Background
Background
CRS/Kenya is seeking Kenyan National candidates for a USAID
program designed to reduce hunger and poverty, increase social stability and
build strong foundations for economic growth by strengthening social, economic,
and environmental resilience in pastoral and transitioning communities in
Kenya’s arid land.

of Nutritious Foods Both successful candidates will be based in a project
office to be located within the program areas.
- Should
the award be granted and the position funded, the project would begin in
September 2012.
Chief of Party (COP)
Ref. 2012/38
Chief of Party (COP) will provide overall direction and
leadership
The CoP will be responsible for the achievement of strategic
objectives, intermediate results, and performance expectations through
adherence to high standards of programmatic and management quality.
The COP duties include providing leadership and oversight to the
consortium and ensuring that sub-grantees adhere to their assigned scopes of
work and sub-award terms, act as primary project contact to donor, strengthen
linkages with existing and potential partner agencies and manage relationships
with the Government of Kenya as well as oversee program communication
strategies.
S/he will also ensure program quality, management of program
budget and reporting, representation and advocacy and management of program
staff
Specific Qualifications:
- Minimum
MS with a focus on Agribusiness and value chains or other related fields
mentioned above. PhD desired.
- Minimum
10 years of progressively increasing management responsibility in
developing countries.
- Experience
working in the arid lands of Kenya, Kenyan preferred.
- Prior
management of significant USAID funding required, ideally in CoP position.
- Familiarity
with and commitment to addressing gender equality in programming.
- Proven
experience in managing complex consortium or partnership relationships in
a participatory way required.
- Understanding
of and experience with faith-based organizations, local church structures,
and accompaniment and capacity-building principles in local partnerships
desired.
- Excellent
English oral and written communication skills
- A
professional with high personal integrity, commitment & good
stewardship
- Ability
to cultivate constructive relationships and cope with people from diverse
backgrounds
Deputy Chief of Party (DCoP)
Ref.2012/39
Deputy Chief of Party (DCoP) will primarily be responsible for
the smooth running of Finance and Administration aspects of the project and
serve as Acting Chief of Party in the Chief of Party’s (CoP) absence.
The DCoP shall assure compliance and management quality with all
USAID regulations and reporting requirements pertinent to the Cooperative
Agreement governing USAID-funded Resilience and Economic Growth in the Arid
Lands Improving Resilience (REGAL-IR) program in Kenya.
Duties include providing support to project staff on budget
reviews, analysis and level of project expenditures; ensure compliance with
donor regulations; oversee contract and grant agreements, jointly
with the CoP represent REGAL-IR program in donor meetings and other fora, and ensure that program responds to the needs of the donor.

Specific Qualifications
- Master’s
degree with demonstrated financial management or related field
- Five
years of overseas development experience
- Senior
management experience
- Kenyan
arid lands experience desired
- Understanding
of applicable USG regulations
- Strong
resource management, representation and networking skills
- Strong
writing and researching skills
- Experience
training or providing technical assistance preferred
- A
professional with high personal integrity, commitment & good
stewardship
- Ability
to cultivate constructive relationships and cope with people from diverse
backgrounds
