Recruitment of a Director General

The Energy Regulatory Commission (ERC) is a State Corporation established under the Energy Act, 2006.
This includes tariff setting and review, licensing, enforcement of standards, dispute settlement and approval of power purchase and network service contracts for the benefit of all stakeholders.
The Commission would like to recruit a visionary dynamic leader for the position of Director General/Chief Executive Officer (CEO).
Reporting to the
Commission (Board), the CEO will be responsible for the day to day management
of the Commission and implementation of the Commission’s decisions in a results
oriented and timely manner to achieve the Commission’s goals, objectives and
agreed performance targets.
As the CEO, the Director General’s key responsibilities will be to:
- Develop and
recommend to the Commission the long term strategic plans, annual
operating plans and budgets; and to establish proper internal monitoring
and control systems and procedures;
- Provide prudent
Energy Sector regulation consistent with the Government energy policy as
articulated in Sessional paper No. 4 on Energy and as may be updated from
time to time;
- Ensure
continuous achievement of the Commission’s financial and operating goals
and objectives;
- Coordinate and
prepare business related proposals, reports and other submissions for
consideration by the Commission;
- Ensure
continuous improvement in the quality and value of the services and
products provided by the Commission;
- Ensure prudent
management of resources, assets and safe custody of records;
- Act as the
principal spokesperson of the Commission;
- Ensure
appropriate public relations’ strategies are designed and implemented to
promote the Commission’s image and relations with all stakeholders;
- Negotiate,
execute and regularly monitor the performance contracts and implementation
of agreed targets;
- Provide
leadership to employees and maintain a conducive work environment for
attracting, retaining and motivating employees; and
- Foster a
corporate culture that promotes ethical practices and good corporate
citizenship.
The ideal candidate
will hold a
- Bachelor’s
degree in the field of Engineering, Physical Science, Law, Finance,
Economics, Energy or a related field.
- A Masters degree
in a relevant field will be an added advantage.
- Where
applicable, the applicant must be a registered member of the relevant
professional body.
- The candidate
will possess at least ten (10) years relevant experience, five of which
must be in a relevant senior management role.
- He/she will have
an excellent understanding of the energy sector and of the Public Service
sector.
- He/she must also
have excellent analytical, communication and interpersonal skills.
- The successful
candidate will have the ability to maintain good working relationships
with all stakeholders.
- The candidate
must also meet the requirements of Chapter Six of the Constitution of
Kenya 2010.
