Role Purpose:
The Project Officer is responsible for supporting partners in the planning, implementation, monitoring and reporting of the multi-year Child Protection project within the Meru region.
The role includes building partner capacity for effective implementation of projects, in accordance with a rights based approach.
Scope of Role:
Reports to: Area Programme Manager – Meru
Dimensions:
Save the Children has been operational in Kenya since 1984, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners.
Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH.
Save the Children has an operational presence in Dadaab Refugee Camp, Eldoret, Habaswein, Mandera, Meru and Wajir.
Currently, we have a staff complement of approximately 370 staff and expenditure of approximately US$30 million this year.

Key Areas of Accountability:
Programme support
- Support preparation of quarterly
& annual project budgets
- Support budget tracking and
analysis; follow up on budget utilization and project expenditure as
needed
- Ensure that partner finance planning
and reports are in line with the project agreement and requirements from
donors and governments
- Facilitates communication between
partners and the Child Protection Programme Officer
- Identify implementation obstacles
and work with Child Protection Programme Officer to develop solutions
- Help prepare reports as needed for
by the Child Protection Programme Officer and donors
- Provide feedback and share lessons learned
from activity and financial reports
- Facilitate and ensure the
involvement of children as primary stakeholders in all project work
Monitoring, evaluation and quality
assurance
- In coordination with the M&E
team, implement results based monitoring and evaluation process
- Monitor and systematically document
project results jointly with partners
- Plan and facilitate regularly
scheduled reviews of projects with partners and stakeholders
- Facilitate terminal evaluation of
projects through participatory process
Partner management
- Foster collaborative environment and
team spirit among partners
- Closely work with partner
organizations in the course of project planning and implementation
- Conduct regular monitoring visits,
support partners at the project sites and prepare reports for
documentation and follow-up actions
- Work with partners in the
preparation of periodic and project completion reports
- Support partners in preparing annual
and quarterly project budgets and making budget revisions
Humanitarian response
- Support activities to improve
organizational readiness to respond to emergencies in line with global SCI
humanitarian goals and benchmarks
- Be familiar with, adhere to and
implement the procedures and processes detailed in the Rules and
Principles for humanitarian response

- In cooperation with the Child
Protection Programme Officer, ensure proper documentation of experiences
and lessons learned during projects under supervision
- To work closely with the Government,
other organizations and community local structures to address the
protection of vulnerable children within the project locations in
collaboration with the project partners.

Qualifications and Experience
- Bachelor degree in an area of social
development or equivalent
- Recommended a minimum of 3 years
experience in a NGO environment
- Programming experience in the areas
of child rights
- Strong understanding of child rights
programming approaches
- Ability and willingness to
dramatically change work practices and hours, and work with incoming surge
teams, in the event of emergencies
- Fluency in Swahili language required
- Fluency in English, both verbal and

Logistics
Officer – Kenya

Role Purpose:
Logistics Officer is responsible for managing logistics staff, vehicles, assets, stores, communications, procurement and security and for ensuring effective and accountable logistics support to the Save the Children programmes in field offices.

Dimensions:

Key Areas of Accountability:
Procurement & Supply:
- Oversee procurement requirements of
the Field Office; implement procurement as per approved guidelines,
procedures and forms (Purchase Requests, Purchase Orders/contracts, Goods
Received Notes, etc.)
- Check the availability and prices of
requested items in the local market; liaise with Nairobi if procurement
must be conducted there.
- Prepare a weekly summary of all
outstanding purchase requisitions, showing the current status of the items
and the date which they are expected to be supplied to the projects
- Prepare monthly summary reports on
the procurement and logistics support functions, identifying problems in
operations and solutions proposed
- Monitor procurement and logistics
support costs in liaison with the Field Accountant to ensure that
expenditures remain within approved budgets
- Submit monthly projections of cash
flow requirements and commitments for all procurement & logistics
support costs;
- Organise the transport of supplies
directly to Save the children store or to its location of use.
Asset & Stock Management:
- Ensure stock management control in
Field Office through the implementation and maintenance of standard
guidelines, procedures and forms (Bin Cards, Stock Records, Delivery
Notes, etc.)
- Monitor stock levels and advise on
appropriate stocking and replenishment to meet project demands
- Ensure asset management in Field
Office through maintenance of an accurate and up to date asset register
and inventory tracking system, in close collaboration with the Logistics
Assistant (Assets) in Nairobi.
- Oversee the issuance and return of
assets to/from staff.
- Oversee the quartely physical check
of all assets and inventory in Field Office.
Transport & Fleet Management:
- Maintain the fleet in safe and
efficient working order.
- Ensure that vehicles are checked on
a daily basis, and that regular service and maintenance is carried out as
per agreed schedule.
- Monitor fuel consumption and submit
weekly/Monthly reports to Logistics Manager.
- Perform emergency driving duties
during driver absences as appropriately required
- Ensure adherence to communication
protocol (e.g., radio use, email etc) at field level.
Security Management:
- Serve as part of the Kenya Programme
Security Management Team, and assist the Programme Manager in Field Office
with management of safety and security at field level.
- Ensure practical and effective
security guidelines are in place in line with SCI policy, and that these
are regularly reviewed according to current circumstances.
- Report all security incidents in
writing to the Security Manager in a timely manner.
- Monitor security information and
networks at the field level and ensure that security information is
disseminated appropriately and effectively to all field staff.
- Ensure that all equipment and supplies
in Field Office are maintained in a safe and secure manner.
- Ensure that logistical aspects of
emergency preparedness and contingency planning are developed and adhered
to.
Logistic administrative and personnel
management duties:
- Maintain all logistic files in an
organised, accurate and up to date manner.
- Lines manage and supervise the
Drivers, and any other logistics support staff.
- Build and develop the capacity of
the logistics team through the use of effective training, performance
management tools and staff development plans.
- Assist in the recruitment and
interviewing of new logistics staff.
- Ensure that all new staff in Field
Office receives a comprehensive briefing on logistics procedures within
one week of arrival.
- Comply with all relevant Save the Children
policies and procedures with respect to child protection, code of conduct,
fraud, health and safety, equal opportunities and other relevant policies.
- Work in close collaboration with the
finance and administration departments to ensure effective operations and
strong team spirit.
- Attend logistics /security
coordination meetings at the field level as requested by the Programme
Manager.
- Produce monthly logistics reports to
be shared with Area Manager and Logistics Manager by the 4th of the
following month. This includes, Logistics Narrative, Fleet
Performance, Asset Register, Stock report, Procurement tracker etc.

