Market and Capacity Development Specialist
The
Position
This position would be part of the team developing, piloting, assessing the impact of, and scaling-up index-based livestock insurance (IBLI) products.
Given the recent IBLI strategy revision that emphasizes the efforts necessary to develop the capacities of institutions and services to improve market effectiveness, to catalyze informed demand, and to ensure the sustainability of the IBLI industry in the course of the project’s second four year phase, the responsibilities for the current IBLI Program have necessarily grown.
The considerable increase in their mandate resulting from a required scaling from one pilot District (Marsabit) to at least seven counties in Northern Kenya, we are also supplementing the team to include one more staff, as the Market and Capacity Development Specialist.

Key responsibilities:
Partnership and stakeholder engagement:
- Identification
and coordination of technical, implementing and commercial partners to
interesting and capable of playing a key role in a relevant node along the
IBLI market chain.
- Developing
and/or enhancing institutions for more cost-effective delivery of IBLI
services (sales provision, information dissemination, extension and
indemnity payments) and building their capacity.
- Engaging
government agencies and new County government structure to leverage
implementation and offer regulatory support.
- Contributions to
relevant policy-making and regulations in the agricultural insurance
space.
- Support in the
identification and coordination of technical partners who will announce
and verify the index.
- Support project
partners in Marsabit and the scaling out sites in implementation of the
project in activities such as identification of extension and sales staff
and community engagement
Project
implementation support:
- Oversee the
planning and actual implementation of the project in the field
- Set up the
commercial partners for implementation; building delivery channels and
linking them to the IBLI ICT based transactions platform.
- Support the
commercial partners in the development of marketing and publicity
materials, sales plans etc.
- Support
implementation partners with the execution of their various agreed roles.
- Drawing up
relevant Memoranda of Understanding or other documents clearly specifying
the roles and responsibilities of the various partners etc.
- Documentation of
the implementation process, the challenges and the lessons learnt
- Contribute to
the development of project reports for donors and other partners.
- Contribute to
the development of proposals to advance the teams agenda.
Capacity
Development:
- Support in the
development of a range of curriculums for targeted IBLI training relevant
to a range of stakeholders and functions.
- Lead in the
training of commercial partners on IBLI
- Support in the
training of technical partners and policy makers
- Support on the
ground training of insurance company staff.
Monitoring
and Evaluation:
- Development of a
Monitoring and evaluation framework for IBLI
- Support in
monitoring and evaluating the projects in the field
- M&E
documentation and reporting
Fund
raising:
- Support in the
development of proposals for funding IBLI’s market and capacity
development agenda
Requirements
- Master Degree in
Business Administration, Program Management, or a relevant Social studies
(e.g. economics, agricultural economics, agricultural extension and
education) from a recognized university
- At least 4 years
relevant experience in project management and implementation of innovative
projects
- Experience with
training, extension provision and implementation of development projects
at community level
- Previous
experience in and demonstrated ability to maintain good relations with
project partners and stakeholders.
- Experience in
proposal writing and previous success in winning grants
- Knowledge in
livestock and familiarity with arid land issues
- Good
presentation and oral/ written communication skills
- Creative and
dynamic person who can operate both individual and as part of a team.

The Position:
ILRI seeks to recruit a Head of Information and Communication and Technology.
The job holder will lead the overall ICT function for ILRI and ICRAF which occasionally have different priorities and requirements.
Campus level services are provided in 3 locations in two countries (Kenya and Ethiopia) and staff are supported in offices in over 50 different locations.
The position holder will spend 50% of their time at ICRAF, 35% at the ILRI Kenya campus and 15% at the ILRI Ethiopia campus and visit regional offices when required.
Responsibilities:
- Make decisions
on ICT infrastructure, services and operations worldwide for the two
organisations, ILRI and ICRAF.
- Build
relationships throughout the two organisations to ensure that they
understand the business strategies and project requirements so as to
provide the most effective services for their needs. The position holder
will build relationships within the other CGIAR Centres to take advantage
of shared ICT services and innovations made at the CGIAR level or by other
Centres.
- Establish and
maintain relationships with external service providers and suppliers and
other local and international organisations to better understand the ICT
environment that we work in and to build partnerships with these groups to
enhance the services offered.
- Plan, mobilize
and manage ICT operating budgets of ICRAF and ILRI that total over
$3,000,000.
- Develop
investment plans for ICT projects and for both replacement and new
equipment.
- Implement a fair
and transparent means of full cost recovery to cover all operational and
capital investments made by the institutes in ICT Services
- Negotiate with
service providers and suppliers to obtain the best value for money for the
services obtained.
- Provide overall
management for the staff and resources of the common service Unit
providing ICT Services to ICRAF and ILRI.
- Develop the ICT
Unit work plans used to provide more detailed work assignments for each
member of the team
- Responsible for
planning for new and replacement equipment required on the campuses to
provide the ICT environment.
- Responsible for
all equipment and resources assigned to the team either permanently or
that is temporarily in their custody.
- Lead the two
institutes in their implementation and use of ICT. This will include
testing, trailing and implementing new technologies, applications,
services and methods of working that will increase the options for the
researchers supporting staff and improve their efficiency, reliability and
ability to communicate with others.
- Develop the ICT
Strategy and policies for the two institutes and ensure that they are
communicated and understood institute wide.
Requirements:
- First Degree in
Computer Science.
- Master’s degree
in Business administration or related field.
- Up to date
certification Microsoft Certified Systems Engineer (MCSE) or ICT Security
Certification or Information Technology Infrastructure Library (ITIL).
- A minimum of 10
years’ experience in an ICT Service environment.
- Five to ten
years relevant management experience in comparable organizations:
1.
Preference
will be given to candidates from private or publicly funded international
development organizations involved in research and/or consulting.
2.
Experience
with organizations operating in a competitive funding environment is essential
with a preference given to experience in restricted projects/grants
environments.
3.
Experience
working in developing countries or multi-cultural environments.
- A track record
of achievement in mature, well-established organizations that have been
required to adapt quickly to changes would be an advantage.
- Ability to
communicate fluently in written and verbal English.
