Lake Victoria North Water Services Board was established in
March 2004 vide gazette notice No.1714 under the Water Act 2002 as a State
Corporation.
The Board recently launched a 5 year strategic plan and in line
with the new organization structure, it wishes to recruit self-driven, result
oriented, highly motivated and qualified persons to fill the following vacant
positions:
1. Chief Manager, Technical Services
Key Responsibilities
The position of the Chief Manager, Technical Services shall be
on a three years renewable contract.
Reporting to the Chief Executive Officer, the successful
candidate will be responsible for: -
·
Coordinating all technical aspects related to Planning, design
and construction of Water and Sanitation facilities in the Board area.
·
Ensuring design, construction and maintenance standards are
adhered to and maintained.
·
Coordination of Boards strategic and business plans for
development of water and sanitation infrastructure in the Board area.
·
Design and development of appropriate and cost effective models
for water appropriation, storage purification and distribution.
·
Design and development of strategies to reduce unaccounted for
water (UFW), achieve desired operational efficiency and improvement
·
Promoting, developing and contracting sustainable and viable
Water Service Providers in urban and rural schemes.
·
Preparation of contract documents, reports and other statutory
documents required by Government or development partners.
·
Development of project proposals and liaise with development
partners for funding
·
Supervising and monitoring of urban and rural water service
providers
·
Preparing, executing and enforcing compliance to water and
sanitation service agreements.
Required Skills and Qualifications
For appointment to this post the successful candidate must:-
·
Have at least a Bachelor of Science degree in Civil Engineering.
·
Have at least 7 years’ experience in water and sewerage project
design, implementation and management, 5 years of which must have been in a
senior or management position.
·
Must be a registered Engineer with Engineers Board of Kenya.
·
A Masters Degree in relevant field or its equivalent will be an
added advantage.
·
Have experience in contract management.
·
Be proficient in relevant computer packages.
·
Demonstrate strong leadership and managerial skill
2. Manager, Human Capital, Planning and Development
Key responsibilities
Reporting to the Chief Manager, Human Capital and
Administration, the Manager, Human Capital Planning and Development will be
responsible for: -
·
Assist in the management all the affairs relating to the Board’s
human resources including recruitment, training and development, performance
management industrial relations, compensation and health and safety
·
Advise on the establishment of organizational structure for
Board of Directors approval, develop internal administrative processes, prepare
job descriptions and recruit middle level and support staff.
·
Coordinate induction of new employees, training needs
assessments and staff training programs
·
Coordinate annual staff appraisals
·
Handle employee complaints and grievances, and staff
disciplinary procedures
·
Manage staff welfare issues and facilities including functions,
and staff events
·
Process payroll, manage medical and pension schemes, terminal
benefits and be in-charge of statutory deductions –NSSF,NHIF and taxes
·
Periodically carry out salaries and other benefits reviews
·
Ensuring the timely and economic provision of services, such as
adequate office supplies, transport, insurance and maintenance of office
equipment
·
Ensure high standards of office cleanliness, sanitary hygiene,
health and safety and security in the Board
·
Supervise administration staff and service providers for
cleaning, telephone operation, messenger and other services
·
Oversee the use of telephones, water, and electricity and ensure
timely bill settlement of the same
·
Facilitate efficient delivery of communication by post or
courier
·
Be responsible for the environmental management in your section
·
Any other duty relating to HR management as may be assigned from
time to time by the Chief Manager, Human Capital & Administration.
Minimum Qualifications
For appointment to this post the successful candidate:-

Must have a Bachelors degree in any Social Sciences or related
field
·
Must have a Professional qualification in Human Resource
Management e.g. Postgraduate Diploma in HRM or Higher National Diploma in HRM
·
Masters degree in Human Resources Management will be an added
advantage
·
Must have a minimum of seven years relevant experience in Human
Resources Management
·
Must be IT literate and should be conversant with Human
Resources Management System
·
Should be a registered member of a relevant professional body

3. Secretary
Key responsibilities
The purpose of this position is to offer executive assistance to
the CEO by performing administrative duties, managing relations with internal
and customers, handling correspondence and preparing documentations as
required.
The successful candidate will be responsible for: -
·
Scheduling and coordinating appointments, meetings and events.
·
Managing the CEO’s and BODs travel itineraries in an efficient,
timely and cost effect manner.
·
Providing administrative support for the completion of
documentation of Board agenda items.
·
Managing the logistics of meetings at the Board.
·
Handling secretarial duties in the CEO’s office
·
Establishing and managing an effective document management
system within the CEO’s office
·
Handling internal and external communication on behalf of the
CEO
·
Handling visitors to the CEO’s office.
·
Perform any other duties as may be assigned from time to time by
the CEO
Minimum Qualifications
·
Degree or Higher Diploma in secretarial studies from KNEC or
other recognized examining body or institution
·
At least 5 years relevant experience as a secretary or in
comparable position in a busy corporate environment.
·
High proficiency in the use of Microsoft office suite
