Summary: As part
of the U.S. government’s expanded Feed the Future strategy in Kenya, ACDI/VOCA
is implementing a five-year, USAID-funded program to increase economic growth
in the counties of Marsabit and Isiolo by building a more inclusive and
competitive livestock value chain.
The
REGAL-AG program builds upon and deepens the USAID investment in select areas
to improve the inclusiveness and competitiveness of the livestock value chain
in Isiolo and Marsabit Counties while furthering livestock-related economic
opportunities.
A key focus
on the project involves facilitating behavior change in actors all along the
chain – from livestock keepers, to middlemen, traders, transporters, and buyers
– in order to improve their economic resilience and stimulate growth.
In order to garner community-driven, basic infrastructure improvement projects that will help lay the foundation for improved market access for pastoralists, REGAL-Accelerated Growth has established a Community Contracting Fund.
This
flexible contracting mechanism will provide investment in livestock-focused
infrastructure in order to alleviate market constraints and benefit the local
communities. We expect these investments to result in more efficient market
places, and increased revenue for community institutions as well as county
governments.
The Finance Manager will be in charge of the overall financial management of the REGAL-AG program.

The Finance Manager will be responsible for budgeting and preparing requisite financial statements and reports as well as for establishing and implementing the subcontracts required under the project, including oversight of the Innovation Fund.

1. Carry out
the financial management of ACDI/VOCA project funds, ensuring strict compliance
with USAID rules and regulations, the terms of the contract, Kenyan law, and
ACDI/VOCA policies and procedures (in particular the Field Financial Manual,
the Grants and Contracts Manual, the Procurement Policy, and the Anti-Bribery
& Corruption Policy).
2. Maintain
proper internal controls over the receipt, disbursement, and administration of
all financial resources.
3. Administer
program procurements/purchases, including document review and approval and
ensure support documentation requirements are met and procurements/purchases
are within budget.
4. Monitor
compliance with approved budgets and draft financial analyses for review and
use by the COP and ACDI/VOCA headquarters to effectively manage operating and
project funds. Ensure that regular budget reconciliations and tracking are
maintained in the field for all program funding sources.
5. Oversee
Preparation and submission of the monthly financial report, supporting
documentation, field cash reconciliation and cash projections for approval.
6. Provide
oversight and guidance to the preparation of statutory monthly and annual tax
return reports for local tax authorities.
7. Develop
staff capacity in basic aspects of financial management.
8. Oversee
acquisition and management of office property, project vehicles and bank
accounts in compliance with ACDI/VOCA policies and procedures.
9. Coordinate
closely with the HQ-based Project Accountant, the HQ-based Project Coordinator,
and the HQ-based Contracts Administrator as necessary
10. Assist
program staff to develop work plans and annual budgets for the project and the
office costs.
11. Collaborate
with internal and external auditors and ensure prompt implementation of their
recommendations
Required Qualifications
- Master
Degree in related discipline (e.g., finance, accounting) with at least 5
years of relevant experience with an international organization
- CPA(K)/ACCA
or equivalent certification
- Strong
experience in Financial management and administration on USAID funded
contracts
- Excellent
interpersonal and communication skills, both verbal and written, strong
leadership, negotiation, diplomacy and team work skills
- Experience
in managing team
- Sound
working knowledge of information technology; experience in usage of Quick
Books accounting systems, MS Office software programs and advances
comprehension of spreadsheet and database programs
- Ability
to work in a diverse and multicultural setting
- Proficiency
in English with strong ability to communicating orally
Supervisory Responsibilities:
The Finance Manager will directly supervise the Accounts and Finance Staff.
The Finance Manager will carry out supervisory responsibilities in accordance with ACDI/VOCA policy and the applicable laws of Kenya.
