfaction of stakeholders; were the beneficiaries’ needs met, and
are donors satisfied?
- Conduct
SWOT analysis and identify areas of further development
- Identify
lessons learned and Best Practices i.e. what went wrong, why did these
things go wrong, and how could these problems be avoided next time?
- Report
findings and recommendations.
- Facilitate
the strategic planning process for WRAP (including board members, staff,
partners and beneficiaries).
Deliverables
At the end of the task the consultancy team is expected to have;
- A
comprehensive review report with clear recommendation in both soft and
hard copy.
- A
comprehensive Strategic Plan for WRAP in both soft and hard copy.
Qualifications and Requirements
- A
degree in social sciences is a must and post graduate
degree/qualifications will be an added advantage
- Proven
experience of undertaking reviews and strategic planning (to provide
copies of the same).
- Sound
understanding of children and women’s rights.
- Excellent
report writing skills.
- Good
analytical and critical skills.
Consultancy Period
The recommended period for undertaking both the review and the strategic plan is a total of 8 (eight) working days to complete both the tasks and submit the two (2) reports.
The
Strategic plan will be done in 2 (two) days within Nairobi and its environs.
The said Reports shall be submitted to the Board of WRAP and there shall be an
exit meeting with the board, Terre des Hommes and the WRAP team
For the full assignment of the two activities WRAP has available Kshs 150,000/00 amounting to a daily rate of kshs 18,750 /00 per day for 8 days (USD approximately 228/00 per day).
Supervision and Reporting

The consultant will work under direct supervision of and in close consultation with the team at WRAP and they shall be available at all times when necessary.
