The Partnership
for African Social and Governance Research (PASGR) is a not-for-profit
organisation based in Nairobi, Kenya, that seeks to increase the capacity of
African academic institutions and researchers to produce research that can
inform social policy and governance.
PASGR is seeking
an appropriately qualified candidate to work in the capacity of a Senior Finance
Officer for a three-year fixed term.
Broad Objectives
·
To support the Finance and Administration Director to ensure
delivery of PASGR financial and administrative objectives.
·
To develop and implement robust finance, grants and
administrative systems and to enforce financial control measures to preserve
the integrity of the systems and to provide relevant information and reports to
stakeholders.
Duties and
Responsibilities
·
Assist the Director in the development, implementation and
review of PASGR finance and administrative policies and procedures.
·
Ensure reliability and accuracy of financial data and adherence
to PASGR’s financial and administrative policies and donor requirements.
·
Participate in the preparation of PASGR’s Plan of Work and
Budget as well as budget proposals for funding applications.
·
Assist programme staff in forecasting expenditure, monitoring
budgets and provide on a monthly basis budget to actual variance reporting.
·
Assist the Director in developing and maintaining an effective
grants management system.
·
Monitor grant disbursements to universities and research teams
to ensure that the grants disbursed fulfill all grant eligibility requirements
and are properly accounted for in line with the grant agreements/contracts.
·
Assist the Director in preparing financial reports for
submission to donors in line with funding agreements.
·
Carry out financial analysis, oversee reconciliation of bank,
petty cash and ledger accounts and prepare periodic financial reports in
accordance with International Financial Reporting Standards (IFRS).
·
Maintain the fixed assets register and enhance controls over the
fixed assets.
·
Focal point of contact with all vendors in the procurement and
tender processes.
·
Review expenditures to verify accuracy, validity and
completeness of supporting documentation prior to approval and payment
processing for all financial transactions.
·
Raise requisitions and purchase orders.
·
Prepare PASGR’s payroll on a monthly basis.
·
Participate in audit preparations and ensure the implementation
of audit recommendations.
·
Any other duties as may be assigned by the Finance Director and
the Executive Director.
Qualifications:
·
B.Com in Finance and/or Accounting.
·
CPA (K) required.
·
At least three years relevant experience with a non-governmental
organisation.
