Deputy Director, Human Resource
and Administration

Overall Objectives of this Position: To provide strategic leadership in the
management of the Human Resource and Administrative functions of the
organisation in line with Labour Laws in Kenya.
Duties and Responsibilities
- Provide leadership to the HR team in preparing, implementing and reviewing the HR strategy, Policies and procedures.
- To manage the administrative function to ensure smooth running of operations.
- To prepare human resource plans and budgets to ensure the authority’s has the right number of people with the right skills at all times.
- To manage the payroll, statutory deductions, staff pension’s scheme, . medical cover and staff welfare programs in line with the authority’s human resource policy.
- Develop and implement a competitive compensation and benefits system which enables the authority’s to attract and retain high caliber employees.
- Develop and implement authority’s wide change management programs that are aligned to NTSA’s vision and mission.
- Develop and guide the implementation of the human capital programs; Talent Management, Career and succession planning.
- Ensure fair and equitable application of Policies and Procedures consistent with labour legislations affecting conditions of employment and recommend appropriate changes.
- Develop in consultation with line managers an authority’s wide structure that supports implementation of the Strategic Plan.
- Develop and supervise the implementation of an effective employee relations program that enhances a good employer/employee relationship.
- To manage and ensure that the authority’s culture is aligned to the authority’s mission and vision.
Job Requirements
For appointment to this
position, the successful applicant:
- Must possess a degree in Human Resources or Social science
- Must possess a higher diploma or degree in human resource
- A master’s degree preferably in human resource management shall be an advantage.
- Must be a registered member of the Institute of human resource management
- Should possess good people management skills
- Must have 7 years’ working experience, 5 of which should be in a senior management position
- Experience in a unionized environment will be an added advantage.
- Proficient in computer use and applications.