significant field operations experience running both emergency and

Business related courses.
- Substantial experience in logistics,
including procurement, supply chain, fleet management & inventory
- Substantial experience and knowledge
of effective financial and budgetary control.
- Experience of working with local,
international and government partners
- Fluency in written and spoken
English. Similar skills in Kiswahili and other local languages an
advantage

- Lead on strategic programme
management for these partner implemented programmes in sectors of Child
Protection, Youth Savings, School Health and Nutrition, Child Rights
Governance and Inclusive Quality Basic Education
- Liaise with Director of Programme
Development and Quality for support in proposal development, technical
advice and effective M&E functions including documentation
- Ensure effective programme
implementation according to SC policies and its Mission, Vision and Values
for both SC and partners
- Ensure that SC and partners have
efficient and compliant budget management systems and procedures
- Ensure that SC and partners produce
timely and quality reports to donors and members as required
- Represent SC to government
authorities, all partners (including INGOs, NNGOs, media, private sector)
and visitors in relation to these programmes
Awards Management
- Ensure that the management of grants
and awards for programme operations is in accordance with SC policies and
guidelines
- Develop analysis of budget vs actual
expenditures on a monthly basis for monthly remote and actual review
meetings with the budget holders/Area Programme Managers so that remedial
actions are developed and implemented as required
- Ensure that budget holders
understand and implement compliance requirements from the donor, Save the
Children and/or the Government of Kenya
National Partnerships and Children’s
Sector
- In collaboration with other staff,
develop standardised approaches and best practices in selecting and
assessing the capacity of local partners
- Develop and lead the implementation
of a partnership strategy in accordance with Save the Children’s guidance
and Minimum Operating Standards
- Lead agency-wide capacity
strengthening strategies including the assessment and improvement of SC
and partners and through linkages with the relevant technical advisors
- In collaboration with the Civil
Society/Partnership and Child Rights Governance Advisor, coordinate
agency-wide learning processes in partnership and capacity building
- Through the coordinator, establish
relationships with all partners involved in the children’s sector
- Establish database of organisations
in the children’s sector
- Advise on advocacy issues and
opportunities for SC to lead in the children’s sector
Reporting:
- Ensure the timely provision of
quality narrative reports and appropriately linked financial reports to
donors after final review by the Director of Programme Operations
- Support the development of a
reporting timeline tracker that has reminders incorporated to programme
and technical staff and with clear guidelines on roles and
responsibilities in preparation of reports
- Maintain details of reporting
formats and other requirements for all donors and SC members
- Develop internal reporting formats
for monthly/quarterly SC reports by Area Programme Managers
Staff Safety and Security
- Work with the Safety and Security
Manager to ensure that the staff and assets of Save the Children Kenya are
safe and secure
- Ensure that all safety and security
minimum operating standards are being met at sub-office level
- Coordinate preparation and
implementation of staff security guidelines and support sub-offices in
carrying out periodic security assessment and reports

Manage
performance of direct reports in the Programme Operations work area through:

high quality programme implementation and operations
- Substantial experience and knowledge
of managing effective financial and budgetary controls – with internal
audit experience preferred
- Demonstrable previous success in
securing and managing grants from major institutional donors
- Experience of working with local,
international and government partners
- Fluency in written and spoken
English. Similar skills in Kiswahili and other local languages an
